Questions and Answers

1. The bid instructions say all quotes should be in Omani Rial, the instructions also say a conversion must be submitted as well as the exchange rate that was used to calculate the bid. Where should this information be placed? (quote preparation and submission instructions section 5.a.)

The actual formatting of your quote is your discretion, as long as the minimum information the

Government has requested is provided within your quote. Amounts in Oman Rial should be clearly marked as such with either ریال or (OMR). Those amounts, when converted to US dollars, should be marked as such with either $ or (USD). The rate of conversion should be clearly indicated at the beginning of your quote.

2. The descriptions of tents call for 220V outlets to be placed within the tents. These outlets will not be able to power standard cell phones and electronic devices. Did the Government intend to require 110V outlets within the tents? (pws section 5.1.2)

Yes, if possible 110v would be preferred inside all tents.

3. The ice requirement stipulates 600lbs of ice. Is this a daily requirement or is this the total amount of ice for the entire project duration? (pws section 5.5.14.6)

This is an average daily requirement. The real number is closer to 400 lbs daily.

4. Please clarify the nature of HAZMAT removal. What materials (specifically) is the vendor required to remove that qualifies as HAZMAT? (pws section 5.14)

Petroleum, Oil, Lubricants, medical materials, and aerosols.

5. Is the contractor required to provide fuel for any item not provided by the contractor? Section 5.11 of the pws calls for the contractor to provide fuel for “All government furnished equipment associated with the LSA and in support of LSA operations” I do not believe there is any Government furnished equipment associated with the LSA, however, are there any items that would be considered “in support of

LSA operations” that the contractor is required to refuel? If so how many items and what types of equipment is the contractor to refuel?

There are no other items outside of the requested items within the PWS.

6. What are the hours of service for “hot Meals, MRE”? Is this to be provided 24 hours a day or is it considered the “midnight meal” (pws section 5.5.10.4)

This is considered the midnight meal and will be provided the US Govt. Via packaged food. All that is required is the space for individual to sit and eat the midnight meal.

7. Is this a requirement for an already, or repeated similar training exercise for the government, or is this a completely new requirement?

No, this should be treated as a completely new requirement.

8. Will potable drinking water available on the government insulation for pickup and re-delivery regarding this requirement?

No. The contractor needs to provide all of the water. The customer will be contracting with DLA for extra bottled water but none of it will be for the contractor. The contractor has to transport all of the potable and non-potable water for the LSA contract and whatever they need to sustain themselves during the PoP.
