M67400-23-Q-0076 QUESTION AND ANSWER

Q1: Is this a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

A1: This is a consolidation of previous contracts:

Musician: No incumbent performing Music Director: M67400-17-A-0009 Coordinator of Religious Education: M67400-22-A-0005

Q2: 2.0 Place of Performance

The expectation for the contractor is to send religious service personnel to Okinawa.

Question: Will the contractor be able to hire on-island service personnel to fulfill the requirement?

Answer: It is the contractor’s discretion as to how they are going to staff the requirement.

Q3. 3.1 Music Directors

The music director shall perform services on Camp Foster, Camp Courtney, Camp Kinser, and Camp Hansen. Although task performance identifies the music director as performing tasks on all camps,

3.1.2 directs the director to “schedule music planning meetings and work with other Music Directors and Musicians.”

Question: According to Table 1-3, does the contract require nine music directors?

There are four locations that we staff as it concerns our Music Department:

Q4: 3.2 Musicians

According to table 3.1.5, there are a total of nine locations that will require services that include Protestant and Gospel special services.

Question: Is one musician required for the Catholic, Protestant, and Gospel services (3) plus two special services equating to five (5)? Or does the contract require a total of nine musicians?

The requirement does not necessitate the musicians be separate individuals, it requires them to be able to meet the demand for presence at the required services. For example, the Camp Hansen Pianist plays for the Saturday Catholic Mass and the Sunday Protestant Service.

Q5: 3.3 Coordinator of Religious Education (CRE): As identified in paragraph 3.3.3, service tasks and responsibilities identify a “Catholic Coordinator” and a “Protestant and Gospel Coordinator”. As the requirement correlates with paragraphing 3.3.6, the table that identifies performance locations indicates the Camp Foster Catholic and Protestant responsibilities, Camp Courtney responsibilities and Camp Kinser responsibilities.

Question 5(a): According to the requirements identified in the RFQ is the desire that:

1) Three Individuals (Foster Catholic CRE & CRS and Protestant CRE, Courtney Protestant CRE, and Kinser Protestant CRE) will fulfill the requirement?

2) Four Individuals (Foster Catholic CRE & CRS, Foster Protestant CRE, Courtney Protestant CRE, and Kinser Protestant CRE) will fulfill the requirement?

3) Five Individuals (Foster Catholic CRE, Foster Catholic CRS, Foster Protestant CRE, Courtney Protestant CRE, Kinser Protestant CRE) will fulfill the requirement?

Answer 5(a): It is the contractor’s discretion as to how they are going to staff the requirement.

Question 5(b): If the personnel who are currently in these positions have the requirements desired in the RFQ, can we approach them and obtain their willingness to stay on during the next contract?

Answer 5(b): Yes

Question 5(c): If they are willing to stay on, should we mention that in our proposal submission?

Answer 5(c): It is the contractor’s discretion on what to include in their quote. Please refer to

ADDENDUM 52.212-1

Question 5(d): Is the Catholic Coordinator of Religious Services an additional position beyond the CREs identified in 3.3.3 or is 3.3.5. additive requirements for the Catholic CRE identified to be at Foster?

Answer 5(d): No, they are one in the same. We have only one CRE for each location.

Q6: 3.3.5 Specific Religious Service Requirements

Answer: See attachment “Roman Catholic Minimum Requirements for Pastoral Care”

Q7: 7.10 Installation Access and Personnel Credentialing

Question 7(a): Does the contract sponsor SOFA status for all employees residing in CONUS or OCONUS locations (on-island hires/off-island)?

Answer 7(a): SOFA status will be granted for eligible contractor employees in accordance with UFSJI 64-100

Question 7(b): Based on the expected hours of work for each position in the RFQ, none of these positions are full-time/4080 hours per year positions. Is the vendor responsible for providing health insurance and benefits for less than full-time employees?
