About this file

This document is a Request for Information (RFI) for the Training Analysis Evaluation Product (TAEP) issued by the United States Marine Corps. The solicitation (M67854-25-I-8039) is a 100% Total-Small Business Set-Aside opportunity with a planned contract structure of one 12-month base period and four 12-month ordering periods. The scope is expanded beyond front-end analysis and will include training system evaluations, potentially covering legacy and emerging technology training systems.

Potential performance locations include Continental United States, Japan, and Hawaii. The government will issue a separate Request for Proposal (RFP) with more detailed contract specifications, including a more comprehensive Performance Work Statement (PWS). Key details from the vendor Q&A reveal that the contract's scope is broad, and the government does not anticipate needing to add new rating criteria beyond the initial PWS. An anticipated ceiling value exists, though the specific amount was not disclosed in the RFI document.

Vendor Question(s) Govt Response

1Does the Govt anticipate the scope and value of will remain relatively consistent,
or is an expanded scope expected? The scope is expanded as the new contract is not restricted to just Front-End Analysis.
2Do you foresee a need for flexibility during the period of performance that might require adding new ratings to the FEA as requirements evolve? This requirement includes training system evaluations.

I don’t believe we will need to add new ratings as the PWS is very broad in the scope of the work to be performed.

3What is the expected period of performance? There will be one-12 month Base period and four-12 month Ordering Periods
4Do you expect this to be an 8(a) Competitive Award or a directed award? This requirement is a 100% Total-Small Business Set-Aside, but will be competed
5Is the government planning on this contract being an IDIQ?This RFI is a request for the vendor's capabilities statement. A separate Request for Proposal (RFP) will be issued at a later date to identify the contract type.
6Is there an anticipated ceiling value?Yes.
7For our company to explain and address the details of each bulletized FEA task area in the RFI, we request a larger page count. Will the USG permit a 20 page submission? This RFI is a request for the vendor's capabilities statement. A separate Request for Proposal (RFP) will be issued to allow for a larger page count.
8Can the government share a PWS/SoW that includes more detail(s) of the tasks
described in Section 1.1 "Capabilities Description" of the RFI Document? This RFI is a request for the vendor's capabilities statement. A separate Request for Proposal (RFP) will be issued at a later date with a more detailed description of the work required for performance of contract.
9What is the place of performance for this TAEP work? The location for performance of contract will be designated at the time of contract award. Potential locations included inside the Continental United States, Japan, and Hawaii.
10Section 1.1 of the RFI notes that evaluations will be performed on training systems. Can the government provide information on the specific "training systems" that will be evaluated? The training systems could be legacy training systems, but it is more likely these evaluations will be on new training systems and emerging technologies.
