About this file

This file is a Questions and Answers (Q&A) document for federal contract opportunity M67854-26-R-3001, a USMC PdM IW (Product Manager Infantry Weapons) Support Services task order under the SeaPort NxG contract vehicle. The Q&A addresses 146 clarifications regarding proposal submission requirements, staffing, past performance documentation, facility requirements, and evaluation criteria. Key submission details include: proposals must be submitted via email to specified government POCs (not through SeaPort); Volume I (Technical) is a single 30-page PDF including Executive Summary and PWS Approach; Volume II (Past Performance) is a 10-page PDF maximum with up to three references; Volume III (Pricing) uses Attachment J-5; Volume IA (Staffing Matrix) uses Attachment J-4 as a separate Excel file; and Volume IV is the completed SF-33 with Sections B, G, and K. Only Key Personnel identified in Section G.5 (Task Order Manager and EOSF Support) require resumes, which are not counted toward page limits; names are not required for non-key personnel positions. The Q&A clarifies that full CPARS narratives are not required, only contract/task order numbers and associated ratings; CPARS information counts toward the 10-page Volume II limit. The contractor must maintain a facility within 15 miles of Marine Corps Base Quantico and provide meeting space, with facility requirements evaluated based on the offeror's proposed approach.

The Q&A addresses multiple staffing and FTE-related questions, confirming that offerors are responsible for proposing reasonable staffing levels to meet PWS requirements rather than matching undisclosed incumbent baselines; the government recommends using 2,080 hours per FTE for calculations but does not provide government-estimated FTE requirements or staffing benchmarks. Proposal validity must be 240 calendar days from submission; the current incumbent is X Corp Solutions, Inc. CMMC Level II is required; the facility will not require storage or access to classified information above CUI, with classified information restricted to specific billets requiring it. The government will not evaluate proposed Staffing Matrices that include named incumbent personnel more favorably than those with TBD positions, and non-key personnel may be substituted before or after award with government notification. This is a total small business set-aside; any subcontracting will be evaluated for compliance with FAR 19.505(b).

NumberQuestionAnswer
1P.35/Sect. L: The Past Performance section is limited to 6 pages. The government as for any 'CPARS assessments related to the effort' without clarifying whether: a) a 'Yes/No' statement for the citation would suffice and the government would pull the corresponding content from SAM; or b) an offeror should include a copy of the narrative with the volume submission. If the latter is preferred, can we assume this is excluded from the page count?Full CPARS Narratives are not required. The Vendor may provide information in accordance with Section L that is sufficient for evaluation. Contract/Task Order Numbers and associated CPARS Ratings are recommended where applicable.
2P.35/Sect. L: Several of the references requested, prescribed as mandatory, are irrelevant to your assessment, or might be rephrased to better elicit a meaningful response. Example: 'The Offeror's past performance in managing the contracted effort, to include program management, subcontract management, and cooperation with the customer.' What is the expectation to this in terms of a response? Would it be something like, 'we had no management issues, no subcontractors were involved, and we cooperated at all times with the customer'?The RFP states "The past performance summaries should include the following:" and lists relevant useful information to be included. It is not a "Shall" statement which would require all listed information.
3
P.32/Sect. L: Is the Past Performance page count 6, per Table 2, or 10, per the Volume Breakout description?Past Performance has a 10 Page Maximum. Table 2 will be updated.
4Pg. 31/Sect. L: To clarify the volume content and ensure parity with the Table 2 Outline: Technical Volume includes 1.1 EXSUM and 1.2 PWS Approach and the Staffing Matrix J-4 is a separate submission. Please confirm. The Offeror shall submit 5 Documents with Quotation Submission:

Volume I Technical: Adobe PDF 30 Page Maximum Volume IA Staffing Matrix: Microsoft Excel File – Use Attachment J.4 Volume II Past Performance: Adobe PDF 10 Page Maximum – Use Attachment J.6 Volume III Pricing: Microsoft Excel File – Use Attachment J.5 Volume IV SF33 Inclusive of Completed Sections B, G, and K

