The following have been modified:
Performance Work Statement (PWS) East Coast Regional Garrison Food Service Contract III
2.7.13.1 Phase-In Plan
The Contractor shall develop and implement a contract transition plan for phasing-in contractor performance. The full performance start date shall constitute the contract phase-in-period. Phase-in position staffing shall be spread evenly across the task areas unless otherwise noted.
All tasks prescribed in this contract require 75% staffing by day 30 of the transition period, and 100% staffing at the start of the contract period of performance. The apportionment of the appropriate staff, until reaching full staffing level at 100% shall be coordinated with, and approved by, the COR.
During the phase-in period, the Contractor shall prepare to meet all requirements and ensure all incoming personnel are trained and qualified to perform no later than the full performance start date.
During the phase-in period, the Contractor’s personnel shall interface with Government personnel and other Contractor personnel for purposes of transferring knowledge, lessons learned, and continuity of information and documents for the commencement of performance.
The prospective Contractor may contract directly with the current (incumbent) contractor to purchase any of the food stores, or other supplies or materials that are owned by the incumbent contractor and are located within the mess halls (or at any other location). This alternative is entirely at the discretion of the two contractors, and the Government will place no requirements on either contractor to buy, sell or trade any, some or all of the food supplies or other materials procured by the current contractor for use under the current contract. The Government is not responsible for this transaction.
All facilities, equipment, and materials to be utilized by Contractor personnel during performance of the contract after the full performance start date will be accessible to Contractor personnel during the phase-in period.
Reimbursement for Phase-In Plan shall be provided under the CLIN 0010.
