| Number | Section | Question | Answer |
| 1 | Section B.1 | Is the maximum amount that the Government can order spanning the entire 66 months set at $15.5M or is the maximum amount by period of performance? | As stated in B.1 Minimum/Maximum, "This contract is a dollar based Indefinite Delivery / Indefinite Quantity type contract with an ordering period of 66 months" therefore, the maximum total of $15.5M is spanning over the entire 66 months. |
| 2 | Section L | L.4, A, Factor 1, Government asks the offerors to propose labor categories. The required work and associated labor is indicative of SCA compensated employees (hourly nonexempt). There is no reference to the SCA/SCLS FAR Clause 52.222-41 in the Solicitation. Is it the government’s intent to include the SCA Wage Determination for the U.S.-based areas of performance? | The Government has determined that the Service Contract Act does NOT apply for this requirement. |
| 3 | Section L | Paragraph L.4 B, Factor 3 – Price first bullet makes reference to J1 Exhibit ELINS. Please provide the reference document; documents posted on 12/14/2020 to BetaSam did not include reference to ELINS. Please clarify. | There is no requiremnt for ELINs or the ELIN exibit. See Amendment 1. |
| 4 | Section L & M | L.4. A. Factor 1, 1. b. and M.2. second paragraph makes reference to Personnel Security and Facility Clearance Levels. PWS paragraph 6.1.1 indicates that the work is unclassified. What is the required Personnel and Facility Clearance Level for this solicitation? | See Amendment 1 |
| 5 | Section M | M.3 Factor 3, first paragraph references an Attachment “11” that is not mentioned in Section J nor posted on BetaSam. Please clarify. | See Amendment 1 |
| 6 | Section L&M Past Performance | Section L: The relevance of the prior efforts to the requirements in this Solicitation, based on the degree of similarity between the two, in terms of size, scope and complexity. |
Section M: how similar the past performance effort is to the effort being solicited in terms of scope of work, magnitude, and complexity.
1. Is size and magnitude the same?
2. What does size and magnitude evaluate (number of employees, dollar value, geographical employee base, etc.)?
| See Amendment 1 | |||
| 7 | L.1.j | Paragraph states that “CD copies of the proposal.” However, in Section L.3 no mention of CDs is found. How many CD copies are to be provided with the proposal? | No CDs are required. See Amendment 2 |
| 8 | L.3 | How many paper copies of the proposal sections is to be provided? | None. See Amendment 2 |
| 9 | L.3 | The table in L.3 indicates that Factor 1 is Technical Approach and Factor 2 is Price Proposal. However, L.4.A indicates that Factor 1 is Technical Approach and Factor 2 is Past Performance. Are the one (1) page descriptive summaries described in this section to be included in the Technical volume as Factor 2 and do they count against the 20-page limit (17 pages for Technical and 3 for Past Performance or 20 pages for Technical and 3 for Past Performance)? | The one page descriptive should be included in the technical volume. They do not count against the page count. |
| 10 | M.2 | Second paragraph indicates the Government will reject proposals from further consideration for award if the proposal does not affirmatively indicate the Offeror and proposed subcontractors have the required current Facility Clearance. However, there was no DD254 issued with the solicitation. Please provide a DD254 with the Facility Clearance level required. | See Amendment 1 No DD 254 required for a level 1 |
| 11 | M.3 | Evaluation Factors indicate Factor 1, Technical Approach, Factor 2, Past Performance and Factor 3, Price and Compensation for Professional Employees. However, Section L.3 indicates that Factor 2 is Price Proposal. Please clarify. | Factor 2 is past performance and factor 3 is price |
| 12 | M.3 | Factor 3 indicates that the Government will also evaluate the Offeror’s Compensation Plan for Professional Employees in accordance with FAR 52.222-46. FAR 52.222-46 indicates that Professional Employees are defined in 29 CFR 541, specifically 541.300. In 541.300 it defines Professional Employees as requiring knowledge of an advanced type in a field of science or learning customarily acquired by a prolonged course of specialized intellectual instruction; or requiring invention, imagination, originality, or talent in a recognized field of artistic or creative endeavor. Neither the PWS nor the LRC SOP indicate that the Senior Network Lead or Learning Resource Center Facilitator are Professional Employees. Please identify the changes in the PWS or SOP that now classify these as Professional Employees. | FAR Part 22.1102 Definition, States: "Professional employee, as used in this subpart, means any person meeting the definition of "employee employed in a bona fide . . . professional capacity" given in 29 CFR541. The term embraces members of those professions having a recognized status based upon acquiring professional knowledge through prolonged study. Examples of these professions include accountancy, actuarial computation, architecture, dentistry, engineering, law, medicine, nursing, pharmacy, the sciences (such as biology, chemistry, and physics, and teaching). To be a professional employee, a person must not only be a professional but must be involved essentially in discharging professional duties." |
