Vision Statement

To remain responsive to Marines’ needs for high-quality and nutritious meals

1. Introduction This contract provides information to effectively plan, develop and execute a cost-effective East Coast Regional Garrison Food Service Contract (RGFSC) III while maintaining occupational proficiency for Food Service Marines.

1.1 Mission

Safely serve fresh, nutritious, wholesome, high-quality meals with timely service while complying with Marine Corps nutritional requirements and expanding interest with a diversity of ethnic, cultural and culinary options for our warfighters in a cost efficient manner.

1.2 Background

Headquarters, Marine Corps (HQMC), IANDL, LF, FLS/MCICOM G-4 Food Service and Subsistence branch is responsible for establishing policies for garrison and field feeding, and for training, managing personnel and resources, and equipping Marines to provide meals to patrons authorized to subsist at Government expense in order to support garrison and expeditionary feeding requirements. This requirement involves management and operation of 27 USMC Garrison Mess Halls located in the CONUS.

1.3 Scope

There are 27 garrison mess halls located on the East Coast in the District of Columbia, Virginia, North Carolina, and South Carolina. There are seven primary goals for RGFSC III:

Goal 1. Provide high-quality meals that meet the nutritional requirements.

Goal 2. Provide high-quality service.

Goal 3. Provide meals that are prepared in accordance with (IAW) food safety standards.

Goal 4. Provide meals in a clean and pleasant environment.

Goal 5. Provide meals in a timely fashion.

Goal 6. Provide sustainment of Government Furnished Property (GFP).

Goal 7. Provide capable and responsive management.

1.4 General

Requirements for each mess hall are organized according to the following mess hall service categories:

Full Food Services (FFS), detailed in Attachment J-1. In accordance with Contract Line Item Number (CLIN) X001AA and associated option CLINs, if exercised, the Contractor shall provide meals at the identified FFS mess halls.

Management and Mess Attendant (M&MA) Services, detailed in Attachment J-1. In accordance with Contract Line Item Number (CLIN) X001 AB and associated option CLINs, if exercised, the Contractor shall provide meals at the identified M&MA mess halls.

2. Program Goals

2.1 Provide High-Quality Meals that meet Nutritional Requirements

2.1.1 Food Quality

The Contractor shall provide high-quality food that meets requirements set forth in Attachment J-4. Food Quality refers to food taste, appearance, temperature and variety.

The Contractor shall prepare and serve food in a manner that demonstrates advanced culinary skill and proficiency.

The satisfaction of mess hall customers with meals, service, and mess hall facilities is of great importance to the Government. The Government will regularly survey customers and may place emphasis on survey responses when evaluating overall Contractor performance.

2.1.2 Armed Forces Recipe Service

The Contractor may prepare food items in compliance with MCO P10110.42B (Armed Forces Recipe Service). The Contractor is not required to use such recipes, provided the Contractor complies with all requirements provided in this contract (including, without limitation, Attachment J-4).

2.2 Provide High-Quality Service

All sub paragraphs are priced under CLIN 0001 (AA FFS/AB M&MA) unless otherwise noted.

2.2.1 Additional Portions Policy and Double Rations

Additional portions shall be provided to customers upon request, at all serving lines in all mess halls (to include takeout windows, drive-up windows, food trucks, kiosks, and satellite facilities), after the customer has consumed the previous food portions received, and rejoined the serving line. The Contractor may offer a more liberal additional portions policy at their discretion.

Officer candidates and recruits are included in the additional portions policy. Locations of officer candidates and recruit installations/bases are specified in Attachment J-1.

Double Rations shall be offered IAW the requirements outlined in Attachment J-4.

2.2.2 Menu Choices and Options

The Contractor shall provide a variety of food items and meal options designed to attract more customers to the mess hall. The Contractor is encouraged to provide innovative food items and menu selections that appeal to the Marine Corps diverse demographics. Each meal shall comply with the approved master menu and Fueled to Fight (F2F®) Meal Requirements to formulate the main-line, in accordance with Attachment J-4. In addition, at least one food service station in each mess hall shall serve as the Convenience Meal Option line, in accordance with Attachment J-4 and the Contractor’s Approved Master Menu, during each meal.

