The contractor shall provide and manage 585 regular portable toilets, 28 handicap-accessible portable toilets, and 96 hand washing stations across 20 designated zones throughout the air station to support an anticipated 100,000 visitors. The contractor must supply all necessary toilet paper (minimum 4 rolls per toilet), hand soap (minimum 1 bottle per station), and water for flushing from off-base sources, as the installation will not provide water. Equipment must be delivered and set up by May 2, 2026, with all equipment removed by May 7, 2026. On Family Day (May 2), only 50 portable toilets will be operational across three zones (R, S, X); these will be serviced and cleaned overnight for Friendship Day operations (May 3, 0600-1800). The contractor must provide monitoring personnel for 12 designated zones (C, D, E, G, H, K, L, N, P, R, T, X) and at least one translator due to language barriers. The contractor must obtain necessary licenses, permits, and valid DBIDS credentials for all personnel prior to April 3, 2026, and conduct two site surveys (no later than April 3 and April 22). All waste disposal, vehicle insurance (minimum ¥30,000,000 for property damage and bodily injury), and compliance with Japanese labor laws and OSHA standards are contractor responsibilities. The contract period extends from March 2, 2026 (site survey) through May 7, 2026 (removal), with the contractor bearing all costs with no additional expense to the U.S. Government.

1.0 General

The contractor shall provide portable toilets, handicap accessible portable toilets, and hand washing stations for visitors to the Iwakuni Friendship Day Air Show on May 02 – May 03, 2026, with no additional cost to the U.S.

Due to the language barrier, the contractor must provide at least one translator to liaison between military personnel and the contracted personnel. It is anticipated that over 100,000 visitors will attend this event. All portable toilets and hand washing stations must be in place by Family Day, May 02, 2026.
