WRITTEN OR ELECTRONIC PROPOSAL FORMAT AND CONTENT
L.5.1 GENERAL
a. The Offerors are specifically cautioned to limit written material to matters essential to define their offers and provide an adequate basis for evaluation. Statements such as "will comply" or "noted and understood" without supporting narrative to define compliance are not acceptable and may cause the proposal to be unacceptable. Clarity, coherence, consistency and completeness are of the utmost importance. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Any data previously submitted in response to another solicitation, whether submitted to Marine Corps Systems Command or to any other agency, should not be assumed to be available during this proposal evaluation and source selection process. Proposal data shall not be incorporated into the proposal by referring to another proposal or other instrument. Data that Offerors want to be considered must be included in the proposal they submit. Offerors shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the offeror’s proposal.
b. Offerors are cautioned to examine this solicitation in its entirety and to ensure that their proposal contains all necessary information, provides all required documentation, and is complete in all respects. Proposals will be reviewed for completeness and compliance with the RFP. Proposals that do not include the required information or do not comply with preparation instructions may be rejected. Proposals shall be clear and concise, indexed (cross-indexed, as appropriate) and logically assembled. Avoid using qualitative and subjective terms. All pages of each proposal shall be appropriately numbered and identified with the solicitation number.

Foldouts shall be printed on one side only, and shall be numbered and counted as one page. Figures and tables may be aligned using a landscape orientation with a ½” minimum margin on all sides. Page limitations are required to allow for a timely evaluation of the proposals, and should not be construed as a limitation to ingenuity and creativity. Pages over the maximum page limitations for any volume will be excluded from evaluation.
e. Text print shall be Times New Roman, 12 point size, and color black with proportional spacing. Print size for figures, diagrams, charts, and tables shall be no smaller than 8 point size with colors other than black allowable.