5Does the government require us to use Attachment J.6 Past Performance to fill in Volume I, Section 2.1 - Recent and Relevant Past Performance? Will the government allow us to modify the attachment to also include the requirements asked on Page 34 and 35 of the solicitation? Do CPARS count towards the page limit?Offerors are to use Attachment J.6 for past performance. Information may be provided/edited as needed. CPARS count towards total page count maximum (10).
6P.33/Sect. L: Typically, we include a transmittal letter as the first page with each volume, exclusive of the page count (i.e., Page i). The transmittal letter is where we would generally acknowledge compliance with the offer preparation instructions and identify any deviations, etc. Is this consistent with the government's expectations? No transmittal letters are required. If included, it is counted as a page against the applicable maximum.
7Pg. 32/Sect. L: Please review Table 2, Quotation Outline - specifically the File Naming Structure. There are several conflicts represented here - notably the volume numbering. Please consider including the EXSUM within the VOL I Technical Approach rather than as a separate file and adjust the volume numbering for parity with the section numbering.Table 2 will be updated to show Volume 1 as one submitted file (Maximum 30 page limit) inclusive of Sections 1.1 (Executive Summary) and 1.2 (PWS approach).
8The government mentions a location 15 miles away from Quantico, would the government accept 'intent' to lease a location upon award? This mile restriction severely limits offerors from biddingFacility requirements will remain. How an offeror chooses to propose to this requirement is at their discretion.
9Would the government remove the 15 miles away office restriction and reword this to say 'Management Personnel within 15 miles availability, and office space available as required for meetings' this allows more agile and flexible requirements and allows more small businesses to bid.Facility requirements will remain. How an offeror chooses to propose to this requirement is at their discretion.
10Per CFR 48, 204.7304 Solicitation provisions and contract clauses, Contracting Officers must: (a) Use the provision at 252.204-7008, Compliance with Safeguarding Covered Defense Information Controls, in all solicitations, including solicitations using FAR part 12 procedures for the acquisition of commercial products and commercial services, except for solicitations solely for the acquisition of commercially available off-the-shelf (COTS) items. (b) Use the clause at 252.204-7009, Limitations on the Use or Disclosure of Third-Party Contractor Reported Cyber Incident Information, in all solicitations and contracts, including solicitations and contracts using FAR part 12 procedures for the acquisition of commercial products and commercial services, for services that include support for the Government's activities related to safeguarding covered defense information and cyber incident reporting. (c) Use the clause at 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting, in all solicitations and contracts, including solicitations and contracts using FAR part 12 procedures for the acquisition of commercial products and commercial services, except for solicitations and contracts solely for the acquisition of COTS items. (d) Use the provision at 252.204-7019, Notice of NIST SP 800-171 DoD Assessment Requirements, in all solicitations, including solicitations using FAR part 12 procedures for the acquisition of commercial products and commercial services, except for solicitations solely for the acquisition of commercially available off-the-shelf (COTS) items. (e) Use the clause at 252.204-7020, NIST SP 800-171 DoD Assessment Requirements, in all solicitations and contracts, task orders, or delivery orders, including those using FAR part 12 procedures for the acquisition of commercial products and commercial services, except for those that are solely for the acquisition of COTS items. Will the Government please identify the CMMC level required for this contract requirement?CMMC Level II
11Is this correct? Seaport NxG typically requires all offers to be submitted via the Seaport-NxG portal. Please confirm, and if so, please ensure proposal submission function is disabled for this opportunity.Seaport is anticipated to be migrated to EPS and may not be available for use. Please ensure all proposal submissions are submitted in accordance with the RFP. Proposals shall be submitted via email to Eric.G.Daniels@usmc.mil and Elizabeth.Colvin@usmc.mil prior to designated closing

date and time.

