About this file

This is a Questions and Answers (Q&A) document providing Government responses to clarifications requested by potential offerors regarding the Performance Work Statement (PWS) for support services to the Product Manager Fire Support Systems (PdM FSS) and Product Manager Organic Precision Fires (OPF) portfolios under solicitation M6785426I1018.

The Q&A addresses five substantive inquiries concerning staffing, facility requirements, and operational scope. Key clarifications include: (1) onsite support at Fort Sill, Oklahoma and Aberdeen Proving Ground requires one full-time equivalent (FTE) per location for acquisition and future requirements development, with duplicative language removed from PWS Section 4.6; (2) software development occurs at a contractor facility rather than a Government DevSecOps environment; (3) the Government will provide its own transportation for tactical vehicles, with contractor shipping costs treated as other direct costs if required; (4) detailed facility specifications should reference PWS Section 8.0 regarding contractor facilities; and (5) only COMSEC storage is required, not secret-level or higher security clearance for the secure laboratory. The document is dated April 8, 2026, and indicates this information is distributed to the Department of Work community only.

1PWS Paragraphs 4.1.2.3 and 4.6 both require onsite support at Fort Sill, OK and Aberdeen Proving Ground (APG) PEO Command, Control Communications and Network (PEO C3N) / Program Manager Mission Command. Will the Government clarify if this is two FTE, one on site in each location on a full time basis, or is the onsite requirement more of a Temporary Assigned Duty (TAD) support?4.1.2.3N/AParagraph 4.1.2.3 requires one FTE per location, the requirement is to support the acquisition & future requirements development. The amended PWS removes the duplicative language from Paragraph 4.6 .

3PWS Paragraph 4.5.3.1 implies that the contractor will be required to not only drive, but also “transport Government owned tactical vehicles”. Will the Government clarify if the contractor is required to transport Government owned tactical vehicles or only arrange transport for those Government owned tactical vehicles (i.e., does the contractor need to own a fleet of flatbed tractor trailers?).4.5.3.1N/AThe Government plans to use government transportation.
