About this file
This document appears to be a Request for Information (RFI) regarding the Marine Corps Enterprise Networks (MCEN) Event Management System. The RFI seeks industry input on the best solution to meet the Marine Corps' requirements for monitoring events on the MCEN network. Key details include:
The solution must be capable of capturing telemetry data to enable performance monitoring, as well as discovering, monitoring, and remediating network vulnerabilities. It must also have autonomous syncing and offline capabilities. While the Marine Corps plans to adopt SolarWinds as the event management solution, this RFI is intended to gather industry feedback to help the agency procure the best value solution. Respondents are asked to provide estimates, not firm fixed price quotes, at this time. Facility clearance is not required to respond to the RFI, but would be needed prior to contract performance. The current USMC incident ticketing tool is the BMC Remedy suite, which the selected solution must integrate with.

| Question | Government Response | |
| Is there an estimated value associated with the RFI M67854-24-I-4964? | There currently is no estimated value associated with the RFI M67854-24-I-4964. | |
| Concerning Table 1, "The solution shall be capable of capturing telemetry that enables derivation of behavioral and attitudinal performance indicators" | ||
| Is there a separate hardware or software module that collects, monitors, and reads the telemetry data? If so, can this module be controlled/communicated by a Software or Hardware interface? | Yes, there is a requirement for the solution to provide device-specific telemetry data to the Enterprise Ticketing System. |
There is not a pre-existing module that this telemetry data will be integrated with. The General requirements section of the RFI states: “Proposed Consolidated Solution: Where practical, a single solution that integrates all requirements should be implemented. The solution shall be capable of capturing telemetry that enables derivation of behavioral and attitudinal performance indicators.”
The vendor should be capable of providing the interface to their own module, whether it is software or hardware based.
| There are a number of references to Windows-related services/features (e.g., WMI) to be utilized and/or monitored. Are there any specific services/features needed for Linux or MacOS devices? What about mobile devices? | There are no specific services or features called out for Linux or MacOS devices. Due to the prevalent usage of Microsoft on the network, specific reference has been made to their capabilities. | |
| On page 14 of the RFI there is a requirement “The solution shall create incident, problem, and change (Event) records within the USMC Incident Ticketing Tool”. Are details on this ticketing tool available? It seems this is existing technology, so our solution should make accommodations for it as opposed to the ticketing system making accommodations for our solution. | The current USMC Incident Ticketing Tool is the BMC Remedy suite. These types of integrations are typically completed using an Application Programing Interface between the two vendors. | |
| It is noted that work will be accomplished primarily at Govt facilities and that secret facility clearance is needed. | ||
| a. | Can this be obtained post award, or is this a requirement to participate in supplying an offer? | |
| b. | Is it a requirement for each individual that would work on the project? | |
| This RFI is not a solicitation and no clearance is required to respond to it. Clearance requirements in any subsequent solicitation, if one is issued, will be specified in that solicitation. For planning purposes, a clearance is not typically required to submit an offer, but all individuals will need a clearance prior to supporting any subsequent performance. Failure to obtain necessary clearances prior to commencement of performance for any award may be grounds for termination of that contract. | ||
| For costing, are you looking for a firm fixed price quotation with a specific validity, or an estimate? | At this time we are only looking for an estimate. | |
| It is my understanding the Marine Corps plans to adopt SolarWinds as their solution for event management. Can you articulate the purpose of this RFI? Vendors are spending corporate dollars to put together a response and it appears on the surface the Marine Corps has already decided. | The purpose of this RFI is for industry to provide their input on the best solution set to meeting the Marine Corps' requirements for MCEN Event Management System (MEMS). The Marine Corps will always procure and implement the best value solutions in terms of operational functionality within existing resource constraints; responses to this RFI provide information that helps the Marine Corps to achieve these goals. |
