This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number applicable to this announcement is M67861-24-Q-0006. This solicitation is issued as a request for quotation (RFQ). All responsible sources may submit a quotation which shall be considered by the agency. Contact the Contracting Officer for information regarding the solicitation.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05 and can be accessed at https://www.acquisition.gov/.

The Contractor’s quoted descriptions shall reflect the characteristics and level of quality that will satisfy the Government’s need as described in the Schedule of Supplies/Services. The quoter must clearly demonstrate that they can meet the solicitation requirements and the requested delivery start date. The pages of this document, quoters must provide their delivery lead times after receipt of order for supplies and period of performance for services if different than requested dates listed in the solicitation document. List by line item if the delivery lead time differs from one line item to another. This should be visible on the face of the quote and not incorporated as a link or other attachment.

It is the Government’s intent to award a single firm-fixed price award on an “all-or-none” basis to satisfy this requirement using procedures in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. However, the Government reserves the right to issue multiple awards if required to fulfill the solicitation requirements.

A comparative evaluation will be performed in accordance with FAR 13.106-2(b)(3) using: price and non-price factors of: technical capability and small business/socio economic status/certification. The government reserves the right to select a response that provides benefit to the government that exceeds the minimum requirements, but is not required to do so. The awarded response may exceed the identified requirements in one or more ways and may or may not provide the lowest price, but does provide benefit to the Government as determined by the KO. The Government is not bound to make award to a response that exceeds the requirements if it provides no value or benefit to the Government. The Government may use information such as DoD PPIRS, SPRS and FAPIIS data available from Government sources to evaluate a Quoter's past performance. Potential awardee will be screened for responsibility in accordance with FAR 9.104.

GENERAL INTENTION.

Marine Forces Reserve (MFR) has a commercial requirement for long term telephone maintenance as detailed in the PWS. In accordance with FAR Parts 12 and 13, the MFR Regional Contracting Office is issuing a commercial solicitation for the acquisition of such supplies/services. Required specifications are listed in the Schedule of Supplies/Services and PWS within this solicitation.

This requirement is being procured as a total SB set-aside in accordance with FAR 19.502-2. Socio-economic concern status is being included as an evaluation factor for this procurement. NAICS 811210 Electronic and Precision Equipment Repair and Maintenance with size standard of $34.0M applies.

TECHNICAL APPROACH.

Contractor’s quoted item descriptions shall reflect the characteristics and level of quality that will satisfy the Government’s need as described in the Schedule of Supplies/Services.

It is the quoters responsibility to furnish sufficient information and detailed specifications to the government to determine acceptability of the quoted item(s).

TECHNICAL COMPLIANCE.

To ensure technical compliance:

a. The quoter must clearly demonstrate that they can meet the solicitation requirements.

b. All offerors must have completed the representations and certifications for provisions/clauses listed in this solicitation that require completion: Offeror(s) should complete full-text provisions/clauses included in this solicitation as applicable either: a) manually within this solicitation document or printed and completed manually by copying and pasting from this link https://www.acquisition.gov/ in the System for Award Management (SAM) https://sam.gov/content/home

SOLICITATION CONTRACT LINE-ITEM NUMBER (CLIN) STRUCTURE.

Potential Offerors should submit offers in the same CLIN structure as outlined in the solicitation for offer evaluation purposes. However, an alternate line-item structure can be submitted as an additional attachment consolidating like line items and pricing for award consideration.

PAYMENT TERMS.

NET 30. Invoices must be submitted via Wide Area Workflow (WAWF) in accordance with DFARS 252.232-7006 which is included in this solicitation.

REQUIRED DELIVERY/PERIOD OF PERFORMANCE.

FOB Destination. The Government requires the period of performance to begin at contract award. Vendors are encouraged to state soonest date capable of guaranteeing start of performance if unable to meet RDD listed.

SUBMISSION OF QUOTES.

Quotes shall be submitted no later than the time and date specified on page 1 of the combined synopsis/solicitation document. Quotes shall be submitted electronically via electronic mail (e-mail) to SSgt Braun at ethan.braun@usmc.mil and Mr. Parren Tatum paren.tatum.civ@usmc.mil . Each email may not exceed 5MB in size due to this agency’s server/network restrictions. Vendors may submit multiple emails to ensure a complete quote is received prior to the solicitation closing date and time. Vendors are responsible for ensuring their quotes have been received via email by the date and time specified on Page 1 of this combined synopsis/solicitation document.

