Description

3.2.4
Is the requirement to produce a 3-phase output with a single phase input? Or shall the system be required to produce a single phase output when only a single phase input is available and a 3-phase output when 3-phase input is available?
3-phase output is desired no matter the input type. Proposal should clearly state tradeoff selected if output capability varies with input type so a best value determination can be made.

10
Purchase

Description

4.1.10
Is there any system de-rate available as a function of altitude? Minimum to match generator de-rate curves.
No. The only system derating is provided for the generator portion of the system. Proposal should talk to how the generator derating will affect overall system performance at altitude.
11
SOW
3.1
SOW calls for fabrication of 2 units. RFP only calls for delivery of 1 unit. Is the intent that the contractor maintains one on contractor premises during US Gov't testing?
The contractor is required to deliver 2 systems. CLIN0001 will be amended to reflect a quantity of two (2).
12
SOW
3.3
What is the expectation from US Gov't on replacement parts and labor support during testing? IE, is it expected that contractor will be continually replacing and updating the system during testing?
The contractor will be expected to support their system as defined in the SOW and per the product specification. Contractor is not expected to be present during testing but is expected to assist in trouble shooting and repair of system during verification testing if problems arise.
13
SOW
3.3
Will the Government provide additional detail on the testing to be performed? Specifically, will contactor be required to have personnel on-site for test support for 6 months continuously, or is there a specific day count contractor can use for estimation purposes.
Contractor is not expected to be present during testing but is expected to assist in trouble shooting and repair of system during verification testing if problems arise.
SOW
3.3
Will the Government provide additional detail on the testing to be performed? Will testing include destructive testing and is the contractor liable for parts, labor and travel to restore systems destroyed during testing. If so, will the Government provide a test plan?
Intentional destructive testing is not planned. Contactor will be liable for repair of system if damage occurs within system specified operating range/requirement. No test plan will be provided at this time.
15
Purchase Description
1.2
The 2kW MTG mentioned here is not mentioned again in the later requirements sections. Does the MHEES require an interface with the 2kW MTG?
No. MHEES is not require to interface with a 2kW MTG.
16
Purchase Description
1.3
The “core MHEES” is mentioned in the CONOPS in this section, which also describes augmentation by a second trailer. Does “core MHEES” equate to the “Full mission capable core MHEES” mentioned in section 3.3.1? Should contractors include a second trailer augmentation in this proposal?
Core MHEES is the same as the full mission capable core MHEES. Proposed deliverable should match proposed design.
17

27
Purchase Description
3.5.6
Can this 24V output be disabled when 24V is used as an input? We think it would be unnecessary to charge a vehicle from another vehicle through the MHEES, if that is the intent of this output.
24V DC output is not solely for charging vehicles. It is desired that the 24VDC output not be disabled in this manner.
28
Purchase Description

One ISPCA is 440W and has 2 solar panels.
35
SOW
3.7
Will the government also provide 5kW and 15kW MEPDIS-R as GFE, or must the contractor purchase those items?

Are there defined scenarios with specific energy demand profiles, solar insolation, and siting duration to objectively compare these metrics for the baseline (current MEP) to the proposed systems? If so, can industry obtain those scenarios to provide the marine Corps with better information for their consideration?
The systems will be compared to current Marine Corps power generation gear that meets this power generation size. System will be evaluated in a wide variety of operational scenarios and environment similar to where the Marine Corps operates. No, specific operational scenarios will be provided to industry at this time.
46
Purchase Description

No
47
Purchase Description
3.3.5/3.3.6
Rather than require MHEES to be mounted on a MCC-LTT as a Critical Performance Parameter (CPP) and desire that the MHEES system weight be minimized, would the Marine Corps consider specifying the maximum weight and size for the MHEES system, require the same ruggedness and connection as the MCC/LTT and allow industry to propose the best means to achieve these performance requirements?
All CPP in the solicitation must be met.
48
Purchase Description
3.4.1
Does the CPP to be able to “use” the existing USMC Integrated Solar Panel Case Assembly (ISPCA) fielded with the GREENS system” mean that MHEES can take GREENS as one means to acquire solar power but not the only means thereby allowing better solar power technologies to be proposed?
The requirement is for the MHEES to operate with the ISPCA not the GREENS systems.
49
Purchase Description
3.5.7
If a proposed MHEES system has the ability to form effective smart microgrids that respond to user loads and bridges multiple generation systems together on its own, would that satisfy the requirement to directly connect with the current USMC fielded Mobile Electric Power Distribution site (MEPDIS-R)?
Specific offers designs will be evaluated once received.
50

No
52
Purchase Description
3.2.5

53
Purchase Description
3.2.9
Are fuel consumption vs. load graphs available for the various generators? If so, please provide.

SOW
4.0 – Security Require-ments
Could you please confirm the status of the following items of Government Furnished Equipment and Information as ‘Unclassified’ or ‘Sensitive Unclassified’ or other protective marking:

· In-service Generators (AMMPS, TQGs) – hardware provided to aid integration

· Generator data sheet

· Generator operating manual

· Generator communication protocol type (It is not critical that we are able to exchange information with the generator/generator control panel, but this is something which enhances our hybrid system status reporting to a user if it is possible)

· USMC M1102 Marine Corps Chassis Light Tactical Trailer (MCC-LTT) – hardware provided for integration Government Furnished Equipment and Information referred to in this solicitation is considered “unclassified”.

88
Purchase Description
3.2.9 - A minimum of 5kW of generator power shall be provided on the MHEES trailer. This/These generator/s shall consist of some combination of the 3kW TQG, 5kW AMMPS, and/or 10kW AMMPS.
Does the MHEES core solution need to fit on the first trailer alongside all three of the generator options listed here i.e.:

a) 5kW AMMPS

b) 10kW AMMPS

c) Two of 3kW TQGs

Or is it acceptable to size the MHEES core system to fit on the first trailer with only one of these generator options e.g. a 5kW AMMPS.

Specific designs will be evaluated when proposals are received. All CPPs must be met.

89
Purchase Description
3.5.1 - It is desired that the MHEES has a power distri-

bution kit designed to distribute 120V AC (60Hz) power within a 12’ x 20’ soft shelter.

Does this mean that the requirement is for connectors on the MHEES System with sufficient cabling supplied to power one (or more) in-service MEPDIS-R distribution boxes?
Specific designs will be evaluated when proposals are received.
90
Solicitation L-3.0
L-3.0 para-graph #1
It is unclear if the technology (design) becomes the property of the government or if the contractor can also market it to other government or commercial entities.
Reference DFARs clause 252.227-7013, the Government has unlimited rights to technical data for the systems developed exclusively with Government funds. However, this does not preclude the contractor from marketing it [the system] to other government or commercial entities.

Section B 0003

Section B 0004

L-2.2 Content of the Proposal “CLIN IS NOT TO BE SEPARATELY PRICED (NSP) As such, no price shall be proposed under unit price or max amount for CLIN.”

“CLIN AND SUB CLINs ARE NOT TO BE SEPARATELY PRICED (NSP) As such, no price shall be proposed under unit price or max amount for CLIN and Sub CLINs.”

Please confirm no pricing is to be listed for any CLIN or SCLIN beyond 0001. If so please clarify what additional information is required for pricing in Parts I and II of the proposal.

Correct, there is to be no pricing entered in Section B of the model contract other than CLIN0001.

Part II requires an MS Excel spreadsheet for all CLINs depicting the corresponding price. CLINs and SLINs, which are not to be separately priced, should reflect “NSP”.