12Is this safeguarding authorization, at the Contractor facility, required in order for the contract to be awarded, or will the Government sponsor the inspection and authorization of the awarded contractor facility once the contract is awarded? The Offeror's facility will not be required to store or have access to information above CUI. Access to classified information is restricted to billets which require it, such as MCCDC support.
13Per Section 3.1 of the PWS (Page 6), the Government identifies a total of 14 on-site seats across multiple locations (MCCDC Quantico, EOSF, OTF, and MCSC Albany). Can the Government please clarify whether each identified “seat” represents a mandatory full-time equivalent (FTE) requirement, or if these seats are discretionary / surge / as-needed support positions that may be staffed part-time or shared across locations? Additionally, please confirm whether the four seats at MCCDC and the additional program support positions are intended to be distinct FTEs or if the Government anticipates role consolidation where appropriate.Offerors are encouraged to structure their proposal to best answer the PWS requirements within the best of their capability. It is the responsibility of the Offeror to put their best offer/FTE structure forward to meet the requirement.
14J.2 Attachment. The majority of programs cited in the referenced attachment do not provide an indication of the type of support required, nor is there a clear correlation with the PWS metrics provided as applied to an individual program. This makes allocating staff skills with program needs and schedules a guessing game, at best. Can the government provide any additional program status details, or identify the technical skills desired for each? Or even in general?PdM IW is an acquisition agency that generally enters the acquisition framework at Milestone C, leaning heavily on commercial procurements. We also maintain total life cycle management of our programs through sustainment to end of life.
15P.27/Table 1. The organization chart illustrates an IPT-centric structure with dedicated staff roles for each of the PdM IWS teams. Does the government anticipate that the offeror's WBS/Org Chart would reflect dedicated team staff roles, or more of a functional matrix. The reason for this question is that the PWS metrics provided for product benchmarking would indicate that dedicating support staff solely to a specific team would result in a relatively inefficient model.Offerors are encouraged to structure their proposal to best answer the PWS requirements within the best of their capability. It is the responsibility of the Offeror to put their best offer/FTE structure forward to meet the requirement.
16General/PWS: There is no requirement specified in the PWS for budget/finance support at the PdM level, only for the PPBES at CD&I. Can the government confirm this is not a supported function/requirement at the PdM level?Finance support at the PdM level is not detailed in this PWS
17Att. J-4/Col. S: Input column stops at OP3 vice OP4. Should offerors insert an additional column, or will the government reissue the attachment with the amendment?Amended Attachment J-4 includes OP4.
18Att. J-4/Col. F: What is the purpose of entering the 'Current Work Location'? How is this a pertinent element of the government's evaluation of a candidate?Amended Attachment J-4 removes Current Work Location.
19Att. J-4/Col. J: What is the purpose of entering the 'school' an 'yr. of award'? How is this a pertinent element of the government's evaluation of a candidate?Amended Attachment J-4 removes school and year of award.
20Att. J-4/Col. L / N: This information seems redundant and is likely to be identical for both columns. Consider eliminating Col. N.Amended Attachment J-4 removes prior Column N (Section(s) of the SOW in which named individual possess experience).
21Att. J-4/Col. C / M: There are no government provided LCATs aligned to Col C entries. Recommend removing this column and using the company LCATs as the primary source for this input.Amended Attachment J-4 removes prior Column E (Company Labor Category).
22Att. J-4/Col. M: There is no government benchmark LCAT for this information. Recommend using the corporate LCAT benchmarks."Years of relevant experience as related to labor category requirements" Remains.
23Att. J-4/Col. O: There are no resume requirements cited in the RFQ, nor is there a format, or sufficient space to provide this content. How does the government intend to consider this as an evaluation element?Only Key Personnel identified in Section G.5 require Resumes. Resumes will not be counted towards any page count.
24Section L, Volume I, Element A, paragraph (iv), page 34, which states: “The Offeror shall complete and submit Attachment J-4, Staffing Matrix to accompany Volume I. The Offeror shall provide full staffing (including non-key personnel) that are fully qualified and capable of performing all requirements of the PWS…”

Requested Clarification

Will the Government accept:

•Submit resumes for Key Personnel only (Task Order Manager and EOSF Support per Section G.5), along with:
•Detailed staffing plan (labor categories, experience levels, position descriptions)
•Recruitment strategy demonstrating access to qualified candidates
•Organizational chart showing proposed structure
•Representative resumes illustrating qualifications
•Commitment to fill all positions within 30 days of award

(Alternative):