Delivery delays that cause a quote to be late are not the responsibility of the Government agency.

Quoters shall provide their full vendor name and any doing business as names as certified in the mandatory System for Awards Management at www.sam.gov. Quotes shall also include a vendor point of contact information (name, phone, and email), Cage Code, and Tax ID (TIN/EIN) number.

Marine Forces Reserve

PERFORMANCE WORK STATEMENT

Telephone System Maintenance and Repair of Inside Plant (ISP) and Outside Plant (OSP) Cabling

Marine Corps Reserve Facilities in CONUS, Hawaii, and Puerto Rico

1. Description of Services. The contractor shall provide Program Management, a 24/7 remote Service Desk, maintenance services with 24/7 on-site dispatch, Inside-Outside Plant inspection, documentation, and maintenance, telephone system engineering, documentation, installation, preventative maintenance, and repair. The contractor shall provide these services at the U.S. Marine Corps Forces Reserve (MARFORRES) locations in CONUS, Puerto Rico, and Hawaii, as listed in Appendix-1, in accordance with all federal, state, local laws and regulations, manufacturer’s recommended standards, and commercial requirements and this Statement of Work (SOW). Equipment to be maintained will vary by location as types of telephone switches are identified in Appendix-1. Contractor personnel shall have knowledge to service, maintain, install and configure equipment, components, and materials as directed in the SOW. Contractor shall ensure service technicians have required industry certification and experience operating on Avaya, Cisco, Partner, Mitel, Toshiba, NEC, Comdial Impact, Centrex, and Nortel telephone switches.

2.0. Scope of Work. The scope of coverage includes labor, tools, transportation, software, and other incidentals necessary to provide a 24/7 Service Desk, Project Management, and Inside Plant (ISP)/ Outside Plant (OSP) inspection, documentation, as required, , preventative maintenance, repair, technical guidance and assistance, warranty support, conduit requirements, evaluations, recommendations, equipment testing, engineered telephony solutions utilizing site specific telephone switch equipment. OSP is defined as any outside connections forward of the demarcation point (DEMARC). This contract does not include moves/adds/changes.

2.1 Service Desk. The contractor shall provide at its facility a 24/7 Service Desk with a toll free number and email address that is dedicated to MARFORRES service calls. Service Desk will provide 24/7 support to government authorized personnel to report major and routine failures. The contractor shall perform the following Service Level when notified by the designated government representative of conditions meeting the criteria. MARFORRES will provide Contractor with Site Name / Location / Nature of issue / Type of Telephone System / Point of contact (POC) / POC phone number (cell) / POC Email.

2.1.1 Major System/Site Failure is defined as any of the following:

• Telephone circuits in the facility are down or degraded and or mission accomplishment is affected.

• Complete loss of inbound and outbound telephone service from any of the Local Exchange Carriers (LEC).

2.1.2. Routine System/Site Failure is defined as one of the following:

• Sporadic system impairment and intermittent problems affecting system operation.

• Training mission failure (e.g., user problems halting training operations)

In the event of a routine or site failure, the contractor shall respond within Twelve (12) hours after notification by the designated government representative. The definition of a routine system failure consists of significant system impairment and intermittent problems affecting system operation.

2.2 Incident Resolution Reporting: Once a major or routine outage has been reported from the MARFORRES Contracting Officer Representative (COR) to the Contractor, the Contractor shall coordinate with the COR in order to get a technician to the requested site (see Appendix 1). The technician shall conduct a scope of work (SOW) site survey and report to the COR / Contractor on the root cause of the outage.

After all repairs are complete and system functionality is restored, the contractor shall, within five business days, provide the COR with a finalized work completed report via email describing any and all system outages, their ascertained causes, and actions taken to restore functionality. In the event the contractor must procure replacement components, parts, materials, or other non-warrantied items, the contractor shall provide the COR with a Appendix- 2 Repair/Preventative Maintenance Report for required items to be procured.

The contractor shall provide warranted new parts available from the manufacturer or the manufacturer’s distributors.

The contractor shall include documentation of such products’ source as evidence that they are not grey market, refurbished or of foreign origin. This can be included on the Appendix-2 Report.

