| Question # | Question | Document | Government Response |
| 1 | Attachment 2, page 2, 2. Technical. States that Marine Corps Certification Program Certification is required. If not currently certified will that be accomplished during the PDM evaluation or required before you can bid? |
| Attachment 02, Provisions and Clauses | Offerors must have the certification before submitting prospoals. Per 52.212-2 Phase 1, Criteria 3, "Offerors must submit a Marine Corps Boot Certification Program Certification in accordance with 52.212-1 Addendum. Offerors that provide the certification will receive a “GO.” Offerors that do not provide the certification will receive a “NO GO,” and the proposal will not receive further evaluation." |
| 2 | Production Rate in SOW states 1,000 in 30 days, 3,000 in 60 days and 4,000 in 90 days is this cumulative = 8,000 pair in 90 days? |
| Attachment 01, Statement of Work | Yes, the production rate is cumulative. Eight thousand boots must be provided in 90 days. |
| 3 | How does statement of work production requirements (item 2 above) mesh with Attachment 4 that states CLIN 0001 =100 pair (same as PPV due in 60days?) and CLIN 2 =1500pair. When is the 1500 pair due? |
| Attachment 01, Statement of Work, Attachment 04, Fair Opportunity Ordering Procedures | CLIN 2 on Attachment 4 no longer exists. Amendment #02 to the solicitation, posted 10 May 2019, corrected the discrepancy by removing CLIN 0002 from Attachment 4. | ||
| 4 | Do you have a photo or sketch available on the two models RKC091 and 52121? Is injection molded direct attach acceptable? | Attachment 02, Provisions and Clauses | Photos/sketches are unavailable for models RKC091 and 52121. Injection molding or direct attach method is acceptable provided the self-cleaning outsole is brand name or equal to the Vibram Panama outsole. |
| 5 | What is the purpose of Attachment 6 – USMC HW PD? | Attachment 06, Purchase Decryption, Marine Corps Combat Boot, Hot Weather | The purpose of attachment 06 is to identify the placement of the Eagle, Globe and Anchor (EGA ) emblem. |
| 6 | I don't see anywhere to include our remit to address | Attachment 02, Provisions and Clauses | Please refer to DFARS Clause 252.232-7006 Wide Area Workflow Payment Instructions (May 2013), which is included in the solicitation. |
| 7 | Since we are one of the certified boots is it necessary for us to provide the 35 pair of PDM's? |
a. If so then we have a slight problem because the size 8 mold is still being worked on and will not be available by the time this solicitation closes.
| Attachment 02, Provisions and Clauses | Per FAR 52.212-1 Instructions to Offerors - Commercial Items, Addendum, Product Demonstration Models (PDMs), each offeror shall submit 35 tropical boot PDMs in accordance with the provided tariff. In the event that a size 8 is not available, offerors may offset with size 10R. | ||
| 8 | I also assume that since our raw material information is already listed on the Schedule of Supplies that we will not be required to add that into our Technical Proposal. | ||
| Attachment 02, Provisions and Clauses | It would be an incorrect assumption. In accordance FAR 52.212-1 Instructions to Offerors - Commercial Items, Addendum, "Offerors shall provide a concise list/table/matrix of all raw material and sub-component materials they use to fabricate the PDMs and maintain Berry Amendment compliance." | ||
| 9 | Does this contract require RFID tags? | N/A | No, RFID tags are not required. |
| 10 | Please provide requirements for certification under provisions of the Marine Corps Certification Program. | Attachment 07, Marine Corps Boot Certification Program | Please refer to attachment 07, Marine Corps Boot Certification Program for certification requirements. |
| 11 | Also please confirm if certification is required by the time of submission or by the time of award. | ||
| Attachment 02, Provisions and Clauses | Please see response to question #1. |
12 If any of the 35 PDMs submitted do not meet the full terms of the 52.212-1 Addendum, will this deem an Offer incomplete per Phase 1 Go/No Go Criteria? Or is the Go/No Go Criteria evaluating whether 35 PDMs were submitted?
Attachment 02, Provisions and Clauses Offerors submitting PDMs not meeting the full terms of 52.212-1, to include the proper sizes and quaqntities, will recieve a "No Go" and, therefore, no further evaluation. In accordance with FAR 52.212-1 Instructions to Offerors - Commercial Items, Addendum, "Offerors shall submit the following items as part of its technical proposal to demonstrate form, function, aesthetic and uniform requirements, and technical effectiveness:
Tropical Boot Proposal: 35 Tropical boot PDMs per the following tariff:
Size Tropical Boots 8R 7 pairs 9R 7 pairs 10R 7 pairs 11R 7 pairs 12R 7 pairs
Offerors shall mark each PDM on the inner surface of the respective boot using an easily removable label that identifies the Offeror submitting the proposal. This label identification shall not affect the design’s performance. For anonymity during evaluation, no company-identifying information or marking shall be on the PDM, to include the box in which the Boots are packed, other than the removable label." Per FAR 52.212-2, Evaluation - Commerical Items, Addendum, "Offerors providing 35 product demonstration samples in accordance with the terms of the 52.212-1 Addendum will receive a “GO.” Offerors that do not provide the required source selection samples will receive a “NO GO,” and the proposal will not receive further evaluation."
| 13 | I was wondering if you could help me with the below solicitation that may have some typo's regarding shade. The documents identify both the Marine Olive Mojave or the Army Coyote 498? We have customers asking if there is a new color and/or what color is required. |
| Attachment 06, Purchase Decryption, Marine Corps Combat Boot, Hot Weather |
Attachment 06, Purchase Description Marine Corps Combat Boots, Hot Weather, has been updated to change all Olive Mojave shade color references to Coyote 476/498.
