1. Please confirm the due date. The Requirement Submission section states offers are due on or before Dec 20, 2020; however, the first page of the synopsis/solicitation states offers are due by 6:00am PST on Dec 21, 2020.

Answer: Due date is 21 Dec 2020 6 am PST.

2. Please clarify the page count requirement for Element A-Technical Approach and Element B -Past Performance. It is unclear if the Technical is 6 pages or if the government intends 6 total pages to address both elements.

Answer: The Government will accept up to six (6) pages each for Element A and B.

3. We are requesting that each section (A and B) receives 6 pages for a total of 12 pages for the submission. This would allow offerers to submit adequate information regarding their approach to perform the work as it relates to PWS requirements. It would also provide offers the necessary room to submit a detailed discussion of relevant past performance. Overall, it would allow for a more fair understanding and evaluation of offers to determine technical acceptability.

Answer: The Government will accept up to six (6) pages each for Element A and B.

Answer: Yes, McNamara-O'Hara Service Contract Act (SCA) applies to this requirement.

10. The pricing sheet lists generic labor categories and hourly rates. However, the CLINs on the synopsis/solicitation list 6-month units to price. Please confirm the following:

a. We are to assume full-time hours for each area of performance in determining our unit pricing prorated for 6 months. For example, individuals are expected to work 40 hours per week in each section for the entire 6 month period of performance.

Answer: Yes, Full Time Equivalent (FTE) for this requirement is 40 hours weekly.

b. As no detail about workload volume is provided, confirm that only one person is assumed for each area of performance. Otherwise please provide estimated FTEs or more detailed deliverables volumes so we can derive hours requirements per position.

Answer: The estimated workload in each area currently is one FTE.

c. No Overtime hours are priced. Otherwise please provide estimated overtime hours. In California you are required to provide OT compensation after 8 hours of work or 40 hours for the week including leave hours. This requirement takes precedence over the federal overtime calculation.
