Sec # Question/Recommendation Response

Column7 Column9 Column11

Missing attachement J.31 Added as amendment

Missing attachement J.41 Added as amendment

L.2.3 Reference is made throughout the solicitation to J.34 New Development Labor Hour Prices and J.36 Price Worksheet. The attachments may be mislabeled as J.34 appears to be the Price Worksheet and J.36 appears to be the New Development Labor Hour Prices. Please clarify.

The J.34 is to insert your labor prices, J.35 to complete sample task order per hours given to determine cost of each task order for the year, and J.36 is a roll up of PDSS and New Development total cost as directed in section M.2.3

L The RFP includes Attachment J.39, Deliverable Price Sheet . The attachment is also referenced in Section J, page 22. Section L instructions are unclear as to whether Attachment J.39 is to be completed and where it should be incorporated. Please clarify.

Deleted Attachment J.39

J.39 The Deliverable Price Sheet includes F001 (MTWS 101 Interactive courseware (ICW) Development. PWS 3.1, 3.1.6.2, 3.2 and 5 (deliverables) do not list F001. Is F001 a deliverable only after the task becomes part of a task order?

Deleted Attachment J.39

L.2.1/L.2.3 Section L.2.1 Executive Volume indicates that the “signed SF33 for the basic solicitation and each amendment as well as the signed Representations, Certifications and Acknowledgements or Online Representations and Certifications Application (ORCA) reference” are to be included; however it also indicates under Section L.2.3 “the Price Volume shall contain the completed and signed SF33, Representations and Certifications, DCMA information, and DCAA information.”

Please clarify whether the completed and signed SF33 and Representations and Certifications are to be included in both the Executive Summary Volume and the Price Volume? If it is to be included in the Executive Summary, are these items included in the page count?

Completed and signed SF33 and Representations and Certifications are not required for Executive Summary Volume. An amendment is forthcoming.

L.2.3 RFP instructions under L.2.3 indicates:

• In subparagraph 5 – “The Offeror shall propose one fully burdened hourly rate, proposed in WHOLE dollars, per labor category by completing Section B of this Solicitation”; and

• In subparagraph 6 – “Rates shall be included in Section B” Is Section B of the RFP to be completed? Will the Government provide Section B as an attachment or is Attachment J.36 Price Worksheet intended to represent/replace Section B? Please clarify.

Attachment J.36 represents Section B

L.2.3, Attachment

J.35 and M.2.3(ii)

L.2.3, first paragraph, indicates that “J.34 will correspond with the price in J.35”.

In the paragraph just prior to listing the new development positions it indicates “The offeror shall provide the full extended price for the level of effort associated with each position”; however no hours were included in J.34 which would generate a price to carry over into J.35. Under M.2.3 (ii) Total Price for New Development, the solicitation indicates, “The Government has populated each CLIN with a quantity for the purpose of evaluation only”. Hours would need to be included in J.34 in order to price J.35. Please clarify.

Attachments J.34, J.35, and J.36 were mislabeled will be corrected. J.34 will be the burdend price for each labor category to feed the hours identified in J.35, for a total price in J.36

J.20 Block 16 Remarks, item #2 states that the first submission is upon contract award whereas item #6 indicates that the document shall be agreed upon at the post award conference. These appear to be in conflict, please clarify.

Program Management Plan will be provided at contract award. It will be evaluated and agreed to at post award conference.

The PWS, page 25 states that the format and content of B001 is specified by the DID, which is listed in block 4 of the CDRL. The CDRL (J.20) states that the content of the document shall be agreed upon at the post award conference. These appear to be in conflict. Please clarify.

Yes the DI-MGMT-81797 give you a guideline on the format and what standard content should be in the B001, however, as each program is original in its own right there will be some content not required due to the nature of the program, and some program specific issues that need a more in-depth analysis. Tithe Government will take the time to review and approve content and it will be agreed upon during post award conference

L.2.2 The last sentence states, “All included draft documents shall support the inclusion of the provided executable task.” Please clarify the intent of this sentence.

Refers to sample task order J.37 and sample hours provided in attachment J.35

L.2.4 The 7th paragraph states, “… Additionally, the offeror shall submit a past performance letter and questionnaire (provided as attachments J.31) to the POC(s) for each Government contract identified by the offeror as relevant to the scope of this effort.” Attachment J.31 was not provided in the RFP. Please provide.

Provided as part of Amendment 1

3.1.4 Paragraph 3.1.4 states, “Help desk support shall be available during the working hours (0800-1600) of all sites that utilize MTWS.” Since MTWS is used on the east coast, west coast, Hawaii, and Okinawa, and on occasion Europe, this means help desk support must be available 24 hours a day. Is that a correct interpretation?

The time frame will be limited to the six sites supported by the MTWS Program, Quantico, VA, Camp Lejeune, NC, MAGTFTC, CA, Campen, CA, MCB Hawaii, and Okinawa, JP. That being the case it will cover 19 hr a day.

4.4 and 4.5

Paragraph 4.4 states, “All GFE shall be transferred from incumbent to awardee within 24 hours of contract stop/start date.” Paragraph 4.5 states, “All GFE shall be provided within 1 month of contract start date and are listed in attachment J.41 (no attachment provided).” These two statements appear to be in conflict.

Please clarify.

Provided as part of Amendment 1

3.1.6 Several deliverables identified in Item b) appear to be inconsistent with 3.1.6 requirements. These include B004 Conference Agenda, B005 Conference Minutes and B006 Presentation Material. Please clarify.

Maintain visibility on progress, and schedule and provide that information to the Government for all MTWS tasks as part of this contract. Provide information in a readily accessible, independent manner to the Government.
