Description
3.2.2, 3.2.3, 3.5.2, 3.5.3
The output of the system is 5KW sustained, 10KW for ten minutes. The system has two
CRITICAL outputs: a 208VAC
60Hz 3-phase, and a 103-132
VAC 60Hz single phase. How is the 5KW/10KW power to be distributed between the two outputs? Will each of these outputs be required to provide the full 10KW for 10 minutes?
Question #1 of first set of questions should provide clarity for this question.
Purchase
Description 3.5.4
"It is desired that the MHEES provide 216-250V AC (50Hz) output on the system." Is this a single phase, or something else?
Single phase.
Purchase
Description 3.2.3
How often are the 10kW surges expected? Is this a once a day event or would it be possible for it to happen multiple times in an hour?
The system should provide the best value trade-off with the maximum flexibility possible in the 10kW to
5kW power range. A detailed duty cycle will not be provided.

Description
1.2, 3.2.9, 3.2.11, The 2kW MTG is only listed in the current configuration section.
Should it be considered as a definite input to the MHEES system?
No. MHEES is not required to interface with a 2kW MTG. See previous answers. It is a CPP to use the generators called out in 3.2.9. The ability to also use a 2kW MTG can be proposed as value added.
5 General Issue
Is it required or desired that the output of MHEES share loads with other systems? If so, please identify those systems.
Offerors are allowed to propose what they consider to be value added to their proposal for consideration.
6 General Issue
Is it required or desired that the output of MHEES share loads with other MHEES?
Offerors are allowed to propose what they consider to be value added to their proposal for consideration.

Description 3.2.2
Since the 5kW output is an average, what can be expected as a range of output power over a typical day or week?
The system should provide the best value trade-off with the maximum flexibility possible in the 10kW to
5kW power range. A detailed duty cycle will not be provided.

Description 3.2.3
How often is expected the 10wk peaks to occur? How close can they occur in time? When can they occur with regard to time of day?
The system should provide the best value trade-off with the maximum flexibility possible in the 10kW to
5kW power range. A detailed duty cycle will not be provided.

Description 3.2.2
5kW average output is specified.
Can any further detail be given to the load profile? Does the

Components supplied
(controllers, chargers, inverters, etc. supplied) with each ISPCA
Connections hardware supplied: cable types and connector terminations used.
Detailed set-up and use instructions or operator manual.
Description 3.5.1
Please provide specific requirements for the power distribution kit. Voltage and current requirements, number of receptacles, lighting required, etc. Will electric heat and/or A/C units be powered? Will we be required to supply these units?
The power distribution kit should be capable to distribute 120V AC (60 Hz) power within a 12‟ x 20‟ soft shelter.
The number of outlets/receptacles, etc.
is dependent on proposed design.
Offerors are allowed to propose what they consider to be value added to their proposal for consideration.

Description 3.2.1
“All MHEES electrical components shall be sized for a minimum of 10kW rated electrical output in accordance with MIL-STD-
1332 if enough electrical input is available. THIS IS
A CRITICAL
PERFORMANCE
PARAMETER.”
Are both DC and AC circuits part of this critical performance parameter?
No. 3.2.1 addresses AC output requirements. Requirement 3.5.6 provides the DC output requirement.
Description 3.2.2
“3.2.2 The MHEES shall be able to sustain an average electrical output of 5 kW in accordance with MIL-STD-
1332. THIS IS A

CRITICAL
PERFORMANCE
PARAMETER.”
Is the 5kW sustained power requirement for
24VDC,120VAC, 240VAC
and or 208V 3 Phase power?
Purchase
Description 3.2.3
“3.2.3 It is desired that the
MHEES be able to sustain
10 kW peaks of 10 minutes in duration.”
Is the 10kW peak for
24VDC,120VAC, 240VAC
and or 208V 3 Phase power?
Yes. AC and 3 phase only.

Can you provide technical info (or a link to technical info) about 3kw TQG, 5kw
AMMPS and 10kw
AMMPS, such as weight, fuel consumption, etc?
Paragraph 1.2 of the Purchase
Description provides a link.

Would a proposed programme of work of a shorter duration than the 18 months to delivery point be acceptable to USMC?
Would a shorter programme be desirable, or would USMC prefer the work to be spread over 18 months?
Offerors may propose what they consider to be value added to their proposal for consideration.
Description 3.2.4
Can we assume that if
MHEES is accepting a 108-
130VAC single phase output from solar panels, Offerors may propose what they this is either:
a) The primary power source (in lieu of a generator)
b) Delivered to MHEES via an inverter (which comes with the solar panel system) which will synchronise to generator or hybrid system power output
Should this not be the case, it implies that a DC-AC inverter with synchronisation to a primary power source is required to be on Trailer 1 as part of the MHEES core system.

Description 3.5.6
What is the desired minimum amperage of 24
Volt DC output?
I.e. is this a small amount of power as a „service socket‟ to power a laptop or basic tools during maintenance, or a 24V DC output for extended use by power users?
Offerors may propose what they