| 13 | M.3 | If these positions are intended to be professional employees then provide the minimum education and experience requirements for each specific billet. | The Government relies on the offeror's proposal submission to determine the best value to the Government. |
| 14 | Table 4-1 | Table 4-1 of the SOP identifies reports to be provided by the CLS contractor to the COR which were not identified in the PWS. Are these reports to be submitted in addition to the Monthly Contractor’s Progress, Status and Management report or are they to be included in this report? | Table 4-1 has been removed. SOP has been updated. |
| 15 | 1.3.1 | Paragraphs 1.3.1, 5.1, 5.1.1 and Annex A references 40 hours of work per employee per week. Yet, paragraph 2.1.1 requires services to be performed between 0800-1630 hours which is a duration of 8.5 hours daily or 42.5 hours per week. Is it correct to understand the government will schedule LRC operations not to exceed 40 hours per week per employee within the 0800 – 1630 time frame? If incorrect, please clarify the required LRC hours of operation for accurate pricing considerations. | Para 1.3.1 states that "This task includes the operation of 40 LRCs during local site hours, 40 hours per week". It has no mention of "per employee". The LRC sites are listed in Annex A of this PWS. Each LRC operates 40 hours per week unless there is a federal holiday or other Government restriction. Operating hours per day may vary at each location dependent upon unit requirements, usually 0800-1600. |
| 16 | 5.1 | What specifically is the government expecting the contractor to do: “The contractor shall provide support that ensures all equipment provided in the inventory of each facility are present and in working condition.” In this context, what does provide support so that equipment is in working condition involve? Such as, is the government requiring the contractor to perform diagnostic test on inoperative or malfunctioning equipment, effect repairs, swap out equipment, etc.? | This requires a daily visual inventory of computer equipment to ensure accountability of equipment. Upon arrival conduct a performance check of computers to ensure proper operation. If computer system has a malfunction, a service ticket will be initiated. |
| 17 | 5.4 | Sections L and M requires the bidder to define labor categories to accomplish the PWS tasks. Please define Paragraph 5.4 work requirements allowing bidders to assign the appropriate labor category in order to provide recommendations to establish a new or relocate an LRC. Such as, is the government expecting suggestions and recommendation regarding: construction, HVAC, plumbing, proximity to users, ADA compliance, estimates of users daily/weekly/monthly/yearly etc. As current stated, “providing an assessment” is very broad topic which includes multiple labor categories. | This requirement is coordinated with Government personnel. The Contractor manages the operations of an LRC is familiar with the different elements required to operate a LRC. The Contractor shall provide an assessment of the new location in conjunction with Government personnel means they will assist in the determination if the proposed location would be suitable for a LRC. For example: Is there enough room for all of the workstations, is it located in an area where Marines have easy access to it, etc. Relocating LRC's happens on average once every three years unless a catastrophe happens, such as in a case of hurricane damage, then it is more. |
| 18 | 5.4 | What is the number of anticipated assessments the Government anticipates? The PWS is silent and does not provide any workload factors to calculate a Price as represented in Schedule B, CLIN 5 of the solicitation. | Relocating LRC's happens on average once every three years unless a catastrophe happens, such as in a case of hurricane damage, then it is more. |
| 19 | Section C PWS 12. Data Rights | In Section C, the PWS on page 21 under 12. Data Rights, it is stated that the contractor will be developing software based upon a commercial license. However, there is no reference to Software Development in the PWS. Please clarify the relevance and applicability of the Data Rights and Software Development to this PWS and solicitation. | See changes in PWS Section 12 Data Rights in Amendment 1. |
| 20 | 2.3 | Topic: LRC operating hours |
Comments: The SOP and PWS conflict. SOP paragraph 2.3 implies a non-standard schedule: Operating hours are determined by actual and programmed workstation utilization and by technical and housekeeping maintenance support requirements. The IDLC determines the day-to-day distribution of the 40 hours based on usage as well as programmed or anticipated DL training and education requirements. Meanwhile, PWS para 2.1.1 declares standard operating hours of 0800-1630. Hours distributed across 24-hours will impact labor rates and price.
Question: Can you please clarify the LRC operating hours and if non-standard, the expected number or percentage of operating hours outside the normal 0800-1630 workday (e.g. mid or swing shifts)?
21 3.1 Topic: DL Maintenance.
