STATEMENT OF WORK

FOR THE

INTELLIGENT POWER MANAGEMENT SYSTEM

INTELLIGENT POWER DISTRIBUTION

24 October 2018

1. SCOPE

This Statement of Work (SOW) defines the effort required of the Contractor for the design, engineering development, fabrication, developmental testing, production, and deployment of

Intelligent Power Distribution (IPD) panels used to support the Intelligent Power Management

System (IPMS). The IPD program goals are to develop and field an integrated system consisting of 200 amp, 800 amp and, 1200 amp main bus power distribution panels compatible with the currently fielded Mobile Electric Power Distribution System - Replacement (MEPDIS-R). The

Contractor shall deliver the required IPD panels that can be safely operated within the stated environments to achieve requirements in the Performance Specification. The Contractor shall provide sufficient evidence of the safety of use of the IPD, including safety features, compliance with commercial or industry standards, and any actions to minimize or eliminate hazards associated with use.

2. APPLICABLE DOCUMENTS

The following documents, in their most current final version, are applicable to this SOW to the extent specified herein. In the event of conflict between the applicable documents and this

SOW, the SOW shall take precedence.

2.1. References

2.2. Specifications

Requests for waivers to reference (a) requirements or the associated Military Specifications or

Standards shall be made in writing to the Government.

3. REQUIREMENTS

3.1. General

The Contractor shall perform all tasks required and delineated in this SOW to design, develop, integrate, test, manufacture, and deliver IPD panel systems for the production and deployment in accordance with (IAW) delivery orders placed by the Contracting Officer. The Contractor shall prepare associated documentation, provide logistic, technical, and field service support, Operator/Maintainer training and training material, and develop Technical Manuals (TM) in support of Government developmental testing.

3.2. Program Management

The Contractor shall maintain and publish an accurate Integrated Master Schedule (IMS) and recommend program schedules, including review and evaluation techniques, which provide for the earliest delivery schedule while at the same time satisfying all contract requirements in a cost-effective manner. The IMS shall include all significant events, critical paths and tasks from start to completion of the contract. The Contractor shall notify the Government in writing of any anticipated or projected work stoppages or delays that will impact schedules. (Contract Data

3.3. Engineering and Test Support

3.3.1. Contractor Performance Specification

The Contractor shall propose, design, manufacture, and deliver IPD systems compliant with reference (a). Compliance shall be based upon evidence (e.g., commercial specifications, test or performance data, etc.) of the IPD’s ability to meet the performance standards set forth in reference (a), as well as conformance to the delivery schedule. The proposed and manufactured design shall be documented in a Contractor Performance Specification. (CDRL: A001)

3.3.2. Contractor Interface Design Description

The Contractor shall provide Interface Design Descriptions (IDD) for all the internal and external interfaces of the system, subsystems, hardware configuration items, and software configuration items. All IDDs shall be non-proprietary. (CDRL: A002)

3.3.3. Failure Reporting, Analysis, and Corrective Action System (FRACAS)

The Contractor shall develop a closed-loop failure reporting system, procedures for analysis of failures to determine cause, and documentation for recording corrective actions taken. The

Failure Reporting, Analysis, and Corrective Action System (FRACAS) shall include uniform failure reporting, failure analysis reports and corrective actions. All hardware/software failures from system level down to the component level shall be subject to these requirements throughout the period of performance. Failure summary reports shall be provided to the Government.

3.3.4. System Safety Requirements/Criteria Analysis

The Contractor shall determine applicable generic system safety design requirements and guidelines for facilities; hardware and software from federal, military, national and industry regulations, codes, standards, specifications; and other documents for the system under development IAW Military Standard (MIL-STD)-882_. The Contractor shall incorporate these requirements and guidelines into the high level system specifications and design documents as appropriate.