In the event the failed components are covered by a manufacturer’s warranty (identified by the COR), the contractor shall provide the COR with information required to report a warranty repair requirement. This information shall include the phone number of the manufacturer’s service desk, component nomenclature, model number and serial number, purchase date, and service contract number, if applicable. In cases where the manufacture provides delivery of warrantied field-replaceable components, but not on-site installation, the contractor shall install the component upon receipt and update the system specific (Avaya, Cisco, Partner, Mitel, Toshiba, NEC, Comdial Impact, Centrex, and Nortel telephone switches) documentation with service data on the replaced component. The contractor that provides the work on the corresponding specific system will be required to be certified on working on those specific systems.

In all cases, the scope of work report shall include an accurate BOM (Billing of Materials) with electronic copies of receipts and warranty information to be included with the Appendix-2 Report for informational purposes only.

For any items that the contractor discovers are damaged, missing, unsafe, or non-compliant with commercial or BICSI standards, or federal, state, local laws or regulations, the contractor shall document the situation, include a photograph in the finalized work completed report and correspond with the COR immediately via telephone and email.

2.3 Maintenance (Inside-Outside Plant):

The contractor shall provide labor, personal protective equipment and tools, transportation, and other incidentals to repair/replace, or install new low voltage cables, cable pathway, wire mold, jacks, battery backups UPS (Uninterrupted Power Supply) and wall boxes at each MARFORRES facility listed in Appendix-1 on an as needed basis.

2.4 Telephone System Support: The contractor shall provide services to engineer, install, configure, and maintain the telephone system at each MARFORRES facility listed in Appendix-1 on an as needed basis.

2.4.1 While the Contractor is onsite performing necessary repairs, they shall provide telephone system preventative maintenance as specified by the OEM to increase service life at each MARFORRES facility. Such maintenance shall include replacement of cabinet filters, system error checks and internal diagnostics, disk utilization, and review of backup performance and reboot schedules. For each onsite repair, the contractor shall produce the Apppendix-2 report with results and recommendations that will be provided to the COR.

2.4.2 The contractor shall provide unlimited service desk support and service engineering support via a dedicated phone number and email. Contractor shall ensure service technicians are certified by telephone manufacturer to operate on specific telephone systems to include but not limited to Avaya, Cisco, Partner, Mitel, and Nortel telephone switches for configuration, diagnosis, and problem resolution. The contractor shall provide services for the repair, configuration, and maintenance of the telephone infrastructure that includes the PBX switch, telephone instruments, cabling, from the point of demarcation to the phone instrument, and all associated telephone hardware and software at each location referenced in Appendix-1. Contracted support shall coordinate with providers of related services, perform preventative maintenance, perform troubleshooting, perform cabling and phone line repair or replacement (Cat 3, Cat 5/Cat 6/Fiber) as needed, maintain telecom configurations, phone numbers and T-1/ T-3 circuit numbers for each site, maintain equipment asset lists and warranty information, and perform other actions required to restore service following full or partial failures. The contractor shall provide full coverage for the telephone system (24 hours per day, 7 days per week) in accordance with the scope of work. Services to be performed at designated locations by Contractor on-call personnel.

2.4.3 Repair. Replacement Products: In order to minimize the risk of the government purchasing counterfeit products or unauthorized secondary market equipment, which would not be supported by the Original Equipment Manufacturer (OEM), and in order to ensure that the Government purchases only equipment that is genuine (i.e., not counterfeit), authorized (e.g., including appropriate licenses), and supported (e.g., warranty and support services) by the OEM, Vendor shall certify that it is a Manufacturer Authorized Partner as of the date of the submission of their offer, and that it has the certification/specialization level required by the Manufacturer to support both the product sale and product pricing, in accordance with the applicable Manufacturer certification/specialization requirements.

Unless otherwise specified, Vendor shall warrant that the products are new, in their original box. The Vendor confirms to have sourced all Manufacturer products submitted in this offer from Manufacturer or through Manufacturer Authorized Partners only, in accordance with Manufacturer's applicable policies in effect at the time of purchase. Vendor shall provide Buyer with a copy of the End User license agreement, and shall warrant that all Manufacturer software is licensed originally to Buyer as the original licensee authorized to use the Manufacturer Software.

