About this file
This is a contract terms document for the Maine Military Authority (MMA) establishing a one-year contract for the purchase of Military Shelter Unit Power Cables to support the agency's vehicle and equipment refurbishment and maintenance operations. The document outlines operational procedures for order fulfillment, including that specific orders will be transmitted via Delivery Order (DO) documents sent by email to the vendor's primary contact. Each order will receive a distinct order number, and MMA reserves the right to release multiple orders simultaneously with varying delivery dates. Shipments will only be accepted up to two weeks in advance of stated delivery dates, and shipments arriving significantly earlier without prior approval are subject to refusal. The contract period may be extended beyond the indicated expiration date with contractor consent at the discretion of the State Purchasing Director.
Bid prices must be submitted on a net F.O.B. destination basis with all transportation and delivery charges fully prepaid by the contractor. All prices remain fixed throughout the contract period unless periodic price adjustments are agreed upon in writing. The State of Maine reserves the right to remit payment through multiple methods, including check, electronic funds transfer (EFT), and procurement card, with the provision that contractors are prohibited by Maine statute from imposing surcharges on credit or debit card transactions. The State Purchasing Director retains the authority to cancel the contract with thirty days' written notice. MMA notes that any preliminary shipment schedule provided represents only its best estimate of needs at that time, with actual delivery orders potentially varying based on operational requirements.
