PERFORMANCE WORK STATEMENT

Basic Life Support Services to Support 5 th

Marine Expeditionary Brigade Exercise

PART 1

GENERAL INFORMATION

1. General. This is a non-personal services requirement to provide Basic Life Support (BLS). The personnel rendering the services herein are not subject to the supervision and control of the Government. Such personnel shall be accountable solely to the Contractor who, in turn, is responsible to the Government. The Government shall not exercise any supervision or control over the contract service providers performing the services herein.

1.1 Description of Services/Introduction. The contractor shall provide all personnel, equipment, maintenance, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform temporary Basic Life Support Services at the commercial port of Duqm, Special Economic Zone Al

Duqm (SEZAD) located in the Sultanate of Oman; as defined in this Performance Work Statement (PWS), except for those items specified as Government furnished property and services. The term temporary is defined as a time period from a minimum of 10 calendar days to a maximum of 45 calendar days for any exercise that is scheduled to occur throughout a 365 day calendar year. Exercise dates are subject to change depending on mission requirements and approval from the host nation. The contractor shall perform to the standards outlined in the PWS. The Contractor’s performance will be observed by the government Contracting Officer’s Representative (COR).

Marine Expeditionary Brigade (5 th

MEB) is deploying in support of Native Fury 16 and requires Basic Life Support Services. Any resultant contract will include all Joint Chief of Staff (JCS) exercises in the Omani Area of Responsibility (AOR). These exercises encompass the Joint Exercise Life Cycle (JELC) events associated with the execution.

1.3. Objectives. The objectives of this requirement are to provide billeting, work, and maintenance tent set-up, billeting support, Life Support Area (LSA) management, clean water delivery, grey water removal and disposal, portable toilets, dumpsters, and ice. Additional requirements to the Government are shower and hygiene sink facilities, working trailers, Morale, Welfare and Recreation (MWR)/ Business Center tent, Physical Fitness Center, dining facility tent with serving area and laundry services provided by the contractor.

1.4. Scope. The contractor shall provide Basic Life Support Services with the ability to provide full LSA set-up, including, but not limited to: management, maintenance, manning, and removal of: billeting, maintenance, work tents, work trailers, shower & hygiene trailers, portable toilets, dining facility (Meals provided in accordance with all

CENTCOM food handling certificates), a covered tent with tabled seating for personnel, climate control, sufficient power generation and lighting both interior and exterior, hand sanitization station, clean water delivery, grey & black water removal, solid waste disposal, laundry services, and ice. Other areas of support include HAZMAT Removal.

1.5. Period of Performance. The overall contract will be a two month period. Exercise will range from a minimum of

15 days to a maximum of 25 days and will be scheduled from January to February 2016. Due to current operations at the Port of Duqm, setup cannot begin until 15 December 2015 and Tear Down must be completed by 15 February

2015. Coordination with the Port of Duqm is required before setup can begin.

1.6. General Information.

1.6.1. Quality Control. The Contractor shall develop and maintain an effective Quality Control Program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s Quality Control Plan (QCP) is the means by which it assures that its work complies with the requirement of the contract. One copy of a comprehensive written Quality Control Plan shall be submitted to the Contracting Officer (KO) and Contracting

Officer’s Representative (COR) within 10 days of award. After Government acceptance of the QCP, the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.

1.6.2. Quality Control Reports. The Contractor shall submit a weekly Quality Control Report for each functional area identified in the contract. The report shall be submitted to the COR and KO on the last day of the week for review as part of the Contractor’s QCP.

1.6.3. Quality Assurance. The Government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the

Government will do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.6.4. Recognized Holidays. The Contractor shall provide services every day of an exercise, to include all holidays.

Exercises will range from a minimum of 15 days to a maximum of 25 days and will be scheduled from January to

February 2016.

1.6.4.1. Hours of Operation: The Contractor will provide services 24 hours a day, 7 days a week for a minimum of

15 days to a maximum of 25 days exercise period. Exercise dates are subject to change based on mission requirements and approval from the host nation. Services will be required seven days a week, with 24 hour on-call availability. The Contractor shall, at all times, maintain an adequate workforce to ensure uninterrupted performance of all tasks defined within this PWS. The Contractor shall keep in mind that the stability and continuity of the workforce are essential. The contractor shall maintain an evening crew, on site, that can respond immediately to any management or maintenance issues.