3.3.5. Engineering Change Proposals (ECPs)

Engineering Change Proposals (ECPs) shall be submitted by the Contractor, and shall be limited to those that are necessary or offer significant benefit to the Government. Military Handbook

(MIL-HDBK)-61A, Table 6-2 provides guidance concerning the classification of ECPs. Class I

ECPs shall be approved by the Program Office to: (a) Correct deficiencies; (b) Add or modify interface or interoperability requirements; (c) Make a significant and measurable effectiveness change in the operational capabilities or logistics supportability of the system; (d) Effect

Version 20181024 3 substantial life cycle costs/savings; and (e) Prevent slippage in an approved production schedule.

Class II changes, i.e. changes that do not impact any of the Class I factors listed above, shall be dispositioned by the Contractor without Government concurrence. Class II changes shall be available for Government review to ensure that they were correctly classified. As a minimum, Class I ECPs shall contain the following information: (a) Date prepared; (b) Originator; (c) ECP

Classification; (d) ECP Number; (e) Reason/need for change; (f) System designation

(nomenclature, model, part number); (g) Name of part (or lowest assembly) affected to include part numbers; (h) Baselines affected (to include drawings, specifications, Commercial and

Government Entity (CAGE) code, revision level, etc.); (i) Title of change; (j) Description of change; (k) Effect on interfaces (Interchangeability and Interoperability); (l) Total costs/savings w/ breakout; (m) Retrofit information; (n) Ozone Depleting Substances; (o) Impact on any engineering disciplines (such as quality, environmental, safety, health, reliability, maintainability, etc.); (p) Justification for change; (q) Priority of change; (r) Impacts to any logistics support elements (such as software, manuals, spares, tools, etc.) being utilized by

Government personnel in support of the product; and (s) Alternatives evaluated or considered.

3.3.6. Cybersecurity

The Contractor shall develop solutions for and manage cybersecurity risks IAW Department of

Defense Instruction (DoDI) 8510.01. The Contractor shall support the creation and sustainment of Authority to Operate Accreditation Packages. This tasking includes collection and preparation of documentation and scans that support Annual Security Reviews.

The Contractor shall support the annual updating of Department of Defense (DoD) Information

Technology Portfolio Repository (DITPR) and Department of the Navy (DON) Application and

Database Management System (DADMS) for all IPMS related software.

The Contractor shall maintain at a minimum, the DoD 8570.01-M certification for any employee requiring elevated system privileges. (CDRL: B002)

3.3.7. Configuration Management

All products provided shall conform to the producer’s own drawings, specifications, standards, and quality assurance practices. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract. The Contractor shall not change configuration of deliverable items without Government approval.

3.3.8. Government Developmental Test Support

The Contractor shall provide testing plan/report review and analysis, technical support, and one day on-site Operator/Maintainer training, for test personnel at Aberdeen Test Center, MD. The

Contractor shall provide all required organizational, intermediate, and depot level support

Version 20181024 4 equipment and spare parts needed to maintain the power distribution panels to ensure completion of each test IAW the test schedule.

3.3.9. Performance Qualification Test and Physical Configuration Audit Support

The Contractor shall support a Performance Qualification Test (PQT) and Physical

Configuration Audit (PCA) on the first two manufactured systems for each different panel amperage. These six total systems shall be representative of the latest system configuration and shall reflect any modifications resulting from Contractor and Government test programs. The

Contractor shall prepare a PQT/PCA plan that provides non-destructive means of verifying the systems produced meets or exceeds the requirements of the Government Performance

Specification and Technical Data Package (TDP). The Contractor shall perform PQT and, jointly with the Government shall conduct the PCA. PQT/PCA shall be at the Contractor facility and is planned for 5 working days. Contractor shall conduct failure analysis and corrective action (FA/CA) on hardware failures that occur during PQT/PCA. All corrective actions shall be coordinated with and approved by the Government and are subject to additional PQT/PCA. All costs associated with the lowest replaceable unit (LRU) and component level failures during

PQT/PCA that are attributable to design, shall be the responsibility of the Contractor. The

Contractor shall prepare a test report detailing the test data and results. (CDRL: A005, A006)

