Performance Work Statement (PWS) Marine Corps Wargaming Support 1 Introduction
1.1 General: This requirement is to provide a full range of engineering, analytical, technical, and business services to manage, plan, and execute wargames in support of concept and force structure development for the Marine Corps Warfighting Laboratory/Futures Directorate (MCWL/FD), Wargaming Division (WGD).
1.2 Background: Wargaming Division’s mission is to plan, coordinate, execute and assess Marine Corps Wargaming Program in support of the larger MCWL/FD effort to explore concepts and CONOPS and in support of other approved requirements. Additionally, as efforts on specific concepts mature in the MCWL/FD and in conjunction with the community of interest, conduct wargames to explore the value and utility of these concepts for future implementation by the Marine Corps, act as the lead on the USMC Title 10 wargame and integrate with other service wargaming organizations in support of wargaming requirements, and to act as the overall Service lead for and coordination of USMC, naval, Joint, DoD, interagency, and coalition wargaming matters. Presently WGD is responding to growing requirements from The Office of the Secretary of Defense (OSD), Chairman of the Joint Chief of Staff (CJCS), United States Marine Corps (USMC), Marine Corps Combat Development Command ( MCCDC) and other services to manage, plan, and execute wargames in support of concept and force structure development. WGD requires technical support services that are capable of supporting the challenges and requirements with a comprehensive and flexible solution. Such a solution must integrate a technical and managerial approach that demonstrates vision, depth of capabilities, and the flexibility to respond to the changing environment.
1.3 Scope
1.3.1 This PWS identifies and defines the tasks required by WGD to support its wargaming programs. This support encompasses the research, planning, execution, assessment and analysis of the wargaming program which includes the Marine Corps’ Title 10 wargame, Expeditionary Warrior. "Title 10" refers to United States Code (USC), Title 10, which requires each service to train and equip its forces. As a partial fulfillment of this requirement, each service conducts an annual Title 10 Wargame. In addition to the annual Marine Corps Title10 Wargame, WGD conducts various wargames that comprise the remainder of the Marine Corps Wargaming Program.
1.3.2 The tasks are to provide high-level, diverse wargaming support that will embrace the scope of joint wargaming and experimentation, as well as executing major Service, Joint, and Interagency wargames. The tasks include providing support in research, planning, design, logistics, execution, coordination and staff action, assessment, analysis, preparation of reports, briefings, technology integration, and other related requirements.
1.3.3 The Marine Corps Wargaming Division conducts wargames that are categorized as Tier I, Tier II, Tier III and Tier IV wargames. Each wargame Tier determination is based on the complexity of the scenario, and length of planning and execution. Known Tier I, II and III wargames are included in the Base Wargaming Program described below. It is expected that there will be additional Tier I-IV wargames based on evolving Marine Corps operational requirements.
1.3.4 The Base Wargaming Program consist of: Four (4) Tier I wargames; Expeditionary Warrior (EW) , MAGTF Warrior (MW) and MAGTF in the City (MC) or similar size wargame, Five (5) Tier II wargames; Naval Services Games (NSG), , Information Warfare (IW), Logistics Wargame, Conceptual and Integrational Wargames, and the Defense Policy Realignment Initiative (DPRI) or similar size wargame, and two (2) Tier III wargames; Program Objective Memorandum (POM), and MCWL/FD Science and Technology (S&T) Wargame or similar size wargame.
- Tier I Wargame. The Tier I wargames consist of the Marine Corps Title 10 Wargaming program Expeditionary Warrior (EW) and MAGTF Warrior (MW), or a program of similar size and effort. Tier I wargames are developed and shaped over approximately twelve (12) months consisting of multiple workshops, seminars, planning events, and culminating with a week-long main event. These workshops, seminars, and planning events consist of multi-day meetings systematically conducted throughout the planning process to discuss and develop the wargame. Tier I wargames will require a highly complex game design, detailed scenario development, detailed information technology, and consistent and continuous wargame management. Support of the Wargaming Program will include analysts, recorders and facilitators for each Tier I wargame.
- Tier II wargame. The Tier II Wargames consist of wargame programs, NSG, and IW or a program of similar size and effort. Tier II Wargames are developed and shaped over approximately six (6) to eight (8) months consisting of multiple workshops, seminars, planning events and culminating with a three (3) to four (4) day main event. These workshops, seminars, and planning events consist of multi-day meetings systematically placed throughout the planning process to discuss and develop the wargame. Tier II Wargames will require a complex game design, scenario development, information technology support, and wargame management. Support of the Wargaming Program will include analysts, recorders and facilitators for each Tier II wargame.
- Tier III Wargame. Tier III Wargames consist of wargame programs, S&T and POM or a program of similar size and effort. Tier III Wargames are developed and shaped over approximately three (3) to five (5) months consisting of multiple workshops, seminars, planning events, and culminating with a main event. These workshops, seminars, and planning events consist of multi-day meetings systematically placed throughout the planning process to discuss and develop the wargame. Tier III Wargames will require simplified game design, less detailed scenario development, information technology support, and wargame management. Each task will require a varied level of effort throughout the duration of the wargame’s pathway leading up to the main event. Support of the Wargaming Program will include analysts, recorders and facilitators for each Tier III wargame.
- Tier IV wargames. Tier IV Wargames efforts are events that do not require the full development of a wargame. Tier IV wargames provides wargaming guidance, direction, and minimal review and revision of wargaming specific products or an effort of similar size and scope. The Tier IV wargames require wargaming expertise to review and modify existing scenarios and game designs, provide wargame development subject matter expert support, provide basic Information Technology support and/or review other service and organization’s wargaming products. There are no Tier IV wargames in the Base Wargaming Program.