•If names are required for all positions, will the Government accept:
•Provisional candidates with resumes, understanding personnel may change
•A substitution process without formal CO approval for non-key personnel
•Demonstration of recruitment pipeline rather than firm commitments
Only Key Personnel identified in Section G.5 require Resumes. Resumes will not be counted towards any page count. Names are not required for all positions. Please see Amended Attachment J-4.
25Does “full staffing” mean every position must be filled by name, or may offerors propose labor categories with qualification requirements?Names are not required for all positions. Please see Amended Attachment J-4.
26If specific names are required, what is the Government’s expectation for substitutions between proposal submission and award?Names are not required for all positions. Please see Amended Attachment J-4.
27Will substitutions for non-key personnel after award be allowed without formal approval?Offerors may substitute non-key personnel within proper labor category and proper level qualifications before or after award. Notification to the Government is required upon and after award.
28Volume II Page Limit, Section L (Page 31) states that Volume II has a 10-page maximum, while the Volume Table on the same page reflects a 6-page limit. Further, Section L limits offerors to three (3) past performance citations. Please confirm the maximum page count and number of citations for Volume II.Past Performance has a 10 Page Maximum. Table 2 will be updated.
29Key Personnel Submission Requirements. Section G identifies Key Personnel by labor category, while also stating that award is partially based on the resumes submitted. However, Section L makes no mention of a resume requirement. Please confirm whether resumes are required at proposal submission, and if for key personnel or all staff named in the Staffing Matrix.Only Key Personnel identified in Section G.5 require Resumes. Resumes will not be counted towards any page count. Names are not required for all positions. Please see Amended Attachment J-4.
30Amendments and Official Posting Location. The solicitation states that questions and answers will be posted to SAM.gov due to Seaport availability issues. Please confirm whether all solicitation amendments and official updates will be issued exclusively via SAM.gov.All solicitation amendments and official updates are anticipated to be issued via SAM.gov due to anticipated Seaport migration to EPS.
31Respectfully requests an extension of the subject solicitation deadline to provide Small Businesses additional time to prepare a thorough and comprehensive response. No Extensions will be provided.
32Is there currently an incumbent for this effort that is within the required 15 mile radius of the Marine Corp facility in Quantico, VA? If so, can you please identify this incumbent so that we might reach out for potential teaming opportunities? The current incumbent is X Corp Solutions, Inc.
33Section G.5 refers to, "key persons whose resumes were submitted with the proposal." Section L does not include a location/file or page limit for resumes. Please confirm the Government’s requirement for Key Personnel resumes.Only Key Personnel identified in Section G.5 require Resumes. Resumes will not be counted towards any page count. Names are not required for all positions. Please see Amended Attachment J-4.
34We believe all references to JCIDS should be updated. As the Joint Force Requirements Process is refined the service will adjust. Intent is to fill with individuals who are educated in requirements generation for acquisition at a service level.
35Page 31 lists the documents for quotation submission to include Volume II Past Performance with a 10-page maximum. Table 2 on the following page lists Past Performance with a 6-page maximum. Would the Government please confirm the page limit for this volume?Past Performance has a 10 Page Maximum. Table 2 will be updated.
36Page 30 states, "The Offeror shall submit 5 Documents with Quotation Submission:" and lists the five documents for quotation submission. Table 2 on the following page lists six file names. Would the Government please clarify whether Volume I should be two separate files as listed in Table 2?Table 2 will be updated to show Volume 1 as one submitted file (Maximum 30 page limit) inclusive of Sections 1.1 (Executive Summary) and 1.2 (PWS approach).
37Page 35 lists, "Any CPARS assessments related to the effort" in the listing of items the past performance summaries should include. As written, it is unclear if the Government is looking for actual copies of the assessments or a listing of ratings from the latest assessment, etc. Does the government desire offerors to provide CPARS summaries to include ratings for each past performance reference?Full CPARS Narratives are not required. The Vendor may provide information in accordance with Section L that is sufficient for evaluation. Contract/Task Order Numbers and associated CPARS Ratings are recommended where applicable.