3.4. Logistics Support

3.4.1. Diminishing Manufacturing Sources and Material Shortages (DMSMS)

The Contractor shall establish a program to identify configuration items, including spare parts subject to Diminishing Manufacturing Sources and Material Shortages (DMSMS) and obsolescence. The program shall include a process to identify when a DMSMS or obsolescence risk may impact the configuration baseline and develop risk mitigation action(s) to counter any parts obsolescence issues. Upon identification of a DMSMS or obsolescence risk, the Contractor shall develop and provide recommended actions to mitigate the risk impact to system availability, schedule and cost. The Contractor shall deliver all source data from the DMSMS program to support Government forecasting of DMSMS risks. Source data shall be to the lowest configuration item indenture as detailed within the configuration management baseline. (CDRL:

3.4.2. Technical Manual Development

The Contractor shall provide an Operator and Maintenance TM, IAW the Technical Manual

Contract Requirement (TMCR), to address each function of operations and maintenance and safety precautions. The TM shall be over packed with each IPD. The manual shall contain set-up, operation, troubleshooting and maintenance instructions at the Field Level. The documentation shall accurately describe, depict, and represent the Government accepted IPD

Version 20181024 5 baseline configuration and support the Government’s approved maintenance concept. The

Contractor shall provide copyright release for Government Use Only and Government

Reproduction Only (electronic and paper versions). The Contractor shall identify copyrighted material, if any, and shall obtain the written approval of the copyright owner. The Contractor shall furnish appropriate copyright release giving the Government permission to reproduce and use copyrighted information. (CDRL: D002)

3.4.2.1. Technical Manual Validation Plan

The Contractor shall deliver a Validation Plan, IAW the TMCR that describes processes and procedures that will be used to validate TMs. (CDRL: D003)

3.4.2.2. Technical Manual Validation Certificate

The Contractor shall deliver a Validation Certificate, IAW the TMCR, concurrently with the delivery of each TM. The Validation Certificate shall include a signature of the individual authorized to represent the Contractor. (CDRL: D004)

3.4.2.3. Technical Manual Validation Event

The Government will conduct a Verification Event for the Operator/Maintenance Manual to verify operation/maintenance procedures, conformance to contract, and usability. Appropriate

Contractor personnel may attend and assist.

3.4.2.4. Technical Manual Final Acceptance

TM acceptability is accomplished through Contractor validation and Government verification.

Failure to validate the TMs will result in their rejection. TMs shall remain in a rejection status until they are validated and verified. Concurrent validation and verification may be conducted upon Government approval. The Government will conduct final acceptance upon certification that all comments resulting from the verification and supplementation (if any) have been incorporated IAW the TMCR.

3.4.3. Technical Data Package (TDP)

The Contractor shall develop and deliver TDPs for IPD panels and all components. (CDRL:

3.4.4. Provisioning Support Plan

The Contractor shall establish, manage, and execute a Provisioning Plan IAW GEIA-STD-

0007B. MIL-HDBK-502A and GEIA-HB-0007B may be used for additional guidance. The

Provisioning Plan shall be the basis for the integration of the logistics support element, and provide the interface between the engineering and integrated logistics effort used in the systems engineering effort. The objectives of the Provisioning Plan are to provide optimum material

Version 20181024 6 readiness, economical logistics support, and identify/evaluate resources required to develop and manage an effective support system. All design, modification/alteration, and engineering activity shall require Provisioning Technical Documentation (PTD). Provisioning status, identification of problem area(s), and necessary resolutions to problems addressed shall be addressed as soon as identified. (CDRL: D005)

3.4.4.1. Provisioning and Other Pre-procurement Screening Data

Provisioning and other pre-procurement screening data are used to identify existing National

Stock Number (NSN) for an item. The Contractor shall conduct provisioning screening on each item listed on the Provisioning Parts List (PPL) for standardization or NSN identification of all

“P” source-coded items IAW GEIA-STD-0007B. The Contractor shall conduct provisioning screening using Federal Logistics Record (FED LOG), Federal Logistics Information System

(FLIS), WebFLIS, or by batch submittal part numbers to Defense Logistics Information System

