2.0 Project Description
2.1 General Description
Stennis Hall (B1002) is a 113,800 SF two story facility with concrete and steel structure that has been in use for over 35 years. Through its service, the facility has had mission areas and functions adjusted through a series of renovations. The main function of the building is to provide both officer and enlisted cyberspace training and skills development. In addition, the facility users are responsible for overseeing the development and advancement of this technical training for all Air Force operations across the globe. The facility is comprised of numerous training classrooms, with both recess and above slab access computer flooring, offices, conference room, auditoriums/briefing room, data center, communications rooms and mechanical & electrical areas. The building is divided in to secure and non-secure areas with like kind spaces in each area.
It has been reported and documented prior to this contract that the HVAC has had several renovations over the years. It is evident that each renovation did not address or correct issues from previous renovations which has caused some areas to be under served. Additionally, major portions of the system have outlived their service life, specifically the chillers and pumps. A new cooling tower was recently installed. However, a new generator project already planned for the facility will not serve the HVAC which leaves the facility sensitive equipment in danger of overheating, especially in the Data Center. Computer Room A Conditioning (CRAC) units are utilized in all classroom and some current office areas. Some units have been abandoned, and in other locations, some have been removed without replacing their supplemental volume. Multiple HVAC, Electrical and Fire Protection system renovations over the years require as-built assessment to be pieced together several decades of drawings. Additionally, several of the previously mentioned renovations abandoned utilities in place such as fire suppression, electrical conduit and cable, piping and ductwork.
The Users wish to provide the students with an updated, functional facility in line with their technical mission. At present, the non-secure areas contain several classroom and office spaces that appear to be under-utilized and/or for catch-all storage.
The facility is centrally located on the Base, on block to the east of the flight line. See Figure 01, Vicinity Map, for location of the project site. See Figure 02, Project Site Map, which illustrates the project site location and surrounding area. Documentation photographs of the existing facility are included in Appendix C of this document.
2.2 Current Situation
Due to COVID protocols, the facility is currently being lightly used by Airmen with several students, Officers and staff working virtually. The facility houses a new class of airmen every two weeks. When the facility is at full capacity with current class loads, that are up to 500 people in the building at once (250 per floor). However, per current code, the occupant load of the building is over 700 occupants. With the training program estimated to grow to exceed 1,000 students, utilization of all areas of the facility will need to be achieved to house all students and faculty. Scheduling of facilities will need to be reviewed as well to stagger occupancy over the course of the day.
The HVAC system is a four-pipe system with two 315-ton chillers and two recently replaced cooling towers. Heating of the facility is provided by two 725 MBH Boilers which were installed within the last five years. Supplemental cooling in raised access floor classroom and office spaces is provided by CRAC units also connected to the chill water loop. The system does not appear to be balanced with regard to total hvac loading of the building. It is a possibility that the supplemental air provided is keeping the main hvac system from operating at full efficiency. The building is not accessible with regards to accessible routes, drinking fountains or restroom accommodations.
2.3 Impact if Not Provided
If the facility remains in its existing condition, the building will continue to use excess energy due to its inefficient building systems, yet still be an uncomfortable building to occupy.
Additionally, the inability to adequately condition the Data Center if one of the existing chillers malfunctions or if the facility faces a power outage could potentially be detrimental to the mission of the facility and its occupants. Handicapped accessibility to the facility remains a liability if left unaddressed.
2.5 Cost Estimate
The cost estimate herein has been developed using historical bid data of recent projects of similar scope and complexity. In addition, we have utilized current RS Means online estimating/pricing data to cross reference unit costs. To be conservative, the regional modifiers was not utilized or considered in the development of the estimate. Additionally, it is noted that this project will require Davis-Bacon wage rates.
2.6 Concept Sketches
The drawings included in Appendix B document the existing condition floor plans and elevations of Stennis Hall. Additionally, conceptual demolition floor plans and renovation floor plans and elevations are provided. The conceptual design presented shall be in accordance with AFAN 32-1084; more specifically AFRS Cat Group 17 – CC171621 Technical Training Classrooms and the Controlled Facility Guidance DoDM 5105.21-V2 & ICD/ICS 705 Tech Specs. ELECTRICAL SYSTEMS
Primary Power Services The existing electrical service laterals appear to be the original installation. The main electrical room houses the largest electrical service equipment, and there are electrical rooms located in all quadrants of the building on each floor. There are motor control centers (MCCs) in larger mechanical rooms to provide electrical service for pumps and mechanical equipment. The “quadrant” electrical rooms have 480V panels servicing equipment, each has (1-
2) dry-type transformers, and (1-2) 120/208V panels. In addition, there are numerous 120/208V distribution panels in all quadrants of the building, which provide service feeders for 120/208V branch panels in many of the classrooms. The new design will replace all incoming service laterals for the electrical service entrance into the main electrical room. Branch service distribution will be reviewed and will remain where adequate. Many of the existing panels are an obsolete series and were installed as part of the original building construction. These panels will be replaced. Existing dry-type transformers will be reviewed for size, age, and function.
Transformers will be replaced as deemed necessary or where they have reached their useful life expectancy. 120/208V sub panels will be added where necessary to accommodate additional branch circuits in classrooms.
Interior Electrical Many of the classrooms will receive additional branch circuits to accommodate additional computer stations to allow for 5 cpu’s per station. New receptacles will be added where necessary for additional workstations or convenience power.
Communications systems for the entire facility will be reviewed and coordinated with the end users. There are currently a minimum of (5) networks being used in the classrooms and throughout the facility.
Lighting Existing lighting throughout the facility is generally all new LED and was recently replaced during renovation. All existing areas that did not have lighting previously upgraded, will receive new LED lights.
Lightning Protection The existing facility does not appear to have any lightning protection systems. New design will include proper grounding for the electrical service, lightning protection, communications systems, building steel, water service entrance pipes, etc. as required. Transient Voltage Surge Suppression units will be included throughout all electrical systems to protect sensitive equipment. This scope is not included in the project 1391, the PA for this project will need to be revisited to include this scope.
RPIE Generators The existing facility has a small generator that provides power for life safety and security system only. Adding a new generator is recommended to provide backup power for HVAC units in critical comm areas and network equipment rooms in support of the buildings mission. The new unit should be sized to allow for the systems to run long enough to allow for proper shutdown at a minimum. At a minimum, the power system should be renovated to allow for the connection of a temporary genset trailered to the building exterior with an manual transfer switch. Additionally, an uninterruptable power source (UPS) for all computer networks was discussed to be added to the facility in the future. This scope is not included in the project 1391, the PA for this project will need to be revisited should this scope be deemed necessary to be included in this project.

Adjustment for cost escalation over time should be considered based on the timing of this project moving forward. The Architect does not have control over the cost of labor, materials, or equipment, over the Contractor's methods of determining bid prices, or over competitive bidding, market, or negotiating conditions. Architect cannot and does not warrant or represent that bids or negotiated prices to be received will not vary from any opinion of probable construction cost prepared herein.
