About this file

This document is Amendment 1 to Solicitation M67854-25-Q-0510 for a social media management tool for Marine Corps Systems Command (MARCORSYSCOM). The solicitation seeks a cloud-based, browser-accessible software solution for 5-10 users minimum, with potential for additional seats, to be operated on a Marine Corps Enterprise Network device. Key requirements include: two separate departments using the tool with distinct user assignments and workflows, ability to ingest data from social media platforms, customizable reporting with department logo/brand colors, and initial virtual onboarding training with follow-on support materials.

Specific technical and operational details include: no specific cybersecurity certifications required, preference for PDF/image format analytics, open-source platform acceptable, hosting on public cloud like AWS permitted, and support hours defined as 0800-1700 Eastern Time, Monday through Friday. The tool should manage social media content for multiple platforms (Facebook, Instagram, LinkedIn) and allow for segmented content libraries, analytics, and permissions. No press release distribution, project manager, or data migration from an existing system is needed. The government will not provide incumbent information or previous licensing details.

Amendment 1 to Solicitation M67854-25-Q-0510

The purpose of Amendment 1 is to provide questions and answered as submitted listed below.

Answers provided by the Government are written in red text. All other terms listed in the Solicitation and its associated attachments remain unchanged.

1. Has Marine Corps Systems Command (MARCORSYSCOM) previously licensed a social media management tool? If so, would you be able to share the approximate cost or structure of that past license?

a. We are unable to provide this information.

2. Are there any specific past experiences and/or limitations either with a software platform or a vendor that the Government would prefer to avoid in this engagement?

a. No.

3. Will the system be expected to support any interdepartmental collaboration or multi-office access (e.g., other branches or contractors)?

a. The system will only operate within the MARCORSYSCOM team and its affiliated contractors.

4. Would the Government be open to an optional post-submission walkthrough or live demo to assist in evaluating the proposed platform?

a. No.

5. Are there any preferences regarding the format of deliverables such as onboarding materials (e.g., live sessions, PDFs, or video-based training)?

a. A live session (or multiple) is preferred for initial onboarding. Other video or web-based trainings available on an as-needed basis are preferred.

6. The solicitation notes access for “5-10 users minimum.” Could you confirm whether additional user seats beyond this range (e.g., up to 20) are welcome or if pricing needs to be strictly aligned to that range?

a. Additional seats may be offered by the quoter; however, the quote should reflect whether the price increases with seats beyond the 5-10 minimum.

7. Is a cloud-based (browser-accessible) solution acceptable, or are USMC systems required for installation/local hosting?

a. A browser-accessible solution is acceptable.

8. Are there specific cybersecurity frameworks or certifications required (e.g., FedRAMP, DoD Cloud Computing SRG IL-2 or IL-4)?

a. No.

9. Beyond exportable analytics (PDF/image format), would other formats (e.g., CSV, XLS, dashboard links) be considered compliant?

a. The preference is PDF and image formats.

10. Is integration with internal command platforms or DoD portals (e.g., USMC social media directory registration) required? If so, can you clarify which systems or data-sharing protocols are expected?

a. No.

11. Are there performance/service-level expectations for uptime, support hours (e.g., government business hours or 24/7), or response times?

a. No.

12. Can onboarding/training be included in the price and will it be evaluated as a value-added element?

a. All costs associated with the tool and related onboarding/training should be included in the proposal. Onboarding and training are expected as part of the tool.

13. Can the platform be open source and hosted on a public cloud such as AWS by the offeror?

a. Yes.

14. Will the data need to be migrated from the existing system and if so, what is the existing system, what kind of data, and how much data will need to be moved?

a. The tool should be able to ingest data currently on social media platforms (e.g., Facebook, Instagram, LinkedIn). It does not necessarily need to be able to migrate data from an existing tool.

15. Will the software be required to manage more than one brand or organizational identity within the platform? Specifically, will multiple units, commands, or departments need to be represented as distinct brands within the tool. If so, should the software support segmented content libraries, analytics, and permissions for each individual brand or organization?

a. There will be two separate departments using the tool. The tool should allow for each department to have its own users assigned, workflows, reporting, etc.

16. Will the selected software be operated or managed on a DoD network (e.g., .mil environment)? If so, are there known restrictions or technical limitations we should be aware of regarding the deployment, integration, or ongoing support of a Commercial Off- The-Shelf (COTS) solution within a DoD environment?

a. The selected tool should be operable on a Marine Corps Enterprise Network (MCEN) device.

17. Is there a requirement for on-premise hosting, or will cloud-based SaaS solutions be acceptable?

a. Cloud-based will be acceptable.

18. Is there any specialized or custom reporting that will be required?

a. Yes, the tool should have the availability to make and export reports.

Customizable report, e.g., those that allow for inputting a department logo or brand colors, are preferred.

19. Is there any software training that be required from the selected contractor? If so, any parameters around frequency, duration, etc.?

a. The vendor should provide an initial onboarding training to the team. There should also be follow-on trainings available in formats such as videos, self-paced classes, or helpdesk support.

20. Can you please provide the incumbent information and contract number(s), value(s), and period(s) of performance, if applicable?

a. We are unable to provide this information.

21. After the kickoff would the agency need training for staff/users? Would virtual training be sufficient or do you prefer in person training?

a. The vendor should provide an initial onboarding training to the team. Virtual training is sufficient

22. Will this requirement require a Project Manager?

a. No.

23. Is the help desk support required 24/7?

a. Support is required at least between 0800 – 1700 Eastern Time, Monday through Friday

24. Will the agency require Press Release distribution?

a. No.

25. Is there an incumbent currently providing these services?

a. We are unable to provide this information.