1.6.4.2. Location. The contractor shall provide services as required at the non-established Life Support Area in the geographical locations of Oman including: at the commercial and government port of Duqm (SEZAD), as defined in this Performance Work Statement (PWS). The contractor will maintain a temporary management location outside the U.S. Military controlled portion of the port to support and house necessary Contractor and Subcontractor operations and employees. This location must be coordinated with the Port of Duqm and must allow for continued support in accordance with this Performance Work Statement. The contractor must provide a conceptual layout of the proposed Life Support Area along with their response to this solicitation

1.6.5. Security. Contractor personnel performing work under this proposed contract must be able to access the life support area of at the commercial port of Duqm, Special Economic Zone Al Duqm (SEZAD), located in the

Sultanate of Oman. The contractor shall provide services under this requirement at the non-established Life Support

Areas in the geographical locations of Oman as required; as defined in this Performance Work Statement (PWS).

Contracted personnel must have Identification Card in accordance with Al Duqm Port security measures and in conjunction with Base Access requirements.

1.6.5.1. Physical Security. The contractor shall be responsible for safeguarding all Government equipment, information and property provided for contractor use in accordance with the Marine Corps Physical Security

Program. This will include the requirement to secure facilities under the contractor’s control at the close of each workday. The contractor shall provide a single strand concertina wire around the perimeter of the LSA in order to separate the workspace areas from the living areas. There shall be a single Entry Control Point included as designated in the attached LSA layout.

1.6.5.2. Contractor and Subcontractor’s Employees. The Contractor and Subcontractor’s employees will not be permitted on the installation when their presence is considered detrimental to the security of the installation. The

Government reserves the right to require removal from the job site any Contractor employee who endangers persons or property, whose continued employment is considered inconsistent with the interest of military security or who is found to be incapacitated or under the influence of alcohol, drugs, or other substances. Removal of employees for any reason does not relieve the Contractor of the requirements to perform services specified herein. The contractor shall be responsible for ensuring that all employees adhere to military installation access procedures and according to the Al Duqm Security Protocols.

1.6.5.3. Identification Badges. When on site, the Contractor shall adhere to all installation policies and procedures.

In order to gain access to respective bases, the Contractor shall submit a list of all contractors’ personnel, to include the Omani ID number, to the Al Duqm Port to be vetted no less than 30 days in advance of the exercise performance period or as dictated by Port authorities. When required, the contractor will be escorted into the facilities by military personnel and issued a badge.

1.6.5.3.1. Identification of Contractor Employees. The contractor (to include subcontractors) shall provide each employee an Identification (ID) Badge, which includes at a minimum, the Company Name, Employee Name and a color photo of the employee. ID Badges for Key Personnel shall also indicate their job title. ID Badges shall be worn at all times during which the employee is performing work under this contract. Each contractor (to include subcontractors) employee shall wear the ID Badge in a conspicuous place on the front of exterior clothing and above the waist except when safety or health reasons prohibit. The contractor (to include subcontractors) shall be responsible for collection of ID Badges upon completion of the contract or termination of employee. A listing of issued identification cards shall be furnished to the COR prior to the contract performance date and updated as needed to reflect contractor and subcontractor personnel changes. They must also ensure that all documents or reports produced by the contractor are suitably marked as contractor products or that contractor participation is appropriately disclosed.

1.6.5.4. Key Control. The contractor shall establish and implement methods of making sure all keys/key cards issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons.

1.6.5.4.1. In the event keys, other than master keys, are lost or duplicated, the contractor shall, upon direction of the

COR, re-key or replace the affected lock or locks at their own cost; however, the Government, at its option, may replace the affected lock or locks or perform re-keying.

1.6.5.4.2. The contractor shall prohibit the use of Government issued keys/key cards by any persons other than the contractor’s employees. The contractor shall prohibit the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the COR.

1.6.5.4.3. Lock Combinations. The contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations. These procedures shall be included in the contractor’s Quality Control Plan.

1.6.5.5. Access and General Protection/Security Policy and Procedures: Contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by Port Authorities). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the Port

Authority. Contractor workforce must comply with all personal identity verification requirements as directed by

DOD, Port Authority and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the

Government may require changes in contractor security matters or processes. The contractor will maintain an

Installation access roster for each location listed in the PWS, notarized and translated in both English and Arabic which shall be made available to the U.S. Government upon request.

