About this file

This Request for Information (RFI) seeks market research for Training as a Service (TaaS) for the Advanced Small Arms Lethality Trainer (ASALT) to support United States Marine Corps marksmanship training. The Marine Corps Systems Command is looking for a contractor to provide a turnkey ASALT training solution across multiple bases, including locations in North Carolina, Virginia, California, Hawaii, and Japan. The desired capability includes training systems with hardware and software, operators, maintenance support, and comprehensive training services that can simulate environmental, physical, and psychological stressors during live-fire training scenarios.

Interested contractors must submit a 10-page or less capabilities statement package by 3:00 p.m. Eastern Time on August 14, 2025. The package should detail the company's technical skills, experience with marksmanship training systems, ability to train military personnel, and prior relevant contract experience. The NAICS code for this opportunity is 611519 (Other Technical and Trade Schools). The RFI emphasizes the need for a system that can provide reliable measurements of individual and collective marksmanship performance, including target acquisition, decision-making skills, and comprehensive after-action reviews. This is a market research effort only, and no contract will be awarded directly from this RFI.

Background:

The Government is seeking information from interested contractors to support the Advanced Small Arms Lethality Trainer (ASALT) Training services to augment United States Marine Corps (USMC) Marksmanship Lethality training capabilities.

The Marine Corps Rifle Squad’s mission centers on defeating the enemy through fire and maneuver or repelling attacks with close combat. Recognizing the critical role of skilled small units, the Marine Corps prioritizes both individual and collective marksmanship. Building on the ethos of “Every Marine is a Rifleman”, the Corps continually seeks to enhance rifle proficiency.

Recent efforts, including the 2024 Marksmanship Campaign Plan (MCP) and the Infantry Marksmanship Training Program, leverage innovative training methods to address identified capability gaps and ensure Marines are prepared to deliver lethal rifle fire in combat.

Synopsis:

Program Manager, Training Systems (PM TRASYS), Marine Corps Systems Command (MARCORSYSCOM) is conducting market research for potential sources for Training as a Service (TaaS) (contractor owned and contractor operated) contracting approach for Advanced Small Arms Lethality Trainer (ASALT) Training Services to augment United States Marine Corps (USMC) Marksmanship Lethality training capabilities.

The contractor shall provide turn-key ASALT training services which includes ASALT training systems (inclusive of all required hardware and software), ASALT operators, maintenance support, and management of all ASALT system hardware, software, and contractor ASALT personnel.

Potential locations include Marine Corps Base (MCB), Camp Lejeune, NC; MCB, Quantico, VA;

MCB, Camp Pendleton, CA; MCB, Kaneohe Bay, HI; MCB, Okinawa, JPN (Camp Butler); and Marine Corps Air-Ground Combat Center, Twentynine Palms, CA.

The North American Industry Classification Systems (NAICS) Code contemplated for use is 611519 – Other Technical and Trade Schools.

Required Capabilities:

PM TRASYS seeks information on the feasibility and capability of contractors to provide turn-key ASALT training services to successfully perform the following requirements:

a. Perform a site survey at the exercised ASALT locations after contract award.

b. Provide a turn-key ASALT with an approved DoD authority to operate (ATO) package.

c. Provide a turn-key ASALT comprised of operations and maintenance support, with contractor ownership and management of all system hardware and software. The Government will provide Government facilities at each exercised ASALT location. The contractor shall provide personnel to operate the system and instruct Marines on leveraging system capabilities to support unit training plans, proper conduct of both stationary and moving marksmanship drills, and will provide feedback to participants on execution of scenarios, including, but not limited to: marksmanship data, including time to complete the drill, number of hits and misses on targets, target identification, and any other performance metrics requirements. All instruction on marksmanship techniques must be in compliance with Infantry Marksmanship Training Program (IMTP) curriculum, technique, and methods.

d. Provide a turn-key ASALT capability that meets or exceeds System Safety requirements.

e. Provide a turn-key ASALT capability that provides reliable and valid measurements of individual and collective marksmanship and tactical performance including (but not limited to) target acquisition, marksmanship skills, and critical decision-making/problem solving skills. Contractor shall provide evidence of high reliability (e.g., internal consistency, test-retest), validity (i.e., convergent and discriminant validity), and methodology/procedures of system measurements. If no data exists, then the contractor will provide a robust methodological framework of how measurements will be assessed for reliability and validity. Reliability and validity information on all non-marksmanship related measurements provided in the system which may include (but not limited to) cognition (e.g., perceptual acuity, attention, working memory, decision-making, etc.) and physiology (e.g., stress responses, workload, etc.) will be provided by contractor. If no data exists, then the contractor will provide a robust methodological framework of how secondary measurements will be assessed for reliability and validity. All data will export to easily transferrable and readable file formats (e.g., .txt, .csv, etc.).

f. Provide an ASALT capability comprised of screens, projectors (or virtual reality (VR) / augmented reality (AR) components), computers, software, simulated weapons and conversion kits, equipment, and instructors / operators. The capability shall be comprised of flat and 180–360-degree screens (or AR/VR components) that must create an immersive environment conducive to marksmanship training. The contractor shall determine the final station layouts (ASALT PWS (draft) notional station layouts, Figures 2, 3, and 4). The intent of system is to accurately measure Marine’s hit probability, speed, ability to identify targets, process information, etc. during USMC training events. The ASALT system shall simulate environmental, physical, and psychological stressors present during associated live-fire trainings and scenarios.

g. Provide After Action Reviews (AARs) to training audiences. The AARs will assess both individual and collective task performance (including, but not limited to, to the metrics (see ASALT PWS (draft) paragraph 5.1.e) and training completed. Scoring metrics and evaluation measures shall be able to be compared between trainees and groups and in compliance with any guidance provided by USMC stakeholders. The AAR shall display immediately and provide take-home feedback to the training audience. The intent is to allow lessons learned to be available to training audiences and incorporated in future training events outside of the ASALT system.

h. Provide an ASALT capability that allows for system updates/upgrades to maintain weapons concurrency and seamlessly integrate future weapons or requirements into the ASALT system as deemed by the Marine Corps and updated MCPs.

i. Provide detailed training usage data, including, but not limited to, number of shooters who utilized the system, individual training day / time data, and marksmanship data captured over time at the individual and collective level to support cost benefit analysis, simulator performance vs. live-fire performance.

Note: The above summary of ASALT capabilities requirements is not intended to be a comprehensive or exhaustive list of all requirements. Interested contractors should carefully review the provided RFI document(s) and submit responses that fully address all requirements.
