About this file
This is a Request for Information (RFI) issued by the United States Marine Corps Systems Command to identify potential vendors capable of developing a Multispectral Camouflage Overgarment (MCO). The MCO is designed to provide individual signature management for Marines by mitigating detection across visual (VIS), near infrared (NIR), and short-wave infrared (SWIR) spectrums, while suppressing thermal signatures in mid-wave infrared (MWIR) and long-wave infrared (LWIR) to reduce detection by thermal sensors. The system is intended for use by all Marines in training and on deployment, but not for routine garrison wear. The RFI is classified under NAICS Code 314999 (All Weather Miscellaneous Textile Product Mills) and PSC/FSC Code 1080 (Camouflage and Deception Equipment). The RFI number is M67854-26-I-5407, posted March 11, 2026, with a response deadline of April 22, 2026, at 5:00 p.m. EST.
Interested vendors must submit a two-section white paper with Section 1 limited to one page containing administrative information including company contact details, business type, employee count, SAM.gov UEI and CAGE codes, recommended contracting strategy (Commercial, Noncommercial, Firm Fixed Price, or Cost), facility security clearance status, GSA Schedule information if applicable, and current DoD contracts. Section 2 should describe the products and services the vendor can offer related to the MCO. Vendors seeking access to the Draft Performance Specification must complete and submit the MCSC Non-Disclosure Agreement to Ebony King (ebony.king@usmc.mil) and Shanna Laging (shanna.laging@usmc.mil). Clarification questions must be submitted by April 2, 2026, at 5:00 p.m. EST via email only. This RFI is for information and planning purposes only and does not constitute a binding procurement action or commitment to contract. All response costs are the responsibility of interested parties.