(DLIS). The Contractor shall screen for all common hardware items (nuts, bolts, screws, washers, lock washers, rivets, etc.) by technical characteristics. If the PPL is part of an incremental provisioning effort, all Provisioning List Item Sequence Number (PLISN) that were previously pre-screened shall be identified to avoid duplication. Contractor should use available current NSNs and validate all items on the PPL. (CDRL: D006)

3.4.4.2. Engineering Data For Provisioning (EDFP)

The Contractor shall provide engineering data for provisioning (EDFP). EDFP is technical data used to describe parts/equipment and consists of data such as specifications, standards, drawings, photographs, sketches and descriptions, and necessary assembly and general arrangement drawings, schematic drawings, schematic diagrams, wiring and cable diagrams necessary to indicate the physical characteristics, location, and/or function of the item. 3.4.4.3. Indentured Bill of Materials (IBOM)

The Contractor shall maintain the capability to provide spare parts to the Government. The

Contractor shall provide an Indentured Bill of Material (IBOM). The IBOM shall include a complete list of assemblies, components and repair parts for the most current configuration as reflected in the TM. (CDRL: D008)

3.4.4.4. Provisioning Parts List (PPL)

The Contractor shall deliver PPL, which includes all IPD repair parts IAW GEIA-STD-0007B

Logistics Support Analysis (LSA)-036. The PPL shall be used to determine the range and depth of support items required to maintain the end item for an initial period of service. This includes all Commercial off the Shelf (COTS) items, unless excluded by the provisioning requirements.

The PPL is a cross-reference of the PPL from part number to PLISN. The PPL shall be in

Version 20181024 7 alpha/numerical part number sequence. The cross-reference shall be on every PLISN that appears in the PPL. The cross-reference shall include all primary part numbers as well as all secondary part numbers. (CDRL: D009)

3.4.4.5. Critical Stockage List (CSL)

The Contractor shall deliver a Critical Stockage List (CSL). The CSL shall match the IBOM for

IPD to the extent the parts are applicable. (CDRL: D00A)

3.4.4.6. Repair Parts and Special Tools List (RPSTL)

The Contractor shall deliver a Repair Parts and Special Tools List (RPSTL) IAW the TMCR.

3.4.4.7. Long Lead Time Items List (LLTIL)

The Contractor shall deliver a Long Lead Time Items List (LLTIL). The LLTIL shall contain those items which, because of their complexity of design, complicated manufacturing process or limited production capacity, may cause production or procurement cycles which would preclude timely and adequate delivery if not ordered in advance of normal provisioning. 3.4.4.8. Tools and Test Equipment List (TTEL)

The Contractor shall deliver a Tools and Test Equipment List (TTEL). The TTEL shall contain those support items required to inspect, test, calibrate, service, repair, or overhaul an end item.

3.4.4.9. Common and Bulk Items List (CBIL)

The Contractor shall deliver a Common and Bulk Items List (CBIL). The CBIL contains those items that are difficult or impractical to list on a top down/disassembly sequence PPL, but for which provisioning is required to support the operation of the end item/equipment. These items are subject to wear or failure, or otherwise required for maintenance, including planned maintenance of the end item/equipment. The Contractor shall, at a minimum, indicate the material type, grade and class of common and bulk items. The Contractor shall submit sufficient information to enable the Government to relate the material/specification number to the pertinent item. (CDRL: D00E)

3.4.5. Item Unique Identification Data (IUID) package

The Contractor shall develop and affix Item Unique Identification (IUID) labels to IPD equipment. The Contractor shall input IUID serial numbers into the Office of the Secretary of

Defense (OSD) IUID Registry and shall submit serial numbers as part of the Invoicing, Receipt, Acceptance and Property Transfer (iRAPT) invoice submission. (CDRL: D00F)

3.4.6. Item Unique Identification Plan (IUID)

The Contractor shall provide an IUID to execute marking requirements. The Plan should fully document the scope of meeting MIL-STD- 130N w/CHANGE 1 DoD Standard Practice

3.4.7. Reserved

3.4.8. Warranty

The Contractor shall propose a standard commercial warranty for the IPD covering workmanship, materials, and design. All warranties begin on the date of acceptance by the designated Government representative through iRAPT system. The Contractor shall use the

Warranty & Service Support Claims Tool (WSSCT) to manage and support the using Units warranty claims while IPD is covered under warranty.