The Contractor is encouraged to offer additional food options at mess halls where sufficient serving lines and hot and cold specialty bars are available. At Recruit and Candidate training locations, if additional food options are offered, the Contractor shall ensure that these options are nutrient-dense performance foods which support the intensive training environment and are in line with the calorie requirements listed in Attachment J-4.

A 21-day minimum cyclic menu shall be used in all mess halls. The minimum requirements for the 21-day cyclic menu are outlined in Attachment J-4 Baseline Meal/Menu Requirements. Upon award, the Contractor’s Approved Master Menu will be incorporated into the contract as an attachment and will be the minimum standard. Main-line and Convenience Meal options shall not be duplicated during any given meal period, unless otherwise specified in Attachment J-4.

Meal selections in addition to those in the Contractor’s Approved Master Menu of what to serve as main-line options are left at the Contractor’s discretion.

2.2.3 Menu Changes and Enhancements

The Contractor shall monitor the acceptability of menu items and eliminate items with low levels of customer acceptance. Where a menu item is changed, the replacement item served shall be equal to or better than the item planned per the menu in terms of food quality, nutritional value, and customer acceptability.

All changes to the menu – whether one-time, temporary, or permanent changes – require prior Government approval. Before a recipe can be used in a temporary or permanent menu change, the Contractor shall enter it into Marine Corps Food Management Information System (MCFMIS) for color-coding by the Government. Color-coding does not equate to Government approval of a recipe or menu change. Requests for permanent menu changes must include the MDRIs and any related cost or price information, and are approved or disapproved by the KO in the form of a contract modification.

The Contractor shall submit all requests for temporary menu changes to the ACOR. The ACOR will approve or disapprove one-time and temporary change requests within seven calendar days of receipt of the request. Except as set forth below, temporary menu changes shall not exceed a period of 90 calendar days from the ACOR approval date. Temporary menus, pending KO written approval, may be used for up to 120 calendar days from the ACOR’s initial approval date. Permanent menu changes must include the MDRIs and any related cost or price information, and will be approved or disapproved by the KO within 30 calendar days.

Menu changes shall promote customer interest, serve to eliminate menu items with low customer acceptance, respond to customer suggestions and requests, provide diversity in the foods served, and make use of seasonal foods and regional food specialties, as a means for enhancing customer satisfaction. All menu changes shall be provided by the Contractor at no cost to the Government.

The Contractor shall report all menu changes in the Contractor’s Monthly Management Report, as prescribed in Contract Data Requirements List (CDRL) Exhibit E001.

All recipes developed by the Contractor, either from scratch or modified from existing recipes, during performance of this contract shall become property of the Government. Such recipes shall be delivered to the Government with unlimited data rights in the format prescribed in CDRL A001.

2.2.4 Menu Substitutions

The Contractor shall provide the food items proposed within the Contractor's menu plan in quantities sufficient to feed all customers for a given meal period. In such cases where the Contractor runs out of one or more menu items, the Contractor shall replace with an item deemed equal to or greater to the item being replaced, in terms of food cost, customer acceptance, food quality and nutrition. The Contractor shall maintain copies of all menu substitution correspondence as part of the Daily Folder as stipulated in the MCFMIS SOP. The Contractor shall provide all MCFMIS information to the Government upon request.

2.2.5 Menu Posting

The Contractor shall post the menus at each mess hall in such a way that will serve as advertisement for current and future menus. The Contractor shall post F2F program requirements as specified in the program criteria outlined in Attachment J-4 Baseline Meal/Menu Requirements.

The Contractor shall implement a system that allows quick, visual guidelines in accordance with the F2F program requirements and the color-code assigned to each item from the MCFMIS Nutrition Food Labeling Module to identify soups, pizzas, prepared salads (examples but not all inclusive: Pasta, potato, coleslaw, beet), and menu items that are not self-service. Additionally, total calories, grams of protein, grams of carbohydrates, grams of fiber and milligrams of sodium information shall also be posted for all menu items that are not self-service where a customer can easily view the information when making a selection.

Reimbursement for Box Meal Requirements Support shall be provided under the CLIN X001 AC.

