About this file
This is a Contract Safety Appendix C ("Low Risk") for a Makino CNC Warranty Extension project at Building 9001 on Tinker Air Force Base, establishing safety requirements and procedures for contractor operations.
The appendix mandates that contractors develop and implement a comprehensive safety program compliant with OSHA standards (29 CFR 1910 for general industry and 29 CFR 1926 for construction), Air Force occupational safety standards (DAFMAN 91-203), traffic safety (AFI 91-207), fire prevention (TAFBI 32-2001), and explosive safety (AFMAN 91-201) requirements. The contractor must submit a written, site-specific safety plan to the Government Contract Official Representative (COR) within 10 days of contract award. The safety plan shall include activity hazard analysis, designation of responsible safety personnel, pre-work hazard reviews, regular workforce safety training, frequent compliance checks, daily quality control records documenting inspections and corrective actions, and an audit program with subcontractor oversight and mishap rate tracking. The contractor bears sole responsibility for employee safety and health, OSHA compliance, and protection of government property and personnel. In the event of a mishap, the contractor must notify the COR within one hour with verbal and written notification containing contract details, incident date/time/location, narrative description, known causes, involved personnel names, and proposed corrective actions. The appendix reinforces a "Speak Out for Safety" initiative empowering all personnel to report unsafe conditions and emphasizes that safety is a shared responsibility across military, civilian, and contractor teams.

CONTRACT SAFETY APPENDIX C

Safety Requirements
A. Preface
1. Commander’s Safety Intent: The safety of everyone on Tinker AFB is our top priority. All individuals must accept personal responsibility for safety and seek opportunities for improving the safety of our collective work environment. Everyone working on Tinker AFB is challenged to find, fix (if able) and report all hazards and near misses. It is our shared duty to take every reasonable step and precaution to prevent accidents and preserve the health/safety of each Contractor and Government employee.

A safe workplace is everyone's business. As part of the contract team, military, civilian and contractor personnel are empowered to Speak Out for Safety (S.O.S.) when they observe unsafe acts that present imminent danger to personnel or catastrophic damage to property.