The Contractor shall establish an account in the WSSCT using the website link below. Local vendors, whom support warranty repairs and repair consult, shall also establish accounts in the

WSSCT to support the IPD.

The Contractor shall accept or reject all claims within 48 hours of claim being initiated. Any

Warranty Dispute Resolutions will be decided by the Government.

The Contractor shall provide a Warranty Claim Birth Record for each delivery order

The Contractor shall provide status using a combination of the “Comments Log”, located within the WSSCT, and Wide Area Work Flow (WAWF) submission.

The Contractor shall monitor and act on warranty claims submitted by the Government IAW the

Contractor's warranty statement. The Contractor shall adhere to the following repair cycle times for Continental United States (CONUS), Outside Continental United States (OCONUS) and

Contingency Operations:

CONUS: 14 Days

OCONUS: 45-60 Days

The Contractor will not perform on-site warranty repairs in contingency areas; however, they will provide parts support by shipping parts to Camp Pendleton, California, Twenty Nine Palms, California, Camp Lejeune, North Carolina, or Quantico, Virginia.

The Contractor shall order and ship all parts under warranty and update the “parts list’ in the

WSSCT with the current status of each warranted part. The Contractor shall input data directly into the claim before closing out the claim on the website. Data required in the WSSCT to complete a claim include:

Upon settlement of a disputed warranty claim, the Contractor shall update WSSCT with the course of action taken to resolve disputed claim. (CDRL: D00H)

3.5. Training Support

3.5.1. Training Development (Job Task Analysis (JTA))

A Job Task Analysis (JTA) shall be performed by the Contractor, IAW reference (b). The

Contractor shall conduct the JTA in conjunction with the Critical Design Review (CDR). The results of the JTA, which identify the Operator and Maintainer critical tasks to be trained, shall be approved by the Government.

3.5.1.1. Training Development Requirements (Training and Readiness Events

(T&R))

The Contractor shall develop Training and Readiness (T&R) Events, derived from the JTA results, for operators and maintainers. T&R Events shall be IAW reference (b). (CDRL: T001)

3.5.2. Training Material Development

3.5.2.1. Training Development Requirements (Curriculum Outline of Instruction

(COI))

The Contractor shall develop two Curriculum Outline of Instructions (COI) prior to developing actual training materials; one for Operator and one for Maintainer training. The COIs shall be based off the approved T&R Events. The COIs shall provide detailed training data for each lesson within each course in the sequence in which the instruction is to be presented. At a minimum, each COI shall contain the following: Lesson Title; Terminal Learning Objective

(TLO) and Enabling Learning Objectives (ELO); instructional time for each lesson; method of instruction; location of instruction; training support equipment and materials. COI shall be IAW reference (b). (CDRL: T002)

3.5.2.2. Training Development Requirements (Lesson Plans)

Contractor shall develop IPD Operator and Maintainer lesson plans. The lesson plans shall be based off of the Government approved T&R Events. The lesson plans shall be detailed and comprehensive and not diverge/deviate from the TMs. Lesson plans shall be IAW reference (b).

3.5.2.3. Training Development Requirements (Student Guides)

Contractor shall develop IPD Operator and Maintainer student guides. The student guides shall be detailed and comprehensive and not diverge/deviate from the corresponding lesson plans.

3.5.2.4. Training Development Requirements (Media)

Contractor shall develop IPD Operator and Maintainer media. IPD Operator and Maintainer media shall correlate with the corresponding lesson plan and support the transfer of knowledge to the student. Media shall be IAW reference (b). (CDRL: T005)

3.5.2.5. Training Development Requirements (Written and Performance

Evaluations)

Contractor shall develop IPD Operator and Maintainer written and performance evaluations.