2.2.10 Remote Site Meal Requirements

The Contractor shall provide meals for units participating in field exercises and other events when meals are required away from the mess hall. This effort is commonly referred to as “remote site feeding”. Remote site feeding meals shall be the same as those provided from the regular cycle menu at the mess hall where the meals are ordered and picked up from. The Government will provide food and beverage containers, transportation, drivers, and the requisite personnel needed to transport and to serve the meals at the remote site. The Contractor shall be responsible for preparing the meals and transferring the meals requested into the meal containers. The Contractor shall provide sufficient condiments for the number of meals. The Contractor shall transport the meals as far as the mess hall loading dock and assist with the loading of the meals onto vehicles, if needed.

The Contractor shall sufficiently heat or chill the food and beverage containers. The Contractor shall ensure food remains outside of the Time/Temperature Control for Safety (TCS) (between 41F and 135F) until time of pick-up. All food containers shall be labeled across the top of the container lid with the following: Mess hall number; date/time prepared; number of servings; the statement, "Discard contents within four hours”; and the initials of the person preparing the meal.

The Contractor shall clean and sanitize the meal containers used to transport the food, and the utensils used to serve the food, both before and after use. The Contractor shall provide the appropriate serving utensil items on a temporary loaned basis.

Upon approval by the ACOR, the Contractor shall coordinate remote site meal support requirements with the requesting unit. The Government will inform the Contractor of cancellations within 24 hours of requested pick-up time and date.

For the total meals requested, the Contractor shall plan for potential waste, portion variations, and additional portions so that all customers are offered the full complement of the remote site menu.

2.2.11 Specialty Bars and Specialty Serving Lines

Most mess halls have additional hot and cold serving stations, which are normally referred to as “specialty bars”. These bars supplement the main-line and Convenience Meal Option menu options. The Contractor should integrate specialty bar/serving line menus to increase variety and promote customer interest.

2.2.12 Fruit Support

Fruit support shall be provided, as prescribed in Attachment J-4. Units will submit requests for fruit support to the ACOR 24 hours prior to the event. The request will identify the total portions and have all accompanying documentation.

Reimbursement for Fruit Support Requirements shall be provided under the CLIN X002.

2.2.13 Hot and Cold Beverage Support

Hot and cold beverage support shall be provided, as prescribed in Attachment J-4. Units will submit requests for either hot or cold beverage support to the ACOR 24 hours prior to the event. The request will identify the total portions and have all accompanying documentation. Units requesting support will provide insulated containers for storing and transporting beverages. The Contractor shall fill the containers with the requested number of hot or cold beverage support rations, and provide appropriate disposable cups in quantities sufficient to support the number of rations requested. The Contractor shall clean and sanitize the beverage containers before and after use.

Reimbursement for Hot and Cold Beverage Support Requirements shall be provided under the CLIN X003.

2.2.14 Performance Nutrition Pack Support

Performance nutrition pack support is provided to Marines to enhance necessary fueling and bridge a significant time gap between meals. Performance nutrition pack support for recruits, officer candidates and Marines in initial entry status assigned to Marine Corps Recruit Depot (MCRD) and Officer Candidate School (OCS) shall be provided, as prescribed in Attachment J-4. The ACOR will submit the requirements to the Contractor at least seven calendar days in advance. Units will submit requests for performance nutrition pack support to the ACOR 24 hours prior to the event. The request will identify the total portions and have all accompanying documentation.

Reimbursement for Performance Nutrition Pack Support Requirements shall be provided under the CLIN X005.

2.3 Provide Meals that are Prepared in accordance with (IAW) Food Safety Standards All sub paragraphs are priced under CLIN X001 (AA FFS/AB M&MA) unless otherwise noted.

2.3.1 Food Defense, Food Safety and Sanitation Plans

The Contractor shall implement a Food Safety and Sanitation Plan and employ strict enforcement measures to ensure compliance IAW NAVMED P-5010-1 Tri-Service Food Code (TSFC). The Contractor shall adhere to the local base/installation Food Defense Plan.

2.3.2 Food Safety and Sanitation Inspections

Each mess hall shall be subject to periodic inspections conducted by the Navy Environmental and Preventive Medicine Unit (NEPMU). The NEPMU inspections are designed to detect violations of food safety and sanitation standards and to ensure that the mess halls are managed in a safe and sanitary manner. The NEPMU sanitation inspections assess violations of food safety and sanitation standards as Critical, Swing or Non-Critical Violation. Appropriate corrective action must be taken to correct any stated violation IAW timelines stipulated in the NAVMED P-5010-1 TSFC.