1.6.5.5.1. Security of Classified Items, Systems and Information: The contractor, as a general rule, shall not have access to classified information; however, should classified documents fall into the possession of the contractor, the contractor shall immediately contact the COR for disposition instructions.

1.6.6. Special qualifications: The contractor is responsible for ensuring all employees possess all required licenses for operating all equipment and vehicles in accordance with Omani, regulations, and laws.

1.6.7. Post Award Conference/Periodic Progress Meetings: The contractor agrees to attend any post award conference convened by the contracting activity or contract administration office IAW Federal Acquisition

Regulation Subpart 42.5, Post Award Orientation. The Contracting Officer, COR, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor’s performance. At these meetings the Contracting Officer will apprise the contractor of how the Government views the contractor’s performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues.

1.6.8. COR. The COR will be identified at time of award. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance; maintain written and oral communications with the contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, and specifications; monitor contractor’s performance and notify both the Contracting Officer and contractor of any deficiencies; coordinate availability of government furnished property; and provide site entry of contractor personnel. The COR is not authorized to change any of the terms and conditions of the resulting order.

1.6.9. Contract Management: The contractor shall provide a Program Manager (PM) for management of overall contracting issues and an Onsite Manager at each location who shall be responsible for the performance of the work under this proposed contract. The PM shall have full authority to act for the contractor on all contract matters relating to daily operation of this proposed contract. The Project Manager shall be physically available from 0700 am to 1000pm Gulf Standard Time (GST), seven days a week, throughout the exercise. Outside those particular hours the PM must be available for communications via telephone or email 24/7. The PM and the Onsite Manager shall be fluent in speaking, reading, writing and comprehending English. The Onsite Manager must be physically situated at the respective camp 24 hours a day, 7 days a week, Sunday thru Saturday.

PART 2

DEFINITIONS & ACRONYMS

2.1. Definitions. For purposes of this Performance Work Statement (PWS) the following terms shall have the meanings presented below:

2.1.1. Buffet. A system of serving meals in which food is placed in a public area where the diners generally serve themselves. The essential feature of the various buffet formats is that the diners can directly view the food and immediately select which dishes they wish to consume, and usually also can decide how much food they take.

2.1.2. Cafeteria. A type of food service location in which there is little or no waiting staff table service, whether a restaurant or within an institution such as a large office building or school. Instead of table service, there are food-serving counters/stalls, either in a line or allowing arbitrary walking paths. Customers take the food they require as they walk along, placing it on a tray. In addition, there are often stations where customers order food and wait while it is prepared, particularly for items such as hamburgers or tacos, which must be served hot and can be quickly prepared.

2.1.3. Contract Administrator. The official Government representative delegated authority by the Contracting Officer to administer a contract. This individual is normally a member of the appropriate Contracting/Procurement career field and advises on all technical contractual matters.

2.1.4. Contractor. A supplier or contractor awarded a contract to provide specific supplies or services to the

Government. The term used in this contract refers to the prime.

2.1.5. Contracting Officer (KO). A person with authority to enter into, administers, and/or terminates contracts, and makes related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.

2.1.6. Contracting Officer’s Representative (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

2.1.7. Controlled Area. A controlled space extending upward and outward from a specified point. This area is typically designated by a commander or director, wherein sensitive information or operations occur and requires limitations of access.

2.1.8. Defective Service. A service output that does not meet the standard of performance associated with the PWS.

2.1.9. Deliverable. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

2.1.10. Government-Furnished Property (GFP) or Government Property (GP). Property in the possession of, or directly acquired by, the Government and subsequently made available to the contractor.

2.1.11. Key Personnel. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

2.1.12. Physical Security. Actions that prevent the loss or damage of Government property.

2.1.13. Quality Assurance. The Government procedures to verify that services being performed by the contractor are acceptable IAW established standards and requirements of this contract.

2.1.14. Quality Assurance Specialist. An official Government representative concerned with matters pertaining to the contract administration process and quality assurance/quality control. Acts as technical advisor to the Contracting

Officer in these areas.

2.1.15. Quality Assurance Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

2.1.16. Quality Control. All necessary measures taken by the contractor to assure that the quality of an end product or service shall meet contract requirements.

