About this file
The document is a Living Wage Certification Form from the Town of Manchester, Connecticut, related to a potential contract for waterworks and sewerage supplies. The form requires bidders to indicate whether they are a "Covered Employer" under the Manchester Living Wage Ordinance (Chapter 212 of the Manchester Code of Ordinances), and to certify compliance with wage requirements. Bidders must either affirm they will pay the required living wage to eligible employees throughout the contract term or claim an exemption based on specific criteria such as being a nonprofit organization, employing fewer than 25 eligible employees, or having an annual contract value under $25,000.
The certification form is mandatory for bid submission, with failure to properly complete it potentially resulting in bid rejection. The form provides four potential exemption categories, including charitable foundations with 501(c) tax-exempt status, small employers, and low-value contracts. Bidders must sign and date the form, certifying the accuracy of their representations regarding their employment status and wage practices. The document is designed to ensure that contractors working with the Town of Manchester adhere to local living wage standards and provide fair compensation to their employees.