2.3.3 Food-Borne Illnesses

In the event of an outbreak or possible outbreak of food-borne illness, the Government will conduct a thorough investigation of the cause of the outbreak. This will require unrestricted access to employees, mess halls, food storage areas, and equipment for the purpose of microbiological testing and screening IAW NAVMED P-5010-1 TSFC. The Contractor shall immediately notify the ACOR of any situation or condition of a suspected case of food-borne illness. When a food-borne illness is suspected, food shall not be discarded until directed by the local military medical authority. The Contractor shall not be reimbursed for costs or expenses incidental to a food-borne illness, a Government investigation of a food-borne illness, or suspected food-borne illness where the illness is caused by the Contractor.

2.3.4 Contractor Employee Health

The Contractor shall comply with health requirements IAW NAVMED P-5010-1 TSFC for their employees. The Government reserves the right to remove, or direct the Contractor to remove, any employee that the Government believes may have a communicable disease. Removal of a contractor employee because the employee may have a communicable disease shall not relieve the Contractor from responsibility to perform under this contract.

2.3.5 Pest Control

The Government will be responsible for the application of pesticides, if such treatments are deemed necessary. The Contractor shall provide the necessary management and labor resources required to safeguard mess hall personnel, mess hall customers, and mess hall property from contamination that might result from the application of pesticides in the mess halls.

The Contractor shall notify the ACOR in writing when pest control measures beyond the Contractor’s capabilities are not effective to the pest concerns. The ACOR may request additional assistance by the local supporting medical command and/or preventative medicine unit for more effective measures. The ACOR will inform the COR of such actions taken within 24 hours.

If insecticide fogging is deemed necessary by the Government, the Contractor shall comply with guidance that pertains to any pre-fogging and post-fogging actions required.

A summary of the Contractor Responsibilities per NAVMED P-5010-1-1 as they relate to assisting the Government in meeting the Government’s Integrated Pest Management standards is listed in Appendix D of this Contract.

2.4 Provide Meals in a Clean and Pleasant Environment

All sub paragraphs are priced under CLIN X001 (AA FFS/AB M&MA) unless otherwise noted.

2.4.1 Provide Meals in a Clean and Pleasant Environment

The Contractor shall comply with the standards outlined in NAVMED P-5010-1 TSFC for food preparation and storage areas and all other operational areas.

2.4.2 Cleaning and Housekeeping

The Contractor shall develop and implement a Cleaning, Housekeeping, and Amenities Plan to ensure compliance with the NAVMED P-5010-1 TSFC. The Contractor’s Cleaning, Housekeeping, and Amenities Plan shall address before, during, and after meal periods for the following: equipment; floors and mess decks; outside and adjacent areas (includes maintaining a litter-free area within approximately 100 feet of the mess hall, with the exception of ground maintenance); restrooms; miscellaneous furnishings and pictures. Proper execution of this plan shall ensure mess halls and mess decks are maintained to support the customer’s clean and pleasant dining experience.

The Contractor shall ensure that a pleasant environment is maintained and consistent with that found in a first class dining establishment and is reflective of the unit pride and Esprit-De-Corps. Amenities may be considered holiday themes and decorations; menu boards or displays; tables signage; and/or branding concepts; all amenities provided shall be at no cost to the Government.

2.5 Provide Meals in a timely Fashion

All sub paragraphs are priced under CLIN 0001 (AA FFS/AB M&MA) unless otherwise noted.

2.5.1 Provide Meals in a Timely Fashion

The Contractor shall provide all meals in a timely fashion, as to not interrupt the flow of customers entering the mess halls.

2.5.2 Customers Wait Time Requirements

The Contractor shall manage the customer flow so that no customer waits longer than the expectation for the quality or type of meal service being delivered. The expectation is that a customer would willingly wait for an advertised cook-to-order product that delivers a quality outcome, but would not expect to wait for main-line menu options that are prepared in progressive environments designed for speed of service.