2.1.17. Short-Order. Making or serving food that can be cooked quickly when a customer orders it, usually in sight of the customer in a buffet or serving line.

2.1.18. Subcontractor. One that enters into a contract with a prime contractor. The Government does not have privet of contract with the subcontractor.

2.1.19. Subsistence Prime Vendor (SPV) Program. A centralized subsistence procurement program managed by the

US Department of Defense, Defense Logistics Agency (DLA). Under this program, dining facilities operated by US

Military or contracted dining facilities order subsistence products using contracts managed by DLA. These commodity contracts are different from other contracts – including the one contemplated in this PWS for receipt, storage, inventory tracking and management, meal preparation, and disposal of food products. Subsistence product procured through the DLA SPV program would be considered government furnished material for the contract contemplated in this PWS.

2.1.20. Work Day. The number of hours per day the contractor provides services IAW the contract.

2.1.21. Work Week. Sunday through Saturday.

CONTRACTOR FURNISHED ITEMS AND SERVICES

4.1. General: Except those items specifically stated to be Government-furnished in Part 3, the contractor shall furnish everything required to perform this PWS.

PART 5

SPECIFIC TASKS

5.1. Basic Life Support Services: The contractor shall provide all personnel, equipment, maintenance, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform temporary Basic Life Support Services at the commercial and government port of Duqm, Special Economic

Zone Al Duqm (SEZAD) located in the Sultanate of Oman located; as defined in this Performance Work Statement

(PWS), except for those items specified as Government furnished property and services. The contractor shall perform to the standards outlined in the PWS. The Contractor’s performance will be observed by the government

Contracting Officer’s Representative (COR).

5.1.2. Tents (Billeting). The contractor shall set up tents nominally sized 30 meter x 8 meter to house at least 1200 personnel. Tents shall have no more than 25 bunk beds with mattress, pillow and bedding. The bedding consists of

(fitted sheet, regular sheet, blanket, pillow, and pillowcase. The linen will be cleaned and replaced every Saturday during the period of performance. The contractor shall provide at least 40 cubic feet of space per person and two industrial strength environmental control units (ECUs) to ensure tents can stay evenly heated or cooled to a temperature between 18 and 25 Celsius(C). The contractor shall provide enough electrical power with residual-current device (RCD), circuit breakers to safely power the ECUs, overhead fluorescent lights and (20) 220v duplex outlets for personal use of electronic items without loss of power. Each tent will require exterior lighting near the entrance and sufficient lighting between every six bed spaces. The contractor shall ensure that each shelter is water proof and equipped with a liner to reduce light during daytime hours to allow for proper rest of personnel during daytime hours and to assist in maintaining temperature and ambient noise reduction. The contractor shall provide a level floor covering (indoor/outdoor matting) in each of the living areas sufficient to cover the entire area and reduce dust and provide a barrier between the living area and the ground as well as prevent any water damage during inclement weather. Billeting tents shall have one foot locker, per bed, with the ability to emplace a padlock on the foot locker. Additionally, 1 tent is designated solely for female sleeping quarters (the initial requirement is 18 male tents and 2 female tent– total of 20 tents. Female tent entrances should be clearly and legably marked with the word

“FEMALE”, in English and in Arabic, in block lettering. Letters of marking shall be no lest than 3” high. At no time should Contrators or sub-contractors enter female designated tents unless escorted by Government personnel.

Billeting tents shall conform to the Unified Facilities Criteria (UFC) 4-010-01 9 February 2012 DoD MINIMUM

ANTITERRORISM STANDARDS FOR BUILDINGS. Individual tents will have a minimum of 3.5 meters between tents in a row. Tents will be a minimum of 31 meters from a controlled perimeter. Tent rows will have a minimum of 9 meters of space between them. Structure groups will have a minimum of 18 meters between them. A structure group is defined as, “a group of tents housing 200 people or less.” Trash receptacles, parking areas, and roadways will be a minimum of 14 meters from tents. Please see APPENDIX D figure D-1 of (UFC) 4-010-01 for amplifying information. Any deviation from these standards must be waived in writing by the responsible Commander.

5.1.2.1. The Single Twin Bed shall fit the following criteria: frame and mattress 81 ¾ inches width, 39 ½ inches height, and 38 ½ inches depth.

