About this file

This document is a Request for Information (RFI) issued by the United States Marine Corps for the Ultra-Light Tactical Vehicle (ULTV) contract. The RFI is seeking information from industry to assess the marketplace and identify vendors capable of manufacturing, delivering, and providing sustainment support for a four-passenger off-road wheeled tactical utility vehicle that can be mission-configured for various roles such as casualty evacuation, logistics, and electronic warfare. The vehicle must be internally transportable within the MV-22 and CH-53E/K aircraft and provide an exportable power capability. Interested vendors are requested to provide an executive summary of no more than 15 pages describing their product, technical characteristics, training, and spare parts support capability. Responses must include company information, past performance, and feedback on the technical specifications provided. The Government is not accepting proposals at this time and will not be responsible for any costs incurred in responding to the RFI. Questions must be submitted by September 13, 2024, and the RFI response is due by the same date.

Industry Inquiry / Question Government Response

1 Is it possible to send via e-mail the requested documents Respondents who are interested in this requirement are requested to provide both the Contracting Officer, Brittany Olin, and Contract Specialist, Angela Ferdinand, a white paper submission that identifies the vendor/company’s capability to provide the support detailed in the RFI. Please ensure to submit all requested information in accordance with the RFI posting paragraphs 2.0 (Requested Information) and 3.0 (Response) in order to be considered. White Papers should be submitted via email, and in accordance with the RFI.

The RFI can be found on Sam.gov by searching Notice ID: M67854-24-I-0128.

All submissions can be addressed to Brittany Olin, at brittany.olin@usmc.mil, or Angela Ferdinand, angela.ferdinand@usmc.mil, via email. No questions and/or white paper submissions will be accepted after 13 September 2024, at 1600 Eastern Time.

2 Are you insisting on the 15 page, or prefer a very detailed comprehensive info that will allow you to literally view in form of pictures and drawings your request ? The Government is requesting all RFI responses not exceed 15 pages. If a vendor should choose to submit more than 15 pages, the Government will only read the first 15 pages of the white paper/capability submission.

3 1. Dimensions of the Cargo bay of the specified aircraft.

2. Fuel requirements. Are these to be diesel engines or does a Gas engine work for this?

1. Dimensions of the Cargo bay of the specified aircraft.

L = 250” W = 60” H = 60”

2. The fuel requirement is Diesel.

4 1. Is this a NEW opportunity?

2. Are you looking for a NEW supplier that can offer:

a. More payload capacity

b. More releasable vehicle

c. Add powers

d. More stable (Roll over)

3. Will it be possible to arrange a visit to your office so that I can show you or present?

1. The Government is currently undergoing Market Research to determine Industry interest and capability. There is the potential of this Market Research to developed into a new requirement in the near future.

2. Per the RFI, “Vendors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirements are invited to respond to this RFI via a submission of an executive summary on 8 ½ x 11 in paper, no more than 15 pages in length, using 12-point font describing product summary, complete technical characteristics, and training and spare parts support capability. All responses must include the following information:…. 6. Information paper providing capabilities and relevant past performance.” All interested vendors are encouraged to apply and submit a white paper/capability statement in accordance with the RFI announcement.

3. The Government is strictly collecting Market Research as this time and surveying Industry interest. The Government will not be hosting on-site visits, presentations, and or phone/TEAMs calls for vendors.

5 RFI reference #6) Information paper providing capabilities and relevant past performance. Can you please clarify? Is the “information paper” included in the 15-page Executive Summary? It’s not clear if this is a separate paper to be provide in addition to the 15-page Executive Summary document or if it is to be considered part of the 15-page total.

1. The Government’s reference to the Information Paper (item #6 listed under 3.0 Responses) providing a vendor’s capability and relevant past performance is included in the 15-page Executive Summary page count. Please do not submit these as separate pages outside the Executive Summary requested. The Government is requesting all RFI responses not exceed 15 pages in totality. If a vendor should choose to submit more than 15 pages, the Government will only read the first 15 pages of the white paper/capability submission.

6. Information paper providing capabilities and relevant past performance.”

6 Currently, we ONLY offer Gas operated vehicles, would you consider purchasing or evaluating a vehicle that does not take Diesel?

The Government encourages all vendors interested in this requirement to respond in accordance with the RFI (#M67854-24-I-0128) as we are currently gathering as much information from Industry as possible. The current vehicles and anticipated future requirement would be for Diesel operated vehicles.

7 We work with a network of Auto transportation, Open deck, and Enclosed trailer carriers, and ship nationwide. Can we submit a white paper? The RFI for the current effort is to identify a vendor capable of vehicle manufacturing. The shipment of goods is a very small part of what the Government is seeking at this time. The expectation is that the manufacturer will coordinate with the Government for shipment of the final product.

8 In regards to the ULTV RFI (Notice ID: M67854-24-I-0128), will this program accept an equivalent item for the field installable weapon mounting section? The current document very specifically outlines an MSG product (SA-12 and SA-20) in that section. Our product, although cheaper, lighter, and an overall better product, would be considered an equivalent to what is listed in the document.

The intent of the reference in the RFI was meant as an example of a capability of interest that may interface with the vehicle platform and not endorsing a specific vendor. That said, the purpose of the RFI is to perform market research for potential vendors capable of manufacturing and delivering the Ultra-Light Tactical Vehicle (ULTV) and not to seek sources for ancillary components.

9 I was hoping we could connect for a quick call to discuss how we might participate in this tender. The Government is not hosting phone calls and/or TEAMs calls with interested vendors at this time. The Government appreciates your interest in the ULTV RFI (#M67854-24-I-0128). Respondents who are interested in this requirement are requested to provide a white paper submission that identifies the vendor/company’s capability to provide the support detailed in the RFI.

The RFI can be found on Sam.gov by searching Notice ID: M67854-24-I-0128.

Questions or comments regarding the RFI notice may be addressed to Brittany Olin, at brittany.olin@usmc.mil, or Angela Ferdinand (Cc’d above), angela.ferdinand@usmc.mil, via email only.