2.5.3 Training Command Customer Wait Time Requirements

The Contractor shall manage the customer flow of Marine recruits and Marines in student-status in such a manner that training platoons are served in a continuous, uninterrupted cycle. Platoons will be scheduled to arrive in 25-minute intervals, commonly referred to as “hatch times”, and shall be provided a minimum of 20 minutes to eat, measured from the time the last member of the platoon is seated. Platoon size is estimated to be approximately 60-120 personnel.

The Contractor shall manage officer candidate customer flow in a manner that the training companies are served in a continuous, uninterrupted cycle. Companies will be scheduled to arrive at 35 minute intervals, commonly referred to as “hatch times”, and shall be provided a minimum of 30 minutes to eat, measured from the time the last member of the company is seated. Company size is estimated to be approximately 200-350 personnel.

2.6 Provide Sustainment of Government Furnished Property (GFP) All sub paragraphs are priced under CLIN X001 (AA FFS/AB M&MA) unless otherwise noted.

2.6.1 Government Furnished Property (GFP)

The GFP listed in mess hall inventories is classified as Expendable Property and Food Preparation and Serving Equipment (FPSE) under this contract. The GFP inventories are provided in Attachment J-3. The Contractor shall be responsible for all GFP and associated components and shall replace any lost, missing or damaged property at the Contractor’s expense.

2.6.2 Inventory Report; Responsibility for Inventory Shortfall At the Government’s request, the Contractor shall conduct an inventory of GFP at the mess hall(s) specified by the Government and deliver an inventory report. The Contractor shall provide replacement items for inventory shortfalls. Except to the extent the Government agrees otherwise, all such replacement items shall be of equal or greater value to, of the same brand as (to the extent available), and similar in form, fit, and function to the inventory shortfall, as prescribed in CDRL E002 GFP Inventory.

2.6.3 GFP Preventive and Corrective Maintenance

The objective of GFP Preventive Maintenance Checks and Services (PMCS) is to reduce or identify corrective maintenance requirements and increase the life-cycle of GFP. PMCS includes cleaning, care, servicing, adjusting, lubricating, replacing broken or worn-out components, tightening of nuts and bolts, and tuning for the purpose of maintaining GFP in an operationally ready condition. PMCS is condition-based and shall be accomplished by systematic inspection, detection, and correction of failures.

The Contractor shall provide personnel to perform PMCS in accordance with the applicable equipment manufacturer’s documented recommendations. The Contractor shall keep all GFP in good operating condition and complete all corrective maintenance repairs within 30 calendar days of the Contractor becoming aware of the need to repair. The Contractor shall be responsible for obtaining equipment maintenance manuals not held by the Government. The Contractor shall provide recommendations to the Government in areas where food services may be improved through the removal of old, under-utilized, excess, or replacement of existing GFP. The Contractor shall deliver GFP Maintenance Reports, pursuant to Section 2.6.36.2 of this contract.

The estimated cost of replacement parts and materials in excess of $500 must be approved by the ACOR prior to purchase. The Government may choose to have additional estimates prepared for a repair, and may choose to have a third party complete the repairs, if the Contractor’s estimate is considered to be excessive or unreasonable. The price of replacement parts billed to the Government shall not exceed the actual price paid by the Contractor for the parts.

Labor for preventative and corrective maintenance, to include subcontractor labor, shall be priced under CLIN X001 (AA FFS/AB M&MA). Replacement parts shall be priced under CLIN X009; G&A is unallowable. Invoices for repair parts shall be based on when the part was ordered, not when it is received. For example, if a part was ordered in Fiscal Year (FY) 19 and it arrived in FY20, the invoice shall be submitted in FY19.

2.6.4 GFP Under Warranty

The Government will notify the Contractor of any existing warranties on GFP. The Contractor shall be responsible for initiating warranty work with the equipment manufacturer if equipment under warranty requires repair.

2.6.5 GFP Data Deliverables

The Contractor shall provide deliverables as described in this contract. Format and delivery schedule for deliverables are outlined in the corresponding Contract Data Requirements List (CDRL). The Government will conduct periodic audits of contractor records to validate the accuracy of the information reported by the Contractor and other information relevant to the performance of the contract.

2.6.5.1 GFP Maintenance Reports

Within 15 calendar days of the close of preceding month, the Contractor shall provide the Government with a GFP Maintenance Report for each mess hall.
