About this file

This Performance Work Statement (PWS) details the Marine Corps Systems Command's requirement for a cellular signal booster system to be installed across six buildings at the Quantico, VA facility. The project involves enhancing indoor cellular signal strength by capturing, amplifying, and redistributing weak outdoor signals, with the primary objective of ensuring reliable cellular communication that meets specified performance metrics. The targeted buildings include facilities on Williams Street, Corporate Drive, Gilbert Street, Shupe Street, and Sherwood Drive, ranging from single-floor to three-floor coverage.

The contractor will be responsible for conducting a pre-installation survey, provisioning equipment, performing installation, testing, and commissioning, and providing comprehensive documentation and training. Key deliverables include a site survey report, installation completion report, test results, user documentation, and a training session. Technical requirements mandate FCC-certified equipment supporting 4G LTE and 5G frequency bands, with specific performance standards including a minimum signal strength improvement and interference-free operation. The solicitation emphasizes precise installation protocols, including optimal antenna positioning, cable routing, and adherence to manufacturer guidelines, with a focus on creating a uniform, improved signal distribution across the designated indoor areas.

Cellular Signal Booster System Performance Work Statement (PWS)

1. Introduction

The Assistant Chief of Staff Information Technology, Marine Corps Systems Command (MCSC) has a requirement for a cellular signal booster system. This Performance Work Statement (PWS) outlines the requirements for the installation of a cellular signal booster system designed to enhance indoor signal strength by capturing weak outdoor signals, amplifying them, and redistributing an improved signal indoors. The objective is to ensure a reliable cellular communication environment that meets or exceeds specified performance metrics. The buildings requiring signal boosters are:

• 2202 Williams Street Quantico, VA 22134 – entire building (3 floors)

• 1000 Corporate Drive Stafford, VA 22554 – 1st floor only

• 24017 Gilbert Street, Quantico VA 22134 – entire building (2 floors)

• 2204 Shupe Street Quantico, VA 22134 – entire building (2 floors)

• 2207 Sherwood Drive Quantico, VA 22134 – entire building (3 floors)

• 2203 Sherwood Drive Quantico, VA 22134 – entire building (3 floors)

2. Objectives

Contractor shall provide and install the cell phone boosters such that the following is achieved:

• Signal Enhancement: Achieve a minimum defined dBm improvement (to be determined during the site survey) for cellular voice and data services.

• User Satisfaction: Deliver a fully commissioned system with demonstrable performance improvements and provide training/documentation for end users.

• Quality and Safety: Adhere to best practices and quality assurance protocols during installation, testing, and documentation.

2.1 Specification

• The below table depicts the cellular signal booster specification for the following buildings:

o 2202 Williams Street Quantico, VA 22134 – entire building (3 floors) o 24017 Gilbert Street, Quantico VA 22134 – entire building (2 floors) o 2204 Shupe Street Quantico, VA 22134 – entire building (2 floors) o 2207 Sherwood Drive Quantico, VA 22134 – entire building (3 floors) o 2203 Sherwood Drive Quantico, VA 22134 – entire building (3 floors)

• The below table depicts the cellular signal booster specification for building 1000 Corporate Drive - 1st floor only

3. Scope of Work

Contractor shall perform the following:

3.1. Pre-Installation Survey

• Conduct an initial survey using calibrated signal strength meters (or smartphone field test modes) to record dBm readings.

• Document baseline signal levels and determine target improvement thresholds.

3.2. Equipment Provisioning

• Review and verify all components to ensure they match the project specifications.

• Replace or order any missing or non-compliant parts before installation proceeds.

3.3. Installation

• Outdoor Installation: Mount the antenna securely on the exterior; utilize weatherproof materials and ensure proper grounding.

• Cable Routing: Route coaxial cables through approved entry points (e.g., wall penetrations using proper cable glands) with minimal signal loss.

• Indoor Installation: Position the booster unit and internal antenna(s) to distribute the stronger signal uniformly across the designated area.

3.4. Testing and Commissioning

• Perform a “soft install” initially to confirm proper connections without permanent mounting.

• Complete the final installation once acceptable signal gain is confirmed.

• Document the results with a final report comparing pre- and post-installation dBm readings.

3.5. Handover

• Provide training to the facility’s designated personnel regarding system operation and basic troubleshooting.

• Deliver complete documentation including the installation report, user manual, warranty details, and maintenance guidelines.

4. Technical Requirements

• System Specifications:

The booster and associated components must support the required frequency bands (e.g., 4G LTE, 5G, or other applicable technologies).

Equipment must be FCC certified and conform to local technical standards.

• Performance Standards:

A specific minimum improvement in signal strength (expressed in dBm) must be achieved based on initial survey data.

The system shall operate efficiently in both voice and data modes without causing interference.

• Component Installation:

Outdoor antennas shall be mounted at a location that maximizes line-of-sight to the nearest cell tower.

Indoor antennas must be positioned for optimum coverage while minimizing potential dead spots.

All mounting, drilling, and cable-routing work shall adhere to manufacturer guidelines and best practices.

5. Deliverables

Contractor shall provide the following deliverables:

5.1 Pre-Installation Survey:

Perform a detailed site survey to establish baseline signal strength outdoors and indoors.

Identify the optimal location for the outdoor antenna based on dBm readings and signal quality.

CDRL A01 - Site Survey Report

5.2 Installation and Commissioning:

Install the outdoor antenna in the location with the strongest available signal.

Route and secure coaxial cables—taking care to maintain signal integrity (e.g., minimizing cable lengths and avoiding unnecessary bends).

Install the indoor unit and antenna(s) to distribute the boosted signal throughout the coverage area.

Commission the system by calibrating the booster and conducting pre- and post-installation tests to document improvements.

CDRL A02 - Installation Completion Report CDRL A03 - Test Results

5.3 Handover and Documentation:

Provide a complete test report, user manuals, warranty documents, and training on basic troubleshooting procedures.

CDRL A04 - User Documentation CDRL A05 - Training Session
