QUESTIONS AND ANSWERS
M67854-15-R-5004
USMC Medical Prime Vendor Contracts
Questions and Answers
Q1: On the spreadsheet, we do not see quantities. Do you want pricing for one unit per line item? Obviously there could be volume discounts for multiple units purchased.
A1: Exhibit A has been revised to include the quantity desired for this RFP and unit of issue.
Q2: How is this solicitation different from the DLA DAPA Contract which also provides these components to the USMC to build the AMALs? Cardinal Health and Owens & Minor are the current prime vendors under the DLA DAPA program but they are not SDVOSB. Will the DLA DAPA program continue to exist and how are these related?
A2: This requirement is going to be maintained and competed directly by Marine Corps Systems Command personnel; the USMC PV contracts will not cancel the DLA DAPA contract, they will supplement it and provide the Marine Corps with another, more rapid alternative for ordering medical materiel and supplies.
Q3: How will the USMC decide if they are going to buy these items via the DLA DAPA program or this new contract?
A3: The Marine Corps will select the acquisition vehicle that is appropriate for each purchase, taking into consideration factors such as cost, value, and time. See response #2.
Q4: Can equal items be offered to the brands and part numbers specified?
A4: While one or more manufacturers can be found for each item, the Government is not mandating the use of any particular manufacturer. The requirement is for a product which meets the listed NSN.
Q5: If equal items can be offered, what is needed for the evaluation? Such as product literature, technical specifications, product sample, recommendations letters, etc.?
A5: See response #4.
Q6: If these items are already available for purchase through the DLA DAPA contract, what will the role of this contract serve?
A6: See response #2.
Q7: The 150 pre-qualification items and solicitation suggest that everything is manufacturer specific with no substitutions. Solicitation suggests TAA compliance however is contraindicated in the MFR part numbers
M67854-15-R-5004 on some of the pre qual items. Is it safe to say that we can use substitutions as long as they are fitting the
NSN, form, fit and function capacity? Do we need prior authorization to use alternatives and substitutions?
A7: See response #4. The Trade Agreements Act is not applicable to this procurement. FAR 25.401(a)(1) provides an exception to the Trade Agreements Act in the case of solicitations which are set aside for small businesses.
Q8: Is TAA a must follow policy for this solicitation?
A8: See response #7.
Q9: I have noticed that there are lots of items on this list that are regular items through the Prime Vendor
Contract and that are on DAPA, is it to be expected that these items will be bought outside the Prime
Vendor Program set forth by DLA?
A9: See response #2.
Q10: I wanted to see if there was a possibility to have the actual manufacturer’s name included in the excel spreadsheet.
A10: See response #4.
Q11: Regarding Quantities Requested - In the solicitation pages 2 through 7 appear to be the LIN Structure and pricing sheet. On item 0001 and the follow on items on the sheet the RFP request a quote for a quantity of
9,675,000 with a Unit of Each. In Exhibit A the Government is asking for a price for each of the 150 items in the list at a Unit of 1 for base year and each option year of the contract. The Exhibit A pricing sheet then asks for a total price for the entire list. Which amount is the Government requesting for each contract year?
The price carried from the Exhibit A sheet on a yearly basis of that amount multiplied by the quantity of
9,675,000?
A11: Pricing is to be proposed for Exhibit A only. See response #1.
Q12: In item 0002 of the pricing list request a shipping quantity of 125,000. In the body of the solicitation, in the paragraph entitled 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014), subparagraph 2, Factor 2: Price, the government states that “For proposal purposes, the Government will not consider shipping costs” and in paragraph 4.2.7.1 the Government states that “Based on estimates, shipping charges will be capped at $125,000.00 annually, and if shipping costs do exceed that amount the PV shall seek prior
Government approval.” Since the shipping will not be evaluated what amount is the Government requesting for Items 0002, 1002, 2002, 3002 and 4002 on pages 2 through 7 of the RFP?
A12: As stated in FAR 52.212-2, “Prices for shipping are indeterminate at this time, and will be Firm-Fixed Price
(FFP) (no fee). For proposal purposes, the Government will not consider shipping costs, but will assess each of those in the individual delivery orders.” Therefore, no shipping costs are to be submitted for this
RFP.