38Does the Government intend to pull CPARS information from the system for the past performance citations submitted by offerors? Or, if copies of reports/assessments from CPARS are requested related to the past performance volume requirements, please confirm these are excluded from page limitations as they are often several pages long.Offerors are to use Attachment J.6 for past performance. Information may be provided/edited as needed. CPARS count towards total page count maximum (10).
39Page 30 states, "Vendors quote shall be valid for 240 calendar days after the submission due date." and page 33 states, "Valid Period: State clearly the period for which the Quotation is valid (not less than 180 calendar days)." Will the Government please confirm the desired minimum period of validity for this proposal?Quotes shall be valid for 240 calendar days after the submission due date.
40In section G.5, labor categories for Task Order Manager and Electro-Optic Support Facility Support are listed as Key Personnel. Page 6 of the PWS only specifies the Task Order Manager as Key Personnel.Key Personnel are identified in Section G.5.
417.0 states, "The Contractor shall follow the transition plan submitted and keep the Government fully informed of status throughout the transition period." Can the Government please confirm if they want offerors to submit a transition plan and if so where in the proposal they would like it included?Transition plans can be included in Volume I. No separate pricing evaluated.
42Will the Government please confirm the headers in the columns of Attachment J.4 Staffing Matrix are correct? In addition to having dated information (i.e., JPAS), the Staffing Matrix suggests that the Government is looking for a full list of all personnel being bid by an offeror to include proposed employee name and degree and work experience qualifications. We recommend having offerors provide labor categories and qualifications and leave the names off the spreadsheet. This will allow a non-incumbent offeror who wins the task order to hire incumbent staff to maintain program continuity.Only Key Personnel identified in Section G.5 require Resumes. Resumes will not be counted towards any page count. Names are not required for all positions. Please see Amended Attachment J-4.
43The solicitation requires vendors to complete Attachment J-4, including estimating the number and type of FTEs needed to perform the PWS. Since the PWS does not identify Government-estimated FTE requirements, please explain how the Government will ensure that requiring vendors to independently estimate staffing levels does not create an unfair competitive advantage for an incumbent with direct knowledge of current staffing levels. The PWS is available to all with no competitive advantage available. The Government will assess proposals IAW sections L&M of the solicitation.
44Attachment J-4 appears to request identification of personnel by position and name. Please confirm whether vendors are required to provide named personnel for all positions at time of proposal submission and explain how this requirement is evaluated in a manner that does not disproportionately advantage an incumbent contractor whose workforce is already performing the requirement.Only Key Personnel identified in Section G.5 require Resumes. Resumes will not be counted towards any page count. Names are not required for all positions. Please see Amended Attachment J-4.
45How will the Government evaluate differences in proposed staffing levels and labor mix among vendors when the solicitation does not provide a government baseline or target staffing model? Specifically, will staffing approaches be evaluated for reasonableness relative to outcomes rather than alignment with any undisclosed incumbent structure? The PWS is available to all with no competitive advantage available. The Government will assess proposals IAW sections L&M of the solicitation.
46Will the Government consider the risk associated with proposed staffing assumptions—particularly where vendors propose alternative staffing models or efficiencies—without penalizing non-incumbent offerors for not mirroring an incumbent’s staffing approach? The PWS is available to all with no competitive advantage available. The Government will assess proposals IAW sections L&M of the solicitation. Please use Amended Attachment J-4 for staffing.
47Please confirm what safeguards the Government has in place to ensure that any incumbent knowledge of current staffing levels, labor mix, or operational tempo is not used—directly or indirectly—as an evaluation benchmark when assessing proposed staffing matrices. The PWS is available to all with no competitive advantage available. The PWS is available to all with no competitive advantage available. The Government will assess proposals IAW sections L&M of the solicitation. Please use Amended Attachment J-4 for staffing.
48Will the Government evaluate staffing approaches based primarily on the ability to meet PWS outcomes and deliverables, rather than alignment to any implicit or historical staffing construct? The PWS is available to all with no competitive advantage available. The PWS is available to all with no competitive advantage available. The Government will assess proposals IAW sections L&M of the solicitation. Please use Amended Attachment J-4 for staffing.
