STATEMENT OF WORK
1.0 BACKGROUND
1.1 REQUIREMENT FOR AUTHORIZED MEDICAL DENTAL ALLOWANCE LISTS AND
MEDICAL KITS
The United States Marine Corps (USMC) deploys Marine Air Ground Task Forces (MAGTFs) throughout the world to meet operational commitments and must provide health services to maintain the combat effectiveness of the force and/or to safely stabilize and evacuate casualties from the battlefield. The Marine Corps is also required to provide preventive and critical medical and/or dental care to all of its members. Authorized Medical Allowance Lists
(AMALs), the Authorized Dental Allowance List (ADAL), and medical kits satisfy this need by providing Medical
Battalions, Dental Battalions, and unit medical personnel with the equipment, supplies, and medicine required to treat patients in an operational or field environment. AMALs and the ADAL are highly specialized capability sets comprised of Class VIII materiel (medical materiel to include medical peculiar repair parts are classified by the
Department of Defense DoD as Class VIII materiel). Certain AMALs contain equipment and supplies to identify and treat Marines attacked with nuclear and biological agents. Other AMALs identify, prevent, and treat for exposure to disease vectors or exposure to extreme environmental conditions.
1.2 AMAL, ADAL, AND MEDICAL KIT OVERVIEW
Each AMAL, ADAL, and medical kit is a capability set and within each AMAL, ADAL, and medical kit are the
Class VIII equipment, supplies, repair parts, tools, and test, measurement, and diagnostic equipment to deliver and sustain the required capability. There are currently 34 different AMALs, the ADAL, and medical kits fielded to
Marine Corps units including individually issued medical equipment and supplies like the Individual First Aid Kit
(IFAK) and the Corpsman Assault Pack (CAP). Attachment A is a list of currently fielded AMALs, the ADAL, and mailto:ronald.diefenbach@usmc.mil mailto:dwight.micheal@usmc.mil mailto:patricia.smart@usmc.mil medical kits. AMALs and the ADAL are controlled (stocked, stored, issued, recovered and maintained), with few exceptions, by the respective Marine Expeditionary Forces (MEFs) and Marine Forces Reserve (MARFORRES)
Medical Logistics Company (MEDLOGCO), Supply Battalion, Marine Logistics Group (MLG), as well as Marine
Corps Forces Special Operation Command (MARSOC) and Blount Island Command (BIC), which manages materiel sent to the Maritime Pre-Positioning Force (MPF) and Marine Corps Pre-Positioning – Norway (MCPPN). Those
AMALs and ADAL not controlled by the MEDLOGCOs are organic to Marine Corps units and are either individually issued to Marines and Sailors (i.e. IFAK and CAP) or fill a specific unit need (i.e. AMAL 652, Chemical Biological and Incident Response Force and AMAL 660, Marine Special Operations Command).
1.3 AMAL, ADAL AND MEDICAL KIT COMPONENTS
AMALs, the ADAL, and medical kits are comprised of components supplied from numerous manufacturers and medical and dental equipment suppliers. Because, in most instances, no single manufacturer, medical/dental provider, or prime vendor is capable of providing all the equipment and supplies that comprise an entire AMAL, ADAL or medical kit, it is necessary to award multiple contracts to commercial secondary Prime Vendors (PV) for the times which a Government source of supply cannot provide the required materiel. It is anticipated that shipments will be to a Product Support Integrator (PSI) or in some instances directly to a Marine Corps unit or activity, who will then take all of the AMAL, ADAL, and Medical Kit components to integrate into the appropriate configurations.
1.4 FAMILY OF FIELD MEDICAL EQUIPMENT RESPONSIBILITY
The Family of Field Medical Equipment (FFME) Team, Product Manager Combat Support Equipment (PdM CSE) has life cycle management responsibility for all Marine Corps owned medical equipment and supplies. The FFME
Team is responsible for procuring all of this equipment and is obligated to do so from a Government source, the
Defense Logistics Agency (DLA) Medical Surgical PV Contract. When DLA is not able to provide those materials in a cost effective and timely manner, the FFME Team is authorized to go to independent commercial sources via PV contracts.
2.0 SCOPE
2.1 GENERAL
This SOW sets forth the work effort required for the PV. The various PVs (there will be a maximum of three (3)) are required to compete against one another for Delivery Orders (DO) that the FFME team need in order to maintain the readiness and serviceability of the AMAL/ADAL and medical kit components for which it is responsible, should
DLA be unable to procure those components. The PV is required to have available sufficient levels of or have access to the stocks of medical equipment and supplies necessary for the FFME Team to accomplish its mission.
When a DO is competed, the PVs will be awarded that DO based on a Lowest Price Technically Acceptable (LPTA) standard. The Government does not intend to evenly split the award of DOs, but rather to competitively award to the recipient(s) offering the best value for individual items in terms of cost and technical acceptability. All PVs shall provide Food and Drug Administration (FDA) approved equipment and materiel. DOs will be shipped to a PSI for integration and further shipment, except when directed by the Contracting Officer Representative (COR), as in cases where integration is unnecessary and the DO can be shipped directly to a Marine Corps unit or activity.
2.2 PV RESPONSIBILITY
Each PV is responsible for providing all facilities, material handling equipment, materials, and services necessary to complete the tasks identified in this SOW at no additional cost to the Government.
2.3 GOVERNMENT POINTS OF CONTACT
Throughout this document, the Government point of contact (POC) authorized to provide technical direction and approval to the various paragraphs outlined within this document is the Contracting Officer. Any changes to this contract, to include additional work, must be approved by the Contracting Officer. Additionally, the PV is responsible for coordinating all shipping action with the COR.
2.4 BUSINESS HOURS, BUSINESS DAYS, AND HOLIDAYS
Each PV is responsible for establishing its own business hours, but at a minimum a Customer Representative should be available from 0800 to 1700 Eastern Standard Time (EST) (or Eastern Daylight Time (EDT), as applicable) and standard business days are Monday through Friday.
Observed Government holidays are listed below:
New Year's Day 01 January
Martin Luther King Jr. Day Third Monday in January