The written and performance evaluations shall be designed to evaluate the knowledge and skills required to master the TLOs and ELOs. The written and performance evaluations shall be IAW reference (b). (CDRL: T006)

3.5.2.6. Training Development Requirements (Course Completion Certificate)

Upon completion of the Instructor and Key Personnel Training (I&KPT), and each New

Equipment Training (NET), the Contractor shall provide graduating students with a Contractor formatted Course Completion Certificate. The approved Course Completion Certificate shall be presented to each student at the end of each training event. Course Completion Certificate shall be IAW reference (b). (CDRL: T007)

3.5.3. Training Conduct (Instructor and Key Personnel Training (I&KPT) and New

Equipment Training (NET))

Contractor shall develop and provide IPD Operator and Maintainer I&KPT and NET. IPD

Operator course shall be designed for Military Occupational Specialty (MOS) 1141 Marine

Corps Electrician and 1142 Engineer Equipment Electrical Systems Technician. IPD Maintainer course shall be designed for MOS 1142 Engineer Equipment Electrical Systems Technician. The

Contractor shall conduct one I&KPT event at Camp Lejeune, NC using training materials updated post development phase. Contractor shall conduct one NET at Camp Lejeune, NC using training materials updated post-I&KPT. IPD Operator and Maintainer I&KPT and NET will be taught separately. The training materials developed for NET shall be updated based on government comments and formal feedback from attendees after each NET until the final government review and approval of the NET takes place.

The Contractor shall provide the IPD equipment, tools (common and special) and all replacement parts and consumables during the training.

Training materials shall be developed at a 10th grade comprehension level. Each course shall not exceed 40 hours. If the Contractor determines training requirements may exceed 40 hours, a request for additional instructional time shall be submitted to the Government in conjunction with the COI. The training curriculum shall consist of informal lectures, demonstrations, Version 20181024 11 practical application(s), written evaluations, and performance evaluations. At least 60 percent of the total course length shall be practical application.

Upon successful completion of the IPD Operator course, the trainee shall be able to monitor and evaluate equipment indicators, gauges, manipulate controls and safely operate and employ the

IPD; demonstrate knowledge of equipment functions; and perform system Preventive

Maintenance Checks and Services (PMCS) and verification procedures.

Upon successful completion of the IPD Maintainer course, the trainee shall be able to safely maintain, and repair the IPD.

3.6. Meetings

The Contractor shall participate in the following events following contract award. The

Contractor shall prepare event agendas for Government approval. The Contractor shall prepare presentation materials and provide minutes and reports following each event. The Government reserves the right to cancel any event, or require any event to be scheduled at critical points during the period of performance. Action item documentation, assignment of responsibility for completion and due dates shall be determined prior to adjournment of all events. A summary of all action items, responsible parties, and estimated completion dates shall be included with the minutes. (CDRL: B004, B005)

3.6.1. Start of Work Meeting

Contractor shall participate in a one day Start of Work meeting held at the contractor’s facility within 14 days after contract award. The meeting will address any questions or issues with regards to technical, logistics, or programmatic matters, and to have the Contractor describe to the Government total management of all aspects of the program.

3.6.2. Preliminary Design Review (PDR)

Contractor shall participate in a one day Preliminary Design Review (PDR) held in Stafford, VA once a preliminary design has been completed. The review will assess the maturity of the design supported by results of requirements trades, prototyping, and critical technology demonstrations.

The PDR will establish the allocated baseline and confirm the system is ready to proceed into detailed design.

3.6.3. Critical Design Review (CDR)

Contractor shall participate in a one day Critical Design Review (CDR) held in Stafford, VA once a final design has been completed. The CDR will establish the product baseline and confirm the system is ready to proceed into fabrication, integration, and developmental testing and evaluation.

3.6.4. Provisioning Conference

Contractor shall participate in a one day Provisioning Conference held in Stafford, VA. The

Conference will be conducted to conduct pre-provisioning screening of the Bill of Materials.

