SECTION J - LIST OF DOCUMENTS, EXHIBITS AND OTHER ATTACHMENTS
The following have been added by full text:
QUESTIONS FROM INDUSTRY
Questions from industry
Question/Issue/Response Governments Response
Is a fee allowed, and if so what are the acceptable limits?
No, the contract type is a firmed fixed fee, offeror must developed there proposals within the $750,000 threshold that is stated in the solicitation.
We would like to clarify the following:
The solicitation indicates that project award size will be $750,000 and that the
$750,000 needs to encompass a proposal for both ISP-G and ISP-S? In addition two awardees will be selected for $1.5M total and both awardees will be working on both ISP-G and ISP-S (it is not that a total of $1.5M is available, $750,000 for ISP-G and $750,000 for ISP-S?
It is planned to make two awards for $750,000 each.
Each awardee is expected to work on both the ISP-S and the ISP-G.
On those Mil-STD-810G test, do you have any preference on where we should conduct those tests? Since our solar panels are UL certified (underwriter laboratory, like Sanyo HIT panels), some of the tests are very similar to mil-STD- 810G. How can we convert those tests into mil-STD-810G?
Mil-Std-810G contains tests that will be performed to ensure that the system meets the requirement. It is not a requirement for the offeror to perform these specific tests.
Solicitation text says responses are to be delivered to 2201A Willis Street, the cover page says 2200 Lester. Which is correct?
The Government will post an amendment change the cover sheet to reflect the address stated in Section L.
Page 1 Paragraph 9 of Solicitation states sealed offers are due on 31 Jan 2013 at
12:00 pm. On page 49 conflicts with due date/time as 6 Feb 2013 at by 2:00 pm.
Which is correct?
The Government will post an amendment to reflect the due date/time as 6 Feb 2013 at by 2:00 pm.
Regarding marking every page -
SOLICITATION is “M67854-13-C-
5000”. That contradicts M67854-13-R-
5000. Is the R the correct letter for marking or “C”?.
The Government will post an amendment to reflect the M67854-13-R-5000 in section L-1.1
On page 50 the solicitation states the offer needs to be valid for “eight (6) months”. Can you clarify?
The Government will post an amendment to reflect that the Offerer's proposal shall be valid for a period of six (6) months.
For the 10 deliverable panels for SPACES we assume that 10 mats are required. For
GREENS, we assume that 10 deliverables units, 10 x X mats (if X mats are required to achieve the 440-500 W target). We assume that in total, the equivalent of 10
+10X integrated mats will be delivered. Is this correct?
No. An ISP-S shall contain 2 panels. 10 ISP-S systems shall be delivered. The number of panels in an ISP-G is not defined by the requirement but 10 systems shall be delivered.
The current SPACES product is listed as 62 watt (20v at 3100mA) / (40v at 1600mA).
It is going to be difficult to get to the desired form factor because solar cells smaller than 5” are just not available so available “footprint” really limits the voltage output. For the proposed SPACES replacement what is the minimum acceptable open circuit voltage (per panel)?
The SPACES controller can accept 9-36VDC from solar input.
CLIN 0003AB (Section F, page 30) states 9 months after award for Design Review and SOW Para. 3.5 states 6 months.
The Government will post an amendment to change SOW Para 3.5 from 6 months to 9 months.
CLIN 0002AA shows Draft Product Specification due 9 months after award, but Paragraph 3.4.1 of the SOW states
Draft due 6 months after award.
The Government will post an amendment to change SOW Para 3.4.1. from 6 months to 9 months.
What is the current daily energy production for SPACES, and what are the assumed parameters within this value (i.e.
latitude, time of year, solar intensity).
The Government will not provide this information. A SPACES panel will be provided as government furnished equipment during the design phase to allow offerors to do their own comparison.
Is the lightweight stand part of the stowage volume?
No.
What is meant by: maintaining maximum operational efficiency while deployed on
“an individual on the move”?
Maxiumim efficiency should be maintained in any operational configuration.
Do you intend to generate power during transport?
Yes, it is desired to be used both in stationary and on the move.