5.1.3. Tents (Dining Facility) The contractor shall set up a Dining Facility tent to accommodate at least 800 personnel over a 2-hour period. Contractor shall provide all tables, chairs, trash receptacles and serving line equipment, enough industrial strength environmental control units (ECUs) to ensure tents can stay evenly heated or cooled to a temperature between 18-25 C. The contractor shall provide enough electrical power with RCD circuit breakers to safely power the ECUs, overhead fluorescent lights and 220v outlets (US style voltage) every 20 meters without loss of power. The contractor shall ensure that each shelter is water proof and equipped with a liner to reduce light during daytime hours to assist in maintaining temperature and ambient noise reduction. The contractor shall provide a level floor covering (indoor/outdoor matting) sufficient to cover the entire area, and reduce dust and provide a barrier between the Dining Facility area and the ground.

5.1.4 Tents (Work space tents) the contractor shall set up tents nominally sized 30 meter x 8 meter and 10 meter x 8 meter as specified below. The contractor shall provide at least two industrial strength environmental control units

(ECUs) per tent, to ensure tents can stay evenly heated or cooled to a temperature between 18 and 25 Celsius(C).

The contractor shall provide enough electrical power with RCD circuit breakers to safely power the ECUs, overhead fluorescent lights and 110v outlets every 10 meters for work use of electronic items without loss of power. Each tent will require exterior lighting near the entrance and sufficient lighting inside. The contractor shall ensure that each shelter is water proof and equipped with a liner to reduce light during daytime hours to assist in maintaining temperature and ambient noise reduction. The contractor shall provide a level floor covering (indoor/outdoor matting) in each of the working areas sufficient to cover the entire area and reduce dust and provide a barrier between the working area and the ground as well as prevent any water damage during inclement weather. The initial requirement in the commercial quay is for (1) 10 meter x 8 meter tents inside the life support area. Outside the perimeter of the life support area (see the attached layout) there will be (6) 30 meter x 8 meter tents, (7) 10 meter x 8 meter tents set up as previously specified. The initial requirement on the government quay is (1) 30 meter x 8 meter tents and (2) 10 meter x 8 meter tent.

5.1.4.1. Work tables and chairs. The contactor shall provide tables normally sized 1.2 meter x 3 meter and chairs

(plastic type). The contactor shall provide a centralized area where personnel can collect tables and chairs to build their own office areas. Initial request is 120 tables and 360 chairs for office use only. This separate requirement should not be included in the contractor’s required tables and chairs for the messing facility.

5.1.5 Trailer (work space trailers) the contractor shall provide (1) 20 foot work office trailer and (1) double-wide

(work office trailer. If a double wide trailer is not available, the contractor must provide a comparable supplement.

The contractor shall provide at least one environmental control units (ECU) per office space. The contractor shall provide enough electrical power with RCD circuit breakers to safely power the ECUs, overhead fluorescent lights and 220v outlets for work use of electronic items without loss of power. Each trailer will require exterior lighting near the entrance and sufficient lighting inside. The contractor shall ensure that each shelter is water proof.

5.1.5 Tent (maintenance tents) the contractor shall provide Lightweight Maintenance Enclosure (LME) tents normally sized 10 meter x 8 meter x 5 meters. The contractor shall provide at least two industrial strength environmental control units (ECUs) per tent, to ensure tents can stay evenly heated or cooled to a temperature between 18 and 25 Celsius(C). The contractor shall provide enough electrical power with RCD circuit breakers to safely power the ECUs, overhead fluorescent lights and 220v outlets every 10 meters for maintenance use of electronic items without loss of power. Each tent will require exterior lighting near the entrance and sufficient lighting inside. The contractor shall ensure that each shelter is water proof and equipped with a liner to reduce light during daytime hours to assist in maintaining temperature and ambient noise reduction. The initial requirement in the commercial quay is one LME tent. The initial requirement at the government quay is one LME tent. The initial requirement at the commercial quay is one LME tent.

5.2. Lighting. Each structure shall have sufficient fluorescent lighting to allow personnel to see adequately while working, living, showering, washing, and shaving during limited natural light hours. The contractor shall also provide external lighting on or around all structures to allow for safe movement into and from all the structures.

Additionally the contractor shall provide flood style lights around the perimeter of the LSA and work areas.
