SUMMARY OF CHANGES
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
INSTRUCTION TO OFFERORS
L.1 GENERAL INSTRUCTIONS.
The intent is to award a single Indefinite Delivery/Indefinite Quantity (IDIQ) under the Authority of Federal Acquisition Regulation (FAR) Part 15 to an Offeror who represents the Best Value to the Government.
As prescribed by FAR 52.215-1, the Government may award on the basis of initial offers received without conducting discussions. Therefore, each proposal should contain the offeror’s best terms from a business and technical standpoint.
a. Offerors shall submit only one proposal in response to this solicitation.
b. A concise and comprehensive proposal is required. Organization, clarity, accuracy of information, relevance, and completeness are of prime importance. The proposal shall be complete and clear in all respects without the need for additional explanation or information. The Government will confirm the offeror's facility security clearance.
c. Unnecessarily elaborate proposals beyond that sufficient to present a complete and effective proposal are not desired. Offerors shall confine their submission to essential matters, sufficient to define their offer, and provide an adequate basis for evaluation. Likewise, Offerors are cautioned against general, vague, or unsubstantiated statements, which prevent or render difficult the Government’s evaluation of the proposal. Statements such as "we understand," "will comply," "standard procedures will be used" or "noted and understood" without supporting narrative to define compliance are generally insufficient responses. Moreover, the Government will generally not assume that an Offeror possesses a capability, understanding, or commitment that is not specifically delineated and supported in its respective proposal. A concise and comprehensive proposal is required.
d. In addition, any proposal that is evaluated to be unrealistic in terms of program commitments, including contract terms and conditions, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and requirements of the program, may be rated as unacceptable. Proposals should not merely restate the RFP requirements and must contain a complete technical approach to meet the requirements of the PWS.
e. Offerors must carefully read, understand, and provide all the information requested in Section L. If there are questions concerning Section L, request clarification from the Contracting Officer in writing, in accordance with Section L.2. A proposal that fails in any respect to follow the instructions in Section L or to provide the data and information required in Section L may be deemed unacceptable for award.
f. Offerors shall provide pricing for all Contract Line Item Numbers (CLINs) for the first Task Order set forth in this solicitation, The Travel and Material CLINs, which are the Other Direct Cost (ODCs) do not require pricing.
g. The Offeror shall not include classified material in any proposal section.
h. A ceiling on the number of pages in the proposal has been imposed, as indicated in the paragraphs below. In the event that an Offeror exceeds the maximum page limitations provided below, the Government will evaluate only the pages that comply with the maximum number prescribed (starting with page one and continuing until the maximum number is reached). The following will not be counted towards the proposal page limitations if they are not on the same page as the technical narrative: Title page, table of contents, acronym list, PWS requirements matrix (cross reference matrix), glossary, and OCI mitigation plan.
i. Proposals shall be valid for a minimum of 180 calendar days from the date for receipt of proposals.
j. Proposals for the Joint Intermediate Force Capabilities Office (JIFCO) shall be provided to the Government NOT LATER THAN 2:00 P.M, local time, Quantico, VA on June 2, 2022. The Government requires three hard copies of the proposals and one electronic copy.
Offerors shall submit three (3) hard copies and one (1) electronic copy of their proposal. Offerors shall submit three hard copies via FedEx, UPS, or USPS to the following address:
Joint Intermediate Force Capabilities Office ATTN: Phoenix SSEB, c/o JIFCO Security Office 3097 Range Rd.
Quantico, VA 22134

The Small Business Participation Plan shall not reference the Subcontracting Plan or any other volume for information; all information required within the Small Business Participation Plan must be contained within the tab for that element. The Government will consider:
a. The extent to which such firms, as defined in FAR Part 19, are specifically identified in proposals;

Category Percentage of Total
Subcontracting Goals
Small Business (including Veteran Owned, HBCU/MI & Ability One
Small Disadvantage Business 5 Women Owen Small Business 5 Service Disable Veteran Owned Small Business

If no opportunities exist for HBCU/MI, indicate so. If relationships exist that may be suitable depending on the Task Order, describe these relationships.
The Government must be able to verify that each percentage is based on the value of the total acquisition. For the purposes of this factor, small business Offerors shall use a value of $48M for the “Total Acquisition Value” (TAV) when calculating their goals and dollar values and unrestricted Offerors shall use $48M for the TAV. The TAV amounts shall only be used for calculating small business participation goals for this factor and shall not be considered minimum guarantees, ceiling amounts, or estimates for pricing purposes.
This Small Business Participation Plan is for the overall Contract and will apply to each resultant Task Order issued unless individually negotiated at the Task Order level.
A Small Business Participation Proposal Format is included at Attachment 6.
Small Business Subcontracting Plan -

The cost breakdown must be consistent with your cost accounting system and with the data provided in the Basis of Estimates (BOEs). Any discrepancies between data from the Cost/Pricing Workbook and BOEs must be explained.
The Offeror shall provide the most current direct labor rates that are in effect at the time of proposal submission, consistent with any applicable, Forward Pricing Rate Proposal (FPRP), Forward Pricing Rate Recommendations (FPRR), Forward Pricing Rate Agreements (FPRAs), Collective Bargaining Agreements (CBAs), and Area Wage Determinations (AWDs). The Offeror shall provide three years of incurred rates for each proposed indirect rate (e.g.
overhead, material handling, fringe) and G&A rate compared against projected rates for the same years.
The offeror’s price proposal should include a breakout of the proposed labor categories and the rates for each category.
For all line items (except Travel), the Offeror shall submit a cost breakdown (showing estimated labor hours, categories, rates, material, etc.) associated with each cost line item. Each breakdown must sum to the cost of the line item. See Attachment 10 in Section J.
Offerors shall not submit separate labor rates or estimated costs for future cost-reimbursement work. The Government has determined it will not establish rate caps for future cost-reimbursement work at the ID/IQ Contract level, and as such, any evaluation of proposed cost-reimbursement labor rates or other cost elements at the ID/IQ level would not be an indicator of future costs. However, cost realism analysis will be conducted at the Task Order 1 level and the Government will establish a probable cost of performance. The government will use probable cost in its evaluation to determine the best value. Estimated costs for future individual cost-reimbursement Task Orders will be evaluated at the Task Order level and will be subject to cost realism analysis at that time.