For operational life, is there a breakdown with regards to stowed life, and life in the field generating power?
It is desired that both stowed life and life while in use be maximized.
What are the assumed parameters within the daily energy production value (i.e.
latitude, time of year, solar intensity).
The Government will not provide this information. A GREENS panel will be provided as government furnished equipment during the design phase to allow offerors to do their own comparison.
The threshold weight for any single component of the ISP-G is listed at 88lbs.
Would a design be in compliance if each single component was less than 88 lbs, but multiple components were placed in a larger transport / shipping case that exceeded this threshold?
Yes
It is required without need for electrical ….. My question is can we have a controller to build into the panel so that power voltage will be the same as current system. The built-in a controller will be integrated into the panel. Therefore, it will be no wire or additional plug-in outside the panel. Is it acceptable?
Yes, an offeror can build a controller into the panel.
Requirement 3.1.6 on page 16 specifies a desire for the storage volume not to exceed that of the current SPACES panel system.
If the dimensions listed on page 13 under the key panel characteristics are correct, and if the SPACES figure shown on page
13 is accurate, it appears that folding the
18 panels (6 by 3 panels) would exceed the maximum folded thickness dimension of
1.4 inches. Please clarify.
It is desired and a data requirement that the ISP-S, when stowed, not exceed the given dimensions for the current SPACES panel.
Requirement 3.1.6 on page 16 specifies a desire for the storage volume not to exceed that of the current SPACES panel system.
If the dimensions listed on page 13 under the key panel characteristics are correct, and if the SPACES figure shown on page
13 is accurate, then the folded versus unfolded length and width dimensions do not appear consistent. Please clarify.
It is desired and not a data requirement that the ISP-S, when stowed, not exceed the given dimensions for the current SPACES panel.
Requirement 3.2.15 on page 16 states that the ISP-G must have a shipping foot print able to fit within a standard pallet dimensions (48 inch x 40 inch). The key panel characteristics for the existing
GREENS panel case lists the Packaged for transport dimensions as 35.5” x 66”. Does the existing GREENS panel case fit on a standard palette? Please clarify.
No, it does not.
Requirement 3.1.15 states a desire to beat
$15.00 per Watt for ISP –S. Is there a similar desired price to beat for ISP-G?
There is not a specific cost for the ISP-G, however, cost in volume manufacturing should be minimized.
Is the $15/W requirement for both
GREENS and SPACES or just SPACES.
In the body, it is only mentioned as a requirement for SPACES?
There is not a specific cost for the ISP-G, however, cost in volume manufacturing should be minimized.
As part of our proposal submitted by Feb.
th , do we need to provide the job-aid document referenced in the Operations and
Maintenance Quick Sheet? Or is this something provided as deliverables in the program
"This job-aid shall be delivered in paper and electronic format concurrent with the Improved Solar Panels."
Although it is desired that the ISP-G be a plug-in replacement for the current
GREENS solar panels, would you consider a different form factor and mounting system for the ISP, and different panels if there was value to do soand different panels if there was value to do so, and the solution met the production performance and watt/pound performance parameters?
The desire is for the connection to the controller to be a plug-in replacement. Form factor and mounting system are subject to the offeror's design
It is desired that the ISP-G be able to withstand winds up to 50mph. If a module could withstand 125psf for both up and down loads, i.e high snow and wind loads, would that be of value? Is there value in the panels being able to support the weight of a man or woman?
Offeror's may propose value added characteristics that are not specified within the Performance Description.
Has the team reviewed the Accelerated Lifetime Testing performed by the
National Renewable Energy Laboratory to understand failure modes of typical solar modules and panels?, NREL "Test-to- Failure of Crystalline Silicon Modules", Peter Hacke, Has the ISP-G been subject to any of these failure modes i.e. 1)
Severe cell shunting, 2) Localized silicon nitride decomposition, 3) Localized bubbles and delamination, 4) Oxidation of the interconnect metallization and bussing, 5) Si-Ag metallization interface peeling/delamination or 6) Backsheet burns, and has this been a concern?