Government requires the contractor provide proof of a secure supply chain and guarantee product authenticity rather than being required to maintain a specific MANUFACTURER reseller level.

2.4.4. Software Engineering. Provide basic system translations for trunking, network routing and video endpoint translation. Service shall be provided by the company on-site as there will be no remote access. Ensure unit has passwords to change settings, and annotate the password on the outside of the telephone switch. Ensure attendant greetings do not contain spoken names, only billets of the unit’s occupants.

3. Quality Assurance. This section identifies the method of the Government’s Quality Assurance Personnel (QAP) will use to verify the quality of the contractor’s performance. Re-performance of unacceptable services at no additional cost is the preferred course of action when appropriate. If factors beyond the Contractor’s control are the cause for failure to meet contract specifications, no remedy will be assessed against the Contractor for failure to perform provided each incidence is documented by the Contractor and submitted to the COR for approval by the Contracting Officer. Government COR shall be notified on progress of installation/repairs in order to allow COR to schedule to witness work at the site.

3.1 Failure to Inspect. If the Contractor fails to notify the COR that the work is ready for inspection, or the Contractor fails to attend an inspection after notification, then the COR may conduct an inspection at his/her own convenience, and his/her findings shall be considered as if they had been mutually agreed upon in a joint inspection, and the Contractor will be considered to have chosen not to correct any deficiencies. See the paragraph entitled “Government Remedies” below for the consequences of this situation.

3.2 Government Remedies. The Contracting Officer will follow the Service Delivery Summary below.

3.3 Quality Assurance Surveillance Plan (QASP)/ Service Delivery Summary. The Contractor service requirements are summarized into performance objectives that relate directly to required performance items in the table below.

The performance threshold briefly describes the minimum acceptable levels of service required for each requirement:

3.4 Legal Enforceability of the QASP. The contractor understands and acknowledges that the QASP as set forth in this SOW is a materiel part of this contract and a mandatory requirement. Failure to fully comply with and accomplish the QASP is grounds for a termination or other action as authorized by the contract and/or all applicable procurement/acquisition regulations. Changes to this QASP can only be made through a formal contract modification issued by a warranted Contracting Officer.

4. General Information.

4.1 Contract and Option years.

This contract will include 1 base year (current year) with 4 option years starting FY24.

4.2 Hours of Operation. Each work center is staffed during normal business hours; Monday-Friday, 0730-1630, excluding federal holidays. The following legal Federal holidays are observed:

5. Contractor Support: The contractor should designate a single point of contact with complete authority to make decisions on all technical matters connected with this purchase. That individual will be the single point of contact with whom the Contracting Officer’s Representative may interact for all support requests outlined in the Statement of Work (SOW) or Performance Work Statement (PWS) included in this solicitation.

6. Government Points of Contact. The Technical point of contact (TPOC) for this contract is CIV Ronald Anderson and can be reached via email at ronald.anderson@usmc.mil. The COR for this contract is CIV Oscar Stewart and can be reached via email at Oscar.w.stewart@usmc.mil The COR and TPOC are not authorized to make any changes to this contract. Only a warranted Contracting Officer is authorized to make changes to this contract. In the event the contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase incurred as a result thereof.

7. Safety/Reporting Requirements.

Contracting Officer’s Representatives shall immediately report accidents/injuries sustained during contract performance to the Contracting Officer so that the Contracting Officer may report said accidents/injuries to responsible agency safety officials.

5237.102-90 ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING APPLICATION (ECMRA)

The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the MARFORES Requiring Activity G6 via a secure data collection site.

Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:

(1) W, Lease/Rental of Equipment;

(2) X, Lease/Rental of Facilities;

(3) Y, Construction of Structures and Facilities;

(4) S, Utilities ONLY;

(5) V, Freight and Shipping ONLY.

Reporting inputs shall be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services-- Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications- Commercial Products and Commercial Services. (b) Prohibition.

(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.

115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. (i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.

115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to--

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services."

(d) Representations. The Offeror represents that--

(1) It [ ___ ] will, [ ___ ] will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation. The Offeror shall provide the additional disclosure information required at paragraph (e)(1) of this section if the Offeror responds "will" in paragraph (d)(1) of this section; and

(2) After conducting a reasonable inquiry, for purposes of this representation, the Offeror represents that--
