About this file
This is a Justification & Approval (J&A) document for Other Than Full and Open Competition, seeking to modify six existing Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts under the Multiple Award Construction Contract (MACC) program by adding a 6-month ordering period from January 15, 2025 to July 14, 2025. The contracts support construction projects at Ramstein Air Base and Spangdahlem Air Base in Germany.
The MACC program, originally awarded in January 2020 with a $425M ceiling, provides design-build, sustainment, maintenance, repair, alteration, renovation and minor construction services through six contractors: F.K. Horn GmbH, SKE GmbH, Mickan GmbH & Co. KG, BBGS GmbH, J&J Worldwide Services, and Wolff & Muller GmbH KG. The extension is needed to support ongoing modernization of infrastructure for Nuclear Surety and European Deterrence Initiative missions, with 38 stand-alone construction projects identified for the extension period. An RFI was issued on November 21, 2024 regarding the extension, but no responses were received. The follow-on MACC solicitation (FA56325R0001) closed December 6, 2024, and the extension will bridge the gap until the new award is made.
