RFQ Section

/ Subsection RFQ Language Offeror's Question

Technical or

Contractual

GOVERNMENT'S

ANSWER

1 RFQ CLINs X002 "...FFP... Material ODCs shall have prior written approval of the Contracting Officer…"

Please clarify what Material ODCs are required in the performacne of this contract and where they are identified in the PWS.

Technical None

2 RFQ CLINs X002 and

PWS Section 11 (Travel

Requirements)

RFQ - "...FFP... Travel will be reimbursed per the Joint

Travel Regulations..."

PWS - "…if additional travel is required, the contract will be so modified by the Contracting officer...Actual travel required will vary depending on the technical issues and schedules as they evolve throughout the period of performance..." The table of travel identifies T&E travel of 1-3 personnel for six trips of 5 to 10 working days each to CONUS and OCONUS locations and Helpdesk support travel of 1 to 3 people for five trips of 5 to 10 working days each at CONUS and

OCONUS locations.

Please clarify that our FFP bid for the travel portion of this CLIN is to include T&E travel for 3 people for six trips of 10 working days each and

Helpdesk support travel of 3 people for five trips of 10 working days each and that only if additional travel (beyond this number of people, trips, and durations) is required will the contract be modified for travel purposes.

Please clarify the OCONUS locations to bid, to include frequency, duration, and number of people. Please include any hostile/hazard areas where other allowances (e.g., hazard, isolation, defense base act) may be required.

These clarifications will ensure Offerors bid to the same number of people, trips, durations, and locations.

Contractual Travel ODCs will be based on the

JTR regulations; No quote is required.

3 RFQ CLINs X002 N/A May Offeror's FFP bid for travel and material ODCs costs be burdened with

G&A? Is fee allowable on travel? Is fee allowable on material costs?

Contractual No

4 RFQ CLINs X002 "...FFP... Travel will be reimbursed per the Joint Travel

Regulations. Material ODCs shall have prior written approval of the Contracting Officer..."

Because the requirements for this CLIN do not appear to be well defined within the PWS to enable an Offeror to make a reasonable Firm Fixed Price bid, would the Government consider providing a plug figure for this CLIN to which Offeror's could add their burden and/or fee?

Contractual No

5 RFQ page 39, Section

M, Evaluation Factor 1

(Technical

Understanding and

Approach)

"…This factor may not exceed 20 pages…The Transition

Plan shall not exceed 3 pages."

Is the Transition Plan included in the 20 page Factor 1 limit? Within the

Factor 1 discussion, the Factor is called out as having a 20 page limit and then the Transition Plan is identified as NTE 3 pages.

Contractual No

6 RFQ page 39, Evaluation Factor 2

(Personnel

Qualifications) and PWS

Section 10 (Personnel)

RFQ - "Offeror shall identify the names of key personnel for this project. Offeror shall describe technical qualificatios, currency of skills professional experience, the correlaion of key personnel to the work requirements, and required security clearances for all personel..."

PWS - "Key personnel performing tasks under this PWS...

Cotractor shall provide resume(s) for key personnel."

Since the government has not identified specific KP positions, or the number of KPs (other than the RFQ indicating we are to identify names

[plural] and in the PWS to identify name(s) [inferring singular or plural]), please confirm that it is technically acceptable to nominate a Task Lead as the only KP, and thus only describe (in the NTE 5 pages of Personnel

Qualifications Factor 2) how that one KP satisfies the KP requirements of

PWS section 10 and RFQ Evaluation Factor 2. All other positions would then be proposed as non KP positions.

Contractual This is acceptable, however, resumes shall be provided for all proposed personnel.

7 RFQ page 40, Section

M, Factor 3 (Past

Performance)

"…The Government will evaluate whether the Offeror and/or proposed personnel (if applicable) demonstrate a successful performance history in meeting and managing the same or similar technical requirements… "

Should the Offeror have no relevant company past performance due to recent incorporation, but proposed personnel demonstrate a successful performance history in meeting and managing the same or similar technical requirements, is the Offeror eligible to receive other than a neutral Past

Performance rating Company Leadership individual past performance?

Contractual A neutral rating will be applied if the

Offeror has no relevant past performance. Individual's past experience and performance will be evaluated as part of personnel qualifications (Factor 2).

8 RFQ page 40, Section

M, Factor 3 (Past

Performance)

"…In the case of an Offeror without a record of relevant past performance...the Offeror will receive a "neutral" rating and will not be evaluated favorably or unfavorably for past performance"

For emerging Small Business Offerors without any relevant company past performance, would the government consider and accept prior personal experiences of company leadership (while at previous companies) in lieu of company past performance?

Contractual No

9 RFQ page 41, Section

M, Factor 4 (Price)

"…Offeror shall clearly identify firm labor rates by labor category for each option period price…"

Since the government has not identified any contract labor categories, are we to identify/use Wage Determination titles (for SCA-governed positions) and company labor categories (for non SCA-governed positions)?

Contractual The Offeror may use its own labor categories, job titles, and rates as long as they can be tied back

(correlated) to the attached DOL

Wage Determination categories and the PWS Section 3.

10 RFQ page 41, Section

M, Factor 4 (Price)

N/A Does the government desire a separate Price Volume containing the CLIN pricing and the NTE 5 page Price Factor so that Pricing may be easily separated for evaluation purposes or is the Price Factor included as part of a single Volume submission?

Contractual The Offeror's price quote is to be separated in its own volume apart from the technical portion (volume

I). The technical volume (volume I) shall contain no pricing or rate information.

11 Wage Determination #

2005-2057, Vacation benefits

"2 weeks paid vacation after 1 year of service with a contrator or successor; 3 weeks after 5 years…length of service includes the whole span of continuous service with the present contractor or successor…"

Would the government identify the number of people now on the contract and how many months each has been on this contract or on a predecessor contract (with the incumbent contractor or a previous contractor)? This data is essential to enable Offerors to accurately price their bid and satisfy the cost associated with SCA-mandated employee vacation time, which is a major fringe cost element.

Contractual The previous contract is M68909-12-

C-1011. This contract can be found through WAWF/EDA.

12 DD-254 Section 4 "…under M68909-12-C-1011 is transferred to this follow-on contract."

Was the referenced contract a single 36 month base award or a combination of base period and option years? If a combination, what was the length of the base period?

Contractual Base Year + 2 Option Years

RFQ Section M, page

Offeror shall clearly identify firm labor rates by labor category for each option period price

Does the government want prices for the ODC CLINS 0002, 1002, 2002 and 3002 included in the price proposal?

Contractual It is not required.