3.6.5. In-Process Review (IPR)

Contractor shall participate in a one day In-Process Reviews (IPRs) held in Stafford, VA approximately every 3 months after contractor award, throughout EMD, and into the beginning of Production phase for a total of approximately 12 IPRs. IPRs are used to inform the

Government of progress being made. IPRs will be conducted on the first day and include discussion of cost, schedule, performance, challenges, and issues, among other topics. The

Government may require and the Contractor may request additional IPRs, irrespective of the schedule. Discrepancies and/or deficiencies found as the result of the IPR shall be corrected prior to the next IPR.

3.6.6. Test Readiness Review (TRR)

Contractor shall participate in a one day Test Readiness Review (TRR) approximately 30 calendar days prior to each developmental test event. TRRs are multi-disciplined technical review that provides the formal approval authority to start a test by showing that test resources have been identified and coordinated to support the test and that planned test activities will gather the required information.

3.7. Government Furnished Material or Equipment. None.

3.8. Transportation of Material and Equipment

The Contractor shall ship all hardware deliverables to Government designated locations.

The Contractor shall fund the shipping of hardware, spare parts, and documentation needed to support any product demonstrations prior to Marine Corps Systems Command taking ownership of the deliverables.

3.9. Refurbishment and Retrofit of Units

The Contractor shall refurbish and retrofit the previously delivered IPD units under CLINS 0001, 0002 and 0003 to include all corrective actions and modifications approved by the time of the issuance of the first Production delivery order.

3.10. Subcontractor Requirements

The Contractor is responsible for managing all contract elements delegated to subcontractors.

All elements of this SOW are applicable to all subcontractors.

3.11. Security Requirements

The information provided to the contractor will be unclassified and/or Controlled Unclassified

Information (CUI). The contractor is not required or expected to have a Facility Clearance and contractor personnel supporting this effort are not required to possess Personnel Clearance

Levels. Any contractor personnel requiring access to U.S. Government CUI shall possess a completed background investigation (minimum of a T-1/NACI) for this Public Trust Position.

3.12 Common Access Card (CAC) Requirement.

The COR will identify and only approve those contractor employees performing on this contract that require CACs in order to perform their job function. In accordance with Headquarters, United States Marine Corps issued guidance relative to Homeland Security Presidential Directive

– 12 (HSPD-12), all personnel must meet eligibility criteria to be issued a CAC. In order to meet the eligibility criteria, contractor employees requiring a CAC, must obtain and maintain a favorably adjudicated Personnel Security Investigation (PSI.) Prior to authorizing a CAC, the employee’s Joint Personnel Adjudication System (JPAS) record must indicate a completed and favorably adjudicated PSI or (at a minimum) that a PSI has been submitted and accepted

(opened). The minimum acceptable investigation is a T-1 or a National Agency Check with

Written Inquiries (NACI). If a contractor employee’s open investigation closes and is not favorably adjudicated, the CAC must be immediately retrieved and revoked.

Facility Security Officers (FSOs) are responsible for notifying the MARCORSYSCOM AC/S G-

2 if any contractor performing on this contract receives an unfavorable adjudication after being issued a CAC. The FSO must also notify the MARCORSYSCOM AC/S G-2 of any adverse/derogatory information associated with the 13 Adjudicative Guidelines/Factors concerning any contractor issued a CAC, regardless of whether a JPAS Incident Report is submitted.

Each CAC is issued with a “ctr@usmc.mil” e-mail account that the individual contractor is responsible to keep active by logging in on a regular basis (at least twice a month), sending an e-mail and clearing any unneeded e-mails. Contractors are prohibited from “auto-forwarding” their .mil e-mail account to their .com e-mail account. If the “ctr@usmc.mil” e-mail account is not kept active, G-6 will deactivate the account and CAC will lose its functionality. Contractor employees shall solely use their government furnished “ctr@usmc.mil” e-mail accounts for work supporting the USMC, conducted in fulfillment of this contract, and shall not use a contractor supplied or personal e-mail account to conduct government business. The use of a contractor or personal e-mail account for contractor business or personal use is allowed, but only when using cellular or a commercial internet service provider.

If a contractor loses their eligibility for a CAC due to an adverse adjudicative decision, they have also lost their eligibility to perform on MARCORSYSCOM contracts. CACs are not issued for convenience.