Comments: The SOP requirement is to operate, maintain, and sustain base DL operations; with no mention of such requirement within the PWS
| This has been deleted from the SOP. | |||
| 22 | Question: Is this SOP requirement within the scope of the Solicitation and PWS? | This has been deleted from the SOP. | |
| 23 | Question: If the answer to the above question is yes, what are the DL equipment components offerors are to consider; are spares GFE; what software is being used; and where is the DL equipment located? | This has been deleted from the SOP. | |
| 24 | 3.2 Appendix A | Topic: Preventive Maintenance |
Comments: SOP para 3.2 and Appendix A establish a requirement to “Perform user-level preventive maintenance…”. However, neither the solicitation nor PWS reference computer, network related maintenance tasks as part of the scope and resulting contract. Offerors need more detail in order to determine workload estimates and a staffing (labor category) solution.
| Question: Can you please provide a list of equipment by type, model, quantity and location in each LRC | This has been deleted from the SOP. | ||
| 25 | 3.2 | Topic: Housekeeping |
Comments: SOP paragraph 3.2 requires the LRC Facilitator to “perform minor housekeeping tasks.” More detail is needed in order to determine workload estimates. Question: Can you please detail the housekeeping tasks needed (e.g. mopping or vacuuming floors (Square Feet), trash removal (number of receptacles), dusting (hi vs. low), etc.?
| This has been deleted from the SOP. | |||
| 26 | 3.2 | Topic/Question: Can you please provide the LRC-level COOP? | This has been deleted from the SOP. |
| 27 | 3.2 | Topic: LRC Facilitator |
Question: When proctoring examinations is the LRC Facilitator allowed to assist and monitor patrons taking on-line training IAW CDET’s concepts and principles?
| Yes | ||
| 28 | 3.2 | Topic: Workstation Components |
Comments: SOP paragraph 3.2 requires the contractor to: As defined in the CLS agreement, exchange LRC workstation components as approved or directed by the network administrator. However, this work task is not addressed within the Solicitation PWS.
Question: Can you please clarify if this task is to be a PWS requirement?
| This has been deleted from the SOP. | ||
| 29 | 4.4 and 4.5 | Topic: LRC Monitor |
Comments: SOP paras 4.4 and 4.5 address the ‘LRC monitor’ with associated SOP duties and responsibilities; however, an LRC Monitor is not listed in SOP paras 1.4 and 2.2 which define the CLS support positions.
Question: Can you please clarify if the LRC Monitor is included in the PWS requirements?
“Monitor” has been updated to reflect “Facilitator” in the SOP.
30 Page 19 Topic: Missing Figure B-1.
Comments: SOP page 19 references the MCDLP maintenance concept and Fig B-1; however, B-1 is nowhere to be found.
Question: Can you provide the figure?
| This has been deleted from the SOP. | ||
| 31 | Page 19 | Topic: MCDLP maintenance concept |
Comments: SOP page 19 declares the MCDLP maintenance concept as two tier, and a requirement to “conduct initial troubleshooting of hardware, software or user.” However, no such tasks are addressed within the PWS.
Question: Can you please clarify which of the SOP maintenance tasks are also required within the PWS?
| This has been deleted from the SOP. | ||
| 32 | Appendices | Topic: SOP Appendices |
Comments: Appendices (e.g. B, G, F, and L) are mentioned in the SOP but lacking in the documents provided. In order to accomplish a thorough workload analysis, offerors need the missing information.
Question: Can you please provide the SOP Appendices in full?
| Those Appendices have been deleted from the SOP. | |||

| 36 | 6.1.2 | Contractors are not authorized to initiate Tier 1, JPAS inquires / investigations. Please confirm the government will initiate the Tier 1 (SF85) investigation via EQIP. | Yes, The Government will initiate Tier 1 (SF85) investigations via e-QIP for contractors; however, the Govt ONLY initiates a Tier 1 if the contractor NEEDS one. For instance, if a contractor is prior military and already has a previous T3 (Tier 3) security investigation with secret eligibility, The Govt will NOT need to initiate this contractor for a T1 (Tier 1). This contractor can be issued a CAC and the Govt can sign off on a SAAR form for computer access with the T3 results. |
| 37 | 6.1.2 | The current DCSA process may not allow Contractors access to adjudicated Tier 1 investigations via JPAS. Consequently, the company FSO might not be able to notify the Government if an unfavorable adjudication is determined. Will the Government accept responsibility to notify the company’s FSO if an unfavorable situation is determined? | I'm not sure why the company FSO can not see adjudications to Tier 1 investigations via JPAS; however, the FSO should also have access to DISS (the new system used for security) and the company FSO should be able to see all adjudications for their Contractors, to include Tier 1 investigations via DISS. |
| 38 | PWS | If the SOP is a mandatory part of the solicitation, in that we incorporate and take into consideration the requirements with regards to the technical and pricing submissions, then as a successful offeror would we be expected to comply with the SOP post-Award. | 42 | PWS 1.3.1 | This task includes the operation of 40 LRCs during local site hours, 40 hours per week. With the contract being an IDIQ, is it the Government’s intention to request a specific amount of hours per site for the year? Is the 40 hour requirement adjustable due to surge in demand? | See Question 15 |
| 43 | PWS 1.3.4 / 5.4 | It is understood the contractor will be involved with meetings regarding relocations (to include MILCON). What type of support is required of the contractor of the physical relocation? |