Memorial Day Last Monday in May
Independence Day 04 July
Labor Day First Monday in September

4.3.1.4 Documentation. When the PV is instructed to directly ship hazardous materials to a Marine Corps unit or activity, or the PSI, the documentation for hazardous material air shipments is the responsibility of the PV. The PV, in those instances, is responsible for the completion of a Shipper's Declaration for Dangerous Goods form. See
MCO P4030.19I for instructions on how to properly complete this form. PV personnel preparing documentation for hazardous material for transportation by military air shall have completed the training prerequisites listed in MCO
P4030.19I to accomplish the Shipper's Declaration for Dangerous Goods certification.
5.0 PROGRAM MANAGEMENT
5.1 GENERAL
The PV shall provide program management for all facility, equipment, material and labor resources necessary to successfully fulfill the requirements of this SOW.
5.1.1 Issue Release/Receipt Document (IRRD). The PV shall create an IRRD for every shipment that must incorporate Government furnished information to include: description of DO, document numbers, national stock numbers or part numbers, unit of issue, quantity ordered, quantity shipped, and purchase order number provided by the COR. These IRRD documents are required for turn-in of equipment through approved Government and commercial sources. The PV must also provide the COR with the receipts or proof that the equipment was accepted by the activity designated by the Government for final disposition.
5.1.2 Data Management. The Government reserves the right to review all source documents used to create the data presented in any reports that are requested from the PV by the Government.
5.1.3 Barcode Information. In order to maintain seamless inventory control throughout the medical equipment acquisition process, the PV shall provide the Government with the ability to access and extract key information contained within the barcode technology that will be affixed onto every shipment received. The PV shall provide the type of barcode systems being used to generate every shipment in order to validate and conform with the compatibility between the contractor and the U.S. Marine Corps’ inventory staging warehouse. The PV shall provide the following information in (.csv) format:
1. Purchase Order Number
2. National Stock Number (NSN)
3. Full Document Number

8.0 MEETINGS, FORMAL REVIEWS, CONFERENCES, AND AUDITS
At the request of the Government, the PV shall plan, host, attend, coordinate, support, and conduct any meetings in support of this SOW. Reviews requiring demonstration and/or examination of equipment shall be conducted at the

9.0 SECURITY REQUIREMENTS
The information provided to the contractor will be unclassified and/or sensitive unclassified information. The contractor is not required or expected to have a Facility Clearance and contractor personnel supporting this effort are not required to possess Personnel Clearance Levels. Any contractor personnel requiring access to U.S. Government sensitive unclassified information shall possess a completed background investigation (minimum of a NACI) for this
Public Trust Position.
COMMON ACCESS CARD (CAC) REQUIREMENT. The COR will identify and approve those contractor employees performing on this contract that require Common Access Cards (CACs) in order to perform their job function. In accordance with Headquarters, United States Marine Corps issued guidance relative to Homeland
Security Presidential Directive – 12 (HSPD-12), all personnel must meet eligibility criteria to be issued a CAC. In order to meet the eligibility criteria, contractor employees requiring a CAC, must obtain and maintain a favorably adjudicated Personnel Security Investigation (PSI.) Prior to authorizing a CAC, the employee’s JPAS record must indicate a completed and favorably adjudicated PSI or (at a minimum) that a PSI has been submitted and accepted
(opened.) The minimum acceptable investigation is a National Agency Check with Written Inquiries (NACI.) If a contractor employee’s open investigation closes and is not favorably adjudicated, the CAC must be immediately retrieved and revoked.
Facility Security Officers (FSOs) are responsible for notifying the MCSC Security Director if any contractor performing on this contract receives an unfavorable adjudication after being issued a CAC. The FSO must also notify the MCSC Security Director of any adverse/derogatory information associated with the 13 Adjudicative
Guidelines/Factors concerning any contractor issued a CAC, regardless of whether a JPAS Incident Report is submitted.
Each CAC is issued with a “ctr.usmc.mil” e-mail account that the individual contractor is responsible to keep active by logging in on a regular basis (at least twice a month), sending an e-mail and clearing any unneeded e-mails.
Contractors are prohibited from “auto-forwarding” their .mil e-mail account to their .com e-mail account. If the ctr.usmc.mil e-mail account is not kept active, the G-6 will deactivate the account and CAC will lose its functionality.
Common Access Cards (CACs) will only be issued to those contractors supporting this contract that have been authorized by the COR. The COR will only authorize CACs for those contractors that meet current Homeland
Security Presidential Directive – 12 (HSPD-12) criteria and have a definitive requirement.
If a contractor loses their eligibility for a CAC due to an adverse adjudicative decision, they have also lost their eligibility to perform on MCSC contracts. CACs are not issued for convenience.
