9. GENERAL IDENTIFICATION OF THIS PROCUREMENT
This requirement is for the non-personal technical and engineering support services required by MCTSSA for the fulfillment of the COC Project’s responsibilities related to the integration and testing of Commercial-Off-The-Shelf (COTS) and Government- Off-The-Shelf (GOTS) products in the evolving COC software builds.

12. PUBLIC RELEASE. Any information (classified or unclassified) pertaining to this contract shall not be released for public dissemination except as provided by the NISPOM or unless it has been approved for public release by appropriate U.S. Government authority. Proposed public releases shall be submitted for approval prior to release

*In the case of non-DoD User Agencies, requests for disclosure shall be submitted to that agency.
13. SECURITY GUIDANCE. The security classification guidance needed for this classified effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract; and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended. (Fill in as appropriate for the classified effort. Attach, or forward under separate correspondence, any documents/guides/extracts referenced herein. Add additional pages as needed to provide complete guidance.)
8a. Primary place of performance shall be MCTSSA.
10a. Access to any COMSEC information requires special briefings. Access to classified COMSEC information requires a U.S. Government Secret clearance. Publishing or releasing of any COMSEC information by any means without the written approval from Communications security, NSA, Fort George G. Meade, MD 20755 via
Commanding Officer, MCTSSA, is prohibited. MCTSSA Security will provide COMSEC acknowledgement form and conduct brief. Contractor will sign Contractor
Acknowledgement Form.
10e. Prior approval of MCTSSA is required for subcontracting. Access to intelligence information requires a final U.S. Government Secret Clearance at the appropriate level. Intelligence information will be handled and controlled as indicated in the NISPOM (DOD 5220.22M). The following also applies:
a. Intelligence information does not become the property of the contractor and may be withdrawn at any time. Upon expiration of the contract, all intelligence released and any material using data from the intelligence will be returned to the project office or COR for final disposition.
b. Contractors will not release this information to any activity or person not directly engaged in providing services under the contract or to another contractor (including subcontractors), government agency, private individual or organization without prior approval of the Director, Office of Naval Intelligence (ONI-5) via Commander, MCTSSA.
c. Intelligence material will not be released to foreign national or immigrant aliens who may be employed by the contractor; regardless of the level of their security clearance or access authorization, except with the specific permission of the Director. Office of Naval Intelligence (ONI-5) via Commander, MARCORSYSCOM (CSC).
d. Intelligence material will not be reproduced without prior approval of the Director, Office of Naval Intelligence (ONI-5) via Commander, MCTSSA. All intelligence material will bear a prohibition against reproduction while in the custody of the contractor.
e. Contractors will maintain records which will permit them to furnish, on demand, the names of individuals who have access to intelligence material in their custody.
10e.2. Contractor personnel requiring access to the facilities are required to hold a final U.S. Government Secret Clearance.
10g. NATO information will be handled, marked, and controlled per the requirements of the National Industrial Security Program Operating Manual (NISPOM) (DOD-
5220.22M). Access to NATO information requires a final U.S. Government Secret clearance and NATO brief. MCTSSA will provide NATO brief. Contractor will sign
NATO brief acknowledgment form.
11a. Contract performance is restricted to the government activities listed above under 8a. Contracting Officer Representative (COR) will provide security classification guidance necessary for performance of this contract.
11b. Any classified information generated in the performance of this contract shall be classified according to the markings shown on the source material.
11c. All classified information must be handled, marked, transmitted, safeguarded, and controlled in accordance with the NISPOM (DOD 5220.22M). Documentation generated as a result of this contract will be classified in accordance with the source material provided by the user and carry the most restrictive downgrading and/or declassification instructions, warning notices and control markings applicable. A listing of the source material is to be included as part of the documentation prepared by the contractor. All newly generated unclassified /classified technical documents/reports shall be assigned Distribution Statements per the requirements of SECNAVINST 5510.36, Exhibit 8A, attached - see Item 14. Specific classification guidance will be provided by MCTSSA. Note: Classified end products shall be mailed to:
Commanding Officer, MCTSSA, ATTN: CMCC, BOX 555171, Camp Pendleton, CA 92055-5171.
11e. Contract is for services. Classification markings on the material to be furnished will provide the classification guidance necessary for the performance of this contract.
Additional guidance will be provided as required by the MCTSSA Security Manager.
RAPIDGATE for access to Camp Pendleton:
The contractor’s staff may be subject to a security background investigation check and approval by the Government prior to beginning work or during the performance of the resulting contract. The Government has implemented the RAPIDGATE program and the contractor shall obtain employee passes for base access by contacting 877-727-4342.
Failure to participate in the RAPIDGATE program will restrict your access to the command and may not be used as a reason for late or non-performance of services.
OPSEC Requirements:
The practice of OPSEC prevents the inadvertent compromise of sensitive unclassified and classified activities, capabilities, or intentions at the tactical, operational, and strategic levels. The contractor’s staff must adhere to all Government OPSEC measures currently in place at the Government facility.
14. ADDITIONAL SECURITY REQUIREMENTS. Requirements, in addition to NISPOM requirements, are established for this contract. (If Yes, identify the Yes No pertinent contractual clauses in the contract document itself, or provide any appropriate statement which identifies the additional requirements. Provide a copy of the requirements to the cognizant security office. Use Item 13 if additional space is needed.)
Guidance for the handling of For Official Use Only (FOUO) information is attached.
Specific on-site security requirements are attached.

15. INSPECTIONS. Elements of this contract are outside the inspection responsibility of the cognizant security office. (If Yes, explain and identify specific Yes No areas or elements carved out and the activity responsible for inspections. Use Item 13 if additional space is needed.).
The Contractor Security Office (CSO) is relieved, in whole or in part, of the responsibility to conduct security reviews and provide oversight to contractor personnel. Security reviews and oversight will be provided by the MCTSSA Security Manager and the COR of this contract.