49Please confirm that the Government will not evaluate quotations against undisclosed staffing baselines, historical labor hours, or incumbent performance data not provided in the solicitation. The PWS is available to all with no competitive advantage available. The PWS is available to all with no competitive advantage available. The Government will assess proposals IAW sections L&M of the solicitation. Please use Amended Attachment J-4 for staffing. Historical pricing may be utilized in the price analysis.
50Will vendors proposing alternative staffing constructs, automation, or process efficiencies be evaluated on merit without being assessed as higher risk solely due to deviation from an incumbent staffing model? The PWS is available to all with no competitive advantage available. The PWS is available to all with no competitive advantage available. The Government will assess proposals IAW sections L&M of the solicitation. Please use Amended Attachment J-4 for staffing.
51Can the Government provide an estimated level of effort (e.g., approximate annual labor hours or FTE range) to allow vendors to propose staffing that is both realistic and comparable? The Government recommends using 2,080 hours per Full Time Employee (FTE) for Attachment J-4.
52Are there known surge periods, peak workload cycles, or mission events that would require temporary staffing increases beyond steady-state operations?Offerors are encouraged to structure their proposal to best answer the PWS requirements within the best of their capability. It is the responsibility of the Offeror to put their best offer/FTE structure forward to meet the requirement.
53Is the estimated travel funding aligned with a specific operational tempo or staffing level, and should vendors assume travel is evenly distributed across labor categories?Travel will be conducted IAW the PWS at the request of the teams with approval from the COR. Offerors are encouraged to review the pricing summary format.
54Does the Government anticipate a transition-in period with incumbent support or knowledge transfer, and if so, how will that period be handled contractually and operationally? The Government does not anticipate a transition-in period with the current incumbent.
55Will the Government provide access to existing program artifacts (e.g., IMSs, risk registers, SharePoint structures, templates) post-award to mitigate transition risk for non-incumbent awardees? The Awardee will be given access to all templates and repositories required to perform this PWS.
56Is continuity of personnel a Government objective, or will staffing be evaluated solely on qualifications and ability to perform the PWS regardless of incumbent status?Offerors are encouraged to structure their proposal to best answer the PWS requirements within the best of their capability. It is the responsibility of the Offeror to put their best offer/FTE structure forward to meet the requirement. The Government will assess proposals IAW sections L&M of the solicitation.
57Other than the Task Order Manager and EOSF support identified in Section G, are any additional roles considered key personnel for evaluation purposes?Only Key Personnel identified in Section G.5.
58If named personnel are proposed, will substitutions prior to task order award be permitted without penalty, provided qualifications are equal or superior?Offerors may substitute non-key personnel within proper labor category and proper level qualifications before or after award. Notification to the Government is required upon and after award.
59If named personnel are proposed, will substitutions prior to task order award be permitted without penalty, provided qualifications are equal or superior?Offerors may substitute non-key personnel within proper labor category and proper level qualifications before or after award. Notification to the Government is required upon and after award.
60How does the Government weigh staffing realism versus technical approach when the two differ but both meet PWS requirements?Offerors are encouraged to structure their proposal to best answer the PWS requirements within the best of their capability. It is the responsibility of the Offeror to put their best offer/FTE structure forward to meet the requirement.
61The PWS includes a requirement for the contractor’s facility to be within 15 miles of Marine Corps Base Quantico and to provide meeting space to support Government meetings. Please confirm that a vendor’s current facility configuration at the time of proposal submission—including whether a dedicated conference room is presently available—will not be used as a basis to lower the vendor’s technical or risk rating, provided the vendor commits to meeting all facility and meeting space requirements prior to commencement of performance.Facility requirements will remain. How an Offeror chooses to propose to this requirement is at their discretion.
62The Quotation Volume Breakout at the bottom of page 31 of 40, It is stated that Volume II Past Performance has a 10 page maximum. On page 32 of 40, Table 2, Quotation Outline Table, it states that Volume II Past Performance has a maximum page count of 6 pages. Can the Government please clarify if the maximum page count for Volume II Past Performance is 10 or 6 pages?Past Performance has a 10 Page Maximum. Table 2 will be updated.
