About this file

This is a Request for Information (RFI) issued by the United States Marine Corps Systems Command (MCSC) for a Multispectral Camouflage Overgarment (MCO). RFI Number M67854-26-I-5407 was posted on March 11, 2026, with responses due by April 22, 2026 at 5:00 p.m. EST. The MCO is intended to provide individual signature management for Marines by mitigating detection across visual (VIS), near-infrared (NIR), short-wave infrared (SWIR), mid-wave infrared (MWIR), and long-wave infrared (LWIR) spectrums. Detection thresholds vary by spectrum and sensor type (ground or aerial), ranging from 50 meters to 2,000 meters for ground sensors and 10 meters to 5,000 meters for aerial sensors. The NAICS code is 314999 (All Weather Miscellaneous Textile Product Mills) and the PSC/FSC classification is 1080 (Camouflage and Deception Equipment).

The MCO must meet specific performance requirements including a minimum operational life of 90 days (threshold) to 365 days (objective), shelf life of at least 3 years (threshold) to greater than 5 years (objective), and durability through 25 (threshold) to 50 (objective) laundering cycles using standard detergents. The overgarment shall function in variable humidity and temperature conditions ranging from -40 to 140 degrees Fahrenheit, be compatible with Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) protection equipment, and weigh less than 3.5 pounds (threshold) or 2.0 pounds (objective). The garment must be a single-piece design donned and doffed within 15 seconds and accommodate the 2nd percentile female to 98th percentile male Marine. Initial Operational Capability (IOC) of 13,000 units is targeted for FY 27, with Full Operational Capability (FOC) of 61,222 units by FY 30 and transition to sustained program status in FY 31. The government anticipates a 25-week/5-month lead time for production. Responses should be submitted to Ms. Ebony King at ebony.king@usmc.mil and must include a one-page administrative section with company information and facility details, and a technical section addressing capability relative to the functional, form, and fit requirements. Questions for clarification must be submitted by April 2, 2026, by 5:00 p.m. EST via email only.

General Information Document Type Request for Information (RFI) Request for Information Number M67854-26-I-5407 Posted Date Wednesday, March 11, 2026 Response Date Wednesday, April 22, 2026 NAICS Code 314999 – All weather Miscellaneous Textile Product Mills PSC or FSC Classification Code 1080 - Camouflage and Deception Equipment

Description This Sources Sought announcement is to assist the United States Marine Corps (USMC), Marine Corps Systems Command (MCSC), Program Manager Combat Support Systems (PM CSS), Product Manager Combat Service Support Equipment (PdM CSSE) to identify potential vendors capable of developing a Multispectral Camouflage Overgarment (MCO) to meet USMC requirements. The MCO is intended to provide individual signature management for Marines by mitigating detection across the visual (VIS), near infrared (NIR), and short-wave infrared (SWIR) spectrums as well as suppress thermal signatures in the mid-wave infrared (MWIR) and long wave infrared (LWIR) to reduce the likelihood of detection by thermal sensors. MCO will serve as the individual signature management solution for all Marines in training and on deployment. The system is not intended for routine garrison wear.

Below are key requirements:

Function

• The overgarment shall provide multispectral concealment by reducing probability of detection across the Visible (VIS), Near-Infrared (NIR), Short-Wave Infrared (SWIR) spectrum and suppress thermal signatures in the Mid-Wave Infrared (MWIR) and Long- Wave Infrared (LWIR) ranges.

Spectrum Threshold

(Ground) Objective (Ground)

Threshold (Aerial)

Objective (Aerial)

• The overgarment shall provide a minimum of 90 (T), 365 (O) days of operational use, in the intended environments/conditions, while still meeting the thresholds, and a shelf life of at least 3 years, (T) greater than 5 years (O) with no degradation of performance, mold, fungus growth, or separation.

• The overgarment shall maintain full functionality and performance standards undergoing 25 laundering cycles (T) and up to 50 laundering cycles (O) using standard, non-specialized detergents.

• The overgarment, shall be fully capable in variable high humidity in a basic climate (78F to 95F, 74% to 100% Relative Humidity (RH) and hot humid climate (88F to 105F, 59% to 88% RH) conditions (T), and in temperatures ranging from -40 to 140 degrees Fahrenheit to include polar, humid temperature, dry and maritime environments (O).

• The overgarment shall be compatible with fielded Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) protection clothing and equipment (T=O)

Form

• The overgarment shall be a single-piece, generously-sized draped design constructed to provide full-body coverage, including individual gear and equipment. It shall be donned and doffed over existing uniforms and gear within 15 seconds (T=O). Multiple overgarments shall be physically linkable to expand coverage.

• The overgarment shall weigh < to 3.5 pounds (T); < 2.0 pounds (O).

Fit

• The overgarment shall fit the 2d percentile female and the 98th percentile male Marine with their Individual Approach March Load and standard combat equipment. (T=O)

Deliverables Upon completion of the limited user evaluation, a fielding decision will be made for the initial delivery orders to reach the initial operation capability (IOC) of 13,000 in Fiscal Year (FY) 27.

Full operation capability (FOC) of 61,222 is expected to be achieved by FY 30 based on current production capacity. The MCO will transition to a sustained program of record in FY 31. Final quantities and timelines are subject to validation and funding availability.

Delivery Date The Government anticipates 25 weeks/5 months lead time for this item.
