Sec # Question/Recommendation Response

Column4 Column6 Column8

L.2.2.1.1

Section L.2.2.1.1 states “The offeror shall identify their proposed technical approach tailored for this program and the offeror’s understanding of the size, scope, challenges, and complexity of the MTWS program, in order to meet the requirements of the PWS. The offeror shall ensure their proposed approach is complete and appropriate for the program.” Question: Please clarify which PWS Requirements the offeror is to respond to in its Technical Volume. Is the intent that the offeror only respond to PWS Section 3 Performance Requirements (to include its subsections) only, or is the offeror also to respond to PWS sections 2, General Requirements, and 4, Specific Requirements?

The offeror should address requirements from Sections 2) General Requirements, 3) Performance Requirements, and 4) Specific Requirements of the PWS.

L.2.4 FACTOR 5 –

Past Performance Information -

(VOLUME IV)

Section L.2.4 states “The Past Performance volume shall be organized in the following format:

a. Contract Descriptions

b. Performance Required

c. Past Performance Questionnaire” Question: As we understand it, the. Contract Description is to consist of items (a) – (k) on page 36, and b. Performance Required is to consist of the narrative identified under the second item (a) on page 36 starting with “For any contract that did not meet original schedule or technical performance requirements, provide…” Is our understanding correct? If not, please clarify the requirements each section of the past performance volume?”

Contract Description consists of items (a) – (k) on page 36.

Performance Required starts with “Offerors shall provide a specific narrative explanation of each contract listed …….”. Second item (a) is also under Performance Required.

L.2.4 FACTOR 5 –

Past Performance Information -

(VOLUME IV)

Section L.2.4 states “The offeror shall submit, along with the information required in this paragraph, a consent letter, executed by each subcontractor, teaming partner, or joint venture partner, authorizing release of adverse past performance information to the offeror so the offeror can respond to such information.”

Question: Do the consent letters count toward the Past Performance Volume’s 50 page limit?

No.

L.1.3 – Organization and Content of Proposals, Volume

II –

Technical/Manage ment/ Schedule

Paragraph c. of section L.1.3 states that “All pages shall be numbered sequentially,” and “Appendices may not be submitted to supplement the sections listed below and will not be evaluated.” The Table on page 31 of section L.1.3 listing page limitations indicates that the SDP and IMS in Volume II do not count toward the 125 volume page limit. Given the fact that the SDP and IMS fall in the middle of Volume II, and that the volumes must be numbered sequentially, this causes the actual numbered pages to go beyond 125, and causes evaluators to have to go back and subtract out the SDP and IMS pages from the total pages in order to accurately evaluate if the volume falls within the 125 page limit.

Question: Can the SDP and IMS instead be referenced in the body of the volume and included as appendices so as to keep the page count clear?

Yes, the SDP and IMS can be referenced in the body of the volume and included as appendices so as to keep the page count clear.

Section L.2.3 FACTOR 4 – Price Proposal (Volume III); Attachment J.34 – New Development Labor Hour Prices

On page 34, Section L.2.3 states “The Offeror shall propose one fully burdened hourly rate, proposed in WHOLE dollars, per labor category by completing Section B of this solicitation.”

Attachment J.36 – Price Worksheet contains the same information as Section B of the RFP, and the tab is labeled “Draft Sec B.”

Question: Do you intend for the offeror to both complete Attachment J.34 and Section B for inclusion in Volume III, or just Attachment J.36?

Offeror is required to complete Attachments J.34, J.35 and J.36. Offeror is not required to complete Section B of the contract.

Section F - Deliveries or Performance

Within Section F of the RFP, the Period of Performance Start Date is listed as 1 May 2015. The due date for proposal submissions is 6 April 2015.

Question: Does the Government have an updated projected POP Start Date for this Effort?

The Government projected PoP to start in the 1st quarter of FY 16.

J 32 Functional Labor Categories

The descriptions contained within this document refer to CACCTUS rather than MTWS.

Question: Can we assume that we should just replace “CACCTUS” with “MTWS” throughout and use the same requirements, or is a revised document going to be released?

Attachment J.32 will be revised and included in Amendment 0002.

PWS 3.1-3.1.6.2

J 33 QASP

The deliverables listed in the PWS Sections 3.1-3.1.6.2 do not align with the deliverables listed in the corresponding QASP. Please clarify.

No error identified.

Can you confirm that this solicitation is a small business set aside? Yes, It is small business set aside.

If the solicitation is in fact a small business set aside, can all small businesses on the team comprise the 50% of labor effort?

The contract will be awarded to a small business. Small businesses must perform at a minimum 51% of the requirement.

L.1.3.b L.1.2.b states, “… All material submitted must use a line spacing of 1.5, single space will not be accepted.” Request single line spacing for tables and graphics be permitted.

Single line spacing for tables and graphs are permitted.

L.2.2.1.1 and L2.2.2.1

L.2.2.1.1 states, “The offeror shall identify their proposed technical approach tailored for this program and the offeror’s understanding of the size, scope, challenges, and complexity of the MTWS program, in order to meet the requirements of the PWS. The offeror shall ensure their proposed approach is complete and appropriate for the program.” The last bullet of L.2.2.2.1 states, “Address the following topics: …Product Development Approach.”

Please clarify the intent of L.2.2.2.1 as it appears to overlap with the requirements of L.2.2.1.1.

Product Development Approach (PDA) does not need to be reiterated in the proposal under both sections. If PDA is addressed in L.2.2.1.1, it only needs to be referenced in L.2.2.2.1.

K 52.204-8
