About this file
This is a Questions and Answers document for Request for Information (RFI) M67854-26-I-0199, issued by the United States Marine Corps for an Electronic Warfare (EW) system applicable to the Marine Air Defense Integrated System (MADIS) and Light-MADIS (L-MADIS). The RFI represents a new requirement with no incumbent contractor. Responding vendors should provide one consolidated document not exceeding 30 pages total, comprising an executive summary (maximum 10 pages) and technical response (maximum 20 pages). The document clarifies that while the RFI references commercial items, the Government is not imposing a firm COTS requirement; fully developed systems with high Technology Readiness Levels (TRL) that do not require development are preferred, with particular interest in systems that are Programs of Record.
The EW system must demonstrate capability to perform electronic attack operations (jamming and/or spoofing) against multiple Unmanned Aerial System (UAS) navigational modes, including RF/Command and Control (C2)/telemetry, GNSS navigation, and First Person View (FPV). While RF/GNSS jamming and spoofing capability is mentioned as a potential requirement, it is currently not a hard requirement and remains subject to change. Vendors should indicate the existence and maturity level of associated deliverables such as training packages, technical publications, Reliability, Availability, and Maintainability (RAM) data, preventative maintenance schedules, and Diminishing Manufacturing Sources and Material Substitutes (DMSMS) information within their RFI responses rather than submitting the actual documents themselves.

| RFI M67854-26-I-0199 Question and Answers | |||
| Number | Question | Government Response | |
| 1 | I am looking to confirm if there is an incumbent, or if this is a new requirement? If there is an incumbent, can you please provide the contractor name and contract number? | This is a new requirement. | |
| 2 | The RFI attachment “F-EW RFI Final.docx” mentions “Radio Frequency/Global Navigation Satellite System (RF/GNSS) jamming and spoofing” twice. Is GNSS Jamming Spoofing a required feature of the EW system or is that included as an example? | The system should have the ability to perform electronic attack (jamming and/or spoofing etc.) against multiple UAS navigational modes (RF/C2/telemetry, GNSS navigation, FPV, etc.). This requirement is subject to change but as of right now, there is not a hard requirement. | |
| 3 | The RFI attachment “F-EW RFI Final.docx” requests information on topics such as training packages, technical publications, RAM, preventative maintenance schedules, and DMSMS. Should the responding vendor provide associated documents as deliverables alongside the RFI response or just indicate their existence in the RFI response? | For the RFI, just indicate their existance. It would be helpful to have a short description of the maturity of each of these elements. | |
| 4 | The RFI instructs “respond to this RFI via an electronic technical submission of not more than 20 pages as well as an executive summary not more than 10 pages in length”. Can you clarify if two documents are required, one executive summary (not to exceed 10 pages) and one technical response (not more than 20 pages) for a total of 30 pages. Or one document comprised of an executive summary (not to exceed 10 pages) and the technical response (remaining pages, not to exceed 20 total pages). | One document comprised of an executive summary (not to exceed 10 pages) and the technical response (not to exceed 20 total pages). Total of 30 pages is allowed. | |
| 5 | The introduction and Question 10, indicate the RFI is only looking commercial items. Our offering, while already a Program of Record, is not COTS. Is direct commercial a firm requirement? | PM GBAD is looking for systems that are high TRL that does not require any development. Due to the nature of EW systems, this does not have to be commercial as the FAR describes it. Fully developed systems, particuarly those that are part of DoW Programs of Record are highly desirable. |
