General Issue
N/A
In October 2012 the Marines awarded an $18.4M contract (M67854-13-D-5008) to Schutt Industries for the procurement of 289 MCTWS systems. The contract had five one-year ordering periods. While there are noted differences between the previous MCTWS Purchase Description and current MCTWS Performance Specification, (1) what is the status of the previous M67854-13-D-5008 effort; and (2) will the new M67854-14-R-5040 effort replace the previously acquired MCTWS systems in order to have a single system inventory?
The system procured under this contract will be the sole MCTWS configuration in the USMC inventory.
48
General Issue
Are photos, drawings, and/or manuals available of the current system?
Yes, they are available by request through the contract specialist. They will be delivered via ARMDEC.
49
General Issue
Has a prototype/production unit been manufactured?
No
50
General Issue
If a prototype/production unit has been manufactured, is it available for review?
No
51
General Issue
If a prototype/production unit has been manufactured, who designed and built it?
No
52
General Issue
In October 2012, Schutt Industries was awarded a multi-year contract for the MCTWS. The performance specifications for the contract awarded to Schutt Industries and the current solicitation appear to be the same. Is Schutt Industries still under contract for the MCTWS?
No
53
General Issue
CLINs 0011 through 0017 refer to the Training Materials, yet there are no CDRLs for these items. We need the CDRLs to give us the technical requirements.
The technical requirements for CLINs 0011-0016 can be found in the SOW paragraphs 6.1.1.2-6.1.1.7. CLIN 0017 can be found in SOW 3.9 and CDRL A004.
54
General Issue
CLINs 0026 through 0031 refer to the Technical Manuals, yet there are no CDRLs for these items. We need the CDRLs and TMCR for the technical requirements.
The technical requirements for CLINs 0026-0030 can be found in the SOW paragraphs 5.5-5.10. CLIN 0031 does not exist.
55
Section B
There is no CLIN assigned to the PCA in Section B, but it is in Attachment F as CLIN 0024. Please advise.
The PCA CLIN was inadvertently left out of Section B in the model contract. It has been added in Amendment 0001 and the CLINs have been renumbered in Section B to match the numbering in Attachment F.
56
SOW and CDRL
4.5.4.8.1 and CDRL C006
CDRL C006 and CDRL C007 appear to be the same requirement. Can you please clarify?
The SOW and CDRLs have been revised to remove the paragraphs regarding Supplemental Data for Provisioning (SDFP) and its corresponding CDRL C006. The SOW and CDRLs have been renumbered accordingly. Paragraph 4.5.4.8 and CDRL C006 now refer to Engineering Data for Provisioning (EDFP).
57
SOW
4.3.3
Are all of the listed tools in this Table specifically described in Table III of the Performance Specification?
No. The table in section 4.3.3 of the SOW lists tools already fielded in the Marine Corps that will be used to conduct field level maintenance of the MCTWS. These tools are not required to be provided by the contractor. Table III of the Performance Specification lists items that are required to be provided with the MCTWS.
58
P. Spec.
3.3.12
Can you please elaborate on the GFE BOB Tool Kit? Specifically the weight/dimensions and will it already be in its Rapid Inventory, Visual Cue and Proximate Storage Configuration?
Length: 18.0 in

Width: 6.0 in (case closed) Height: 16.0 in Weight: 27.00 lbs The BOB Tool Kit may or may not be in a Rapid Inventory, Visual Cue and Proximate Storage Configuration. The BOB is already fielded and vendors are not required to reconfigure the BOB Tool Kit. The BOB shall be kept in the supplied configuration.

59
SOW
What format will the TM be written to (i.e. Word, XML, SGML, S1000D, etc.)? If XML, SGML, what software is expected (i.e. Frame Maker, Arbortext, etc.)?

60
SOW
What format will the vector line drawing be developed in (.ai, .cgm, etc.)?
See Response 59.
61
Attachment D
For planning purposes only - Lists the quantities of MCTWS for each ordering period. Comparing this to the Attachment D - Delivery Locations and Quantities, how do you estimate shipping price when you don't know if you will be delivering 10 MCTWS to one location or 10 MCTWS to 10 different locations per delivery order? Is there a priority according to the order the delivery locations are listed in the Attachment D?
The delivery locations in Attachment D are in the estimated order of delivery.

Perf. Spec.
3.3.1 and 3.3.6
Can you please clarify? Is the government's intent to have two Air Compressors? Also sourcing an Air Compressor that has a minimum ouput a 6.5 CFM has so far proven to be difficult. Will the legacy Air Compressor suffice?
The MCTWS requires only one air compressor. The 6.5 cfm is only the minimum requirement. The Government will not state what compressor to use since installation will affect the air compressor’s ability to meet the requirement.
81
General Issue
The vendor is requesting a two week extension for the response date from 13 August 2014 to 27 August 2014.
The Government has agreed to the request. Amendment 0003 reflects the new submission deadline.
82
SOW
5.1 - Technical Manual Requirements
For this paragraph it reads “The contractor shall develop new Operation and Maintenance TMs……” and goes on further to say “The TMs shall include a complete RPSTL”. Should we plan for just one manual (-14&P again) or if they want two manuals this time? The second statement leads us to think that ‘TMs’ (plural) is a typo.
The manual can be one manual with everything inclusive. A separate RPSTL should be utilized when the volume of information is too large to insert into one manual.
83
SOW
5&6- Pubs and Training
Do you want the trailer manual to be separate or part of the MCTWS manual? If separate what type manual do you want? Would the Operators and Maintenance training plans be separate from the MCTWS or will they be combined?
No separate trailer manual is required. Operator and maintainer training plans must be separate from the MCTWS manual.
84
SOW
3.4.2.1 PDR
The BOM is scheduled for delivery 60 days after contract award so can you estimate or provide the date you would schedule the PDR “after” contract award? The PDR drives engineering design which would mean an accurate BOM can only be achieved after the conclusion of the PDR. In addition, PDR studies are to be submitted to the government 30 days prior to the PDR. We are assuming the PDR studies will need to be submitted before the post award meeting?
The post award meeting (PAM) shall be held 30 after contract award. Preliminary Design Review (PDR) shall be held 60 days after contract award. BOM shall be delivered, in Microsoft compatible format, 30 days after the PDR. The SOW has been updated in Amendment 0003.

P. Spec
3.3.3.3
Exothermic Cutter is called out but the only part that appears on table III is for a Washer without a part number or manufacturer? What is required?
The performance specification has the overarching requirement that must be met by the system. Table III gets into specific requirements for piece parts but not all parts required to meet performance requirements are listed in table III. A vendor should propose all consumables required based on its MCTWS design.

This washer is a rubber washer used behind the collet and is considered to be a consumable. New system may or may not require this washer.

3.3.1.3
MCTWS shall have a welder capable of providing 300 amperes and at least 32VDC using JP-8 fuel. Is it assumed that the welder and generator are a single unit, or is it acceptable to provide a generator and welding unit that operate independently of each other? We have been unable to source a single unit generator/welder that is capable of running off of utility power, thus requiring the purchase of a second welding machine.
The MCTWS shall be configured with an engine powered welder(s) capable of field weld repair for outdoor operations with a plug-in non-engine-powered welding for indoor operations. It is acceptable to supply a separate welder to meet the shore power requirements if an engine driven welder is unable to meet the shore power requirement.

Yes, a ground rod should be supplied.