63At the top of page 35 of 40 it is stated that Volume II, Section 2.1 – Recent and Relevant Past Performance requires "any CPARs assessments related to the effort". Submitting the full CPARs for each Past Performance effort would exceed the Volume II page limit. Can the Government clarify how they want CPARs submitted and if they are exempt from the Volume II page count?Full CPARS Narratives are not required. The Vendor may provide information in accordance with Section L that is sufficient for evaluation. Contract/Task Order Numbers and associated CPARS Ratings are recommended where applicable.
64In the middle of page 30 of 40: "Vendors are strongly encouraged to carefully review the Performance Work Statement (PWS) at Section J-Attachment J.1, evaluation factors, and these instructions for submission prior to providing their written and oral response." There is no other mention of oral response anywhere else in the SF33. Can the government confirm that there is no requirement for an oral response? No Oral Responses are requested or applicable.
65The Labor Hours Proposed section of the Staffing Matrix only includes columns for the Base Period, Option 1, Option 2, and Option 3 but is missing a column for Option 4. Can the offerors insert a column for Option 4 or would the Government prefer to provide a new template?Amended Attachment J-4 includes OP4.
66In this section, at the top of page 19 of 27, it states that "The vendor shall return a completed Vendor Screening Form, Enclosure (5) of Attachment J-3, to identify all contractor personnel who will be accessing Marine Corps Base Quantico, MCSC facilities, and/or handling government assets." Attachment J-3 is the QASP, and it does not have an Enclosure (5). Can the government provide the Vendor Screening Form?Vendor Screening Form and information will be completed and submitted upon award.
67On page 12 of 40 paragraph (b) Substitution of Key Personnel, a. it states “the Contractor agrees to assign to this contract those key persons whose resumes were submitted with the proposal…” However, in section L – Instructions, Conditions, & Notices, L-2 Quotation Submission, Quotation Volume Breakout, pages 32 through 35 there is no mention of where or how Key Personnel resumes should be submitted or if those resumes count towards the Volume’s maximum page limit. Can the Government provide clarification on how they would like Key Personnel resumes submitted and if they count towards page limits?Only Key Personnel identified in Section G.5 require Resumes. Resumes will not be counted towards any page count. Names are not required for all positions. Please see Amended Attachment J-4.
68Section 7.0 states the "The Contractor shall follow the transition plan submitted and keep the Government fully informed of status throughout the transition period." However, the SF33 Section L does not direct the submission of a transition plan. Can the government confirm whether or not a transition-in plan is required with proposal submission? If so, where it should be included.Transition plans can be included in Volume I. No separate pricing evaluated. The Government does not anticipate a transition-in period with the current incumbent.
69Is there a file size limitation for the email submission?Email submissions may be limited to a maximum of 35MB. Multiple emails are allowed if required. Please ensure receipt confirmation. Late proposal submissions will not be accepted.
70Element C evaluation criteria seems to relate to evaluation of the section 1.3 Staffing Matrix. Can the Government please provide evaluation criteria for Element C, Planned Subcontracting? This effort is a total small business set aside - Any Subcontracting will be evaluated to ensure compliance with FAR 19.505(b).
71Should SF33 also be included as part of Volume III or just Volume IV?Completed SF33 is to be submitted only as Volume IV
72Instructions of details to be included for the past performance contract do not match the data required in Attachment J-6. Would the government please confirm the offeror can add additional data (such as different contact details) in the form?Full CPARS Narratives are not required. The Vendor may provide information in accordance with Section L that is sufficient for evaluation. Contract/Task Order Numbers and associated CPARS Ratings are recommended where applicable.
73Under Volume I, Section 1.1 - Executive Summary (Page 32 of 40), the Government states “An Offeror’s Quotation shall include a transmittal letter” and proceeds to list what the Transmittal Letter should include. Following, the Government states “This section shall include an overall Executive Summary that describes the significant attributes of the Offeror’s Quotation and describe the Offeror’s understanding and capability to accomplish the requirements of the contract.”

In addition, Table 2: Quotation Outline Table states that the Executive Summary is limited to 2 pages.

Is it the Government’s intent that the Transmittal Letter be located within the Executive Summary but not counted towards the page count? Please clarify.Transmittal Letter if applicable may be located within the Executive Summary and will be counted towards the page count.
74Under Page Limitations, there is no mention of Cover Pages, Table of Contents, or Acronym Lists.