No
Does the 155lb weight reflect the weight of 2 solar panels and the panel case, or 88 lbs? Does either number reflect the weight of the packaging?
155 lbs is the weight of the GREENS solar panel system as packaged. The 88lb requirement is for individual components of the ISP-G.
For performer performance, other than questionnaire, can we provide additional information in the body of the text (i.e. can we augment with other information)? Will it count towards the page count?
Any additional past performance information, other than the maximum of three past performance questionaires, will count against the vendor's proposal page count.

Part III. Past Performance The offeror shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. To demonstrate past performance, the offeror shall identify a maximum of THREE (3) of its most relevant contracts or efforts within the past three years, and provide any other information the offeror considers relevant to the requirements of the solicitation. Offerors should provide a detailed explanation demonstrating the relevance of the contracts or efforts to the requirements of the solicitation.
Relevance is defined as contracts that are similar in size, scope, complexity, and cost/price. The contracts or efforts will be evaluated in the aggregate in order to allow offerors who may not have the entire scope, magnitude, and complexity of the requirement under one individual contract to still be considered acceptable if experience with the full scope, magnitude, and complexity of the requirement can be demonstrated within the allotted number of contracts or efforts as described above. Only a set of up to three contracts or efforts shall be submitted.
Ensure that accurate and concise information is provided for each contract or effort, whether the data is for the prime or the subcontractor, including:
Title of Contract, Contract Number, and Sponsoring Organization, Name, mailing address, telephone and email address for the Technical POC or COR and Contracting
Officer;
Type of Contract, Value, Award and Completion Dates; Brief description of the services performed, problems identified and corrective action taken, awards/recognition received;
and
Cure/Show Cause notices received, and reasons.
Offerors are advised that the Government may use and evaluate independently obtained past performance data such as Past Performance Information Retrieval System (PPIRS) and Past
Performance Questionnaires (PPQ) as well as and in addition to all recent and relevant past performance data provided by the Offeror. Moreover, since the Government may not necessarily interview all of the sources provided by the Offeror. Furthermore, the Government does not assume the duty to search for data to explain or remedy any inconsistencies it finds in the information provided by the Offeror. The burden of providing thorough and complete past performance information remains with the Offeror.
For each contract of relevant work above, the Offeror shall provide a Past Performance
Questionnaire as provided in Section J (Attachment 2). The Offeror shall send out, and track the completion of, the Past Performance Questionnaires to each of the Offeror’s
Governments/Commercial Points of Contact (POCs). Any completed Past Performance
Questionnaires must be submitted directly from the Offeror's Governments/Commercial POCs to the Government not later than the closing date of the solicitation. Each of the Offeror’s POCs shall email its completed Past Performance Questionnaire directly to the contract specialist at clifton.maxwell@usmc.mill.
Part IV. Technical This part shall explain the Offeror's ability to meet or exceed the factors delineated in the Performance Description. The volume shall not include any cost/pricing data.
The Technical Volume shall include a Cross–Reference Matrix showing the proposal paragraph number where an evaluator will find the detailed discussion of the requirements listed in the Performance Description. The Offeror shall provide data to substantiate their product meets or exceeds the requirements of the Performance Description. It is permissible to submit the substantiating data on a CD-ROM and will not be counted against the page limitations set forth in Section L. Substantiating data in excess of page limit shall be limited to technical drawings, photographs, test reports, and product specification sheets. The offeror shall identify any “value-added” features that will contribute to the overall accomplishment of the Improved Solar Panel
(ISP) program. These elements shall be quantified from the standpoint of improvements to configuration change, performance, cost reduction, innovative business strategies, or other measures the offeror believes will contribute to program execution.
L-3.0 INTENT TO INCORPORATE CONTRACTOR’S TECHNICAL PROPOSAL
All or part of the successful Offeror’s technical proposal may be incorporated in any contract resulting from this solicitation. Moreover, the successful Offeror’s technical proposal may be incorporated by reference. In the event of any conflict between the successful Offeror’s technical proposal and other requirement of the contract, the conflict shall be resolved in accordance with the Order of Precedence clause. (FAR 52.215-8)
