COMBINED SYNOPSIS/SOLICITATION
MCAS Miramar Air Show
1. This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Marine Corps Systems Command
(MARCORSYSCOM) Program Manager Ammunition (PM AMMO) has a requirement for various brand name or equal pyrotechnics to support the Marine Corps Air Station Miramar (MCAS) Air Show.
2. This solicitation is a Request for Quotation (RFQ). The solicitation number is M67854-25-Q-5212.
This solicitation includes the following attachments:
Attachment 1: Instruction to Offerors
Attachment 2: Evaluation Procedures
3. The solicitation document and incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 2025-03.
4. The associated North American Industrial Classification System (NAICS) code for this procurement is
325920—Explosives Manufacturing, and the size standard is 750 employees. All qualified responsible sources may submit a quotation, which will be considered by the agency.
5. The contract resulting from the RFQ will be firm-fixed-price. Contract Line-Item Numbers (CLINs) will be inclusive of all associated pricing. CLINs are as follows:

7. All items shall be delivered on or before 01 August 2025 to the destination: Marine Corps Air Station
Miramar, San Diego, CA 92145-2007.
8. The evaluation criteria are set forth in Attachment 2, to this solicitation, Evaluation Procedures.
9. Quoters must be registered in System for Award Management (SAM). Quoters are to include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications— Commercial
Products and Commercial Services—Alternate I (OCT 2014), with their quotation.
10. The clause at 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial
Services (NOV 2023), applies to this acquisition.
11. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or
Executive Orders—Commercial Products and Commercial Services (MAY 2024), applies to this acquisition.

13. The Defense Priorities and Allocation System (DPAS) and assigned rating are not applicable to this requirement.
14. Quotations shall be submitted such that they will be received no later than 12:00 PM EDT on
01 July 2025. See Attachment 1, Instructions to Offerors, for detailed quotation submission instructions.
