MCIPAC Chaplin’s Religious Service Consolidation

This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the Format in FAR Subpart 12.6 and FAR Part 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written Solicitation will not be issued.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02 and Defense Federal Acquisition Regulations Supplement Publication Notice

20230322 (DPN). THIS NOTICE CONSTITUTES THE ONLY SOLICITATION.

The Request for Quotation (RFQ) number M67400-23-Q-0076 MCIPAC Religious Service Consolidation shall be used to reference any written quote provided under this RFQ.

There is no set-aside for this acquisition. The North American Industry Classification System (NAICS) code 813110: Religious Services (PSC) is R499

ADDENDUM TO FAR 52.212-1:

52.212-1— ADDENDUM TO INSTRUCTIONS TO OFFERORS- COMMERCIAL ITEMS (MAR 2023)

The provision at 52.212-1, incorporated by reference, applies with the following changes/additions:

(a) North American Industry Classification System (NAICS) code and small business size standard.

Selected NAICS code is 813110, which is for “Religious Organizations.” This is not a small business set aside, services will be performed Outside the Continental United States (OCUNUS)

(b) Submission of Quotes.

The Marine Corps Installations Pacific Regional Contracting Office (MCIPAC RCO) intends to solicit and award a Firm Fixed Price contract for this requirement. This notice constitutes the only solicitation. The government reserves the right to make one, multiple or no award resulting from this solicitation.

Period for acceptance of quotes. Quotes shall be submitted directly via email to Capt Justin R. Moore at justin.r.moore@usmc.mil, no later than 26 August 2023 12:00am Japan Standard Time (JST). Offeror(s) shall comply with the detailed instructions for the format and content of the quotes contained herein; quotes that do not comply may be considered unacceptable and may render the quote ineligible for award.

Correspondence. All and any communications/questions pertaining to this solicitation must be submitted to the Point of Contact below, no later than 5 August 2023 by 12:00 am Japan Standard Time (JST). If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the Contract Specialist in writing with supporting rationale.

Quotes must be submitted in separate volumes numbered one (1) through three (3) as shown in Table 1. The titles and contents of the sections are defined in Table 1 of this document, all of which shall be within the required page limits (including all attachments, figures, etc.) specified in the table. An electronic copy of all documents (Technical Approach, Past Performance, and Price) shall be submitted.

Due to Government computer firewall security and file size limitations, please be advised that it is the prospective contractor’s responsibility to ensure the Contracting Office receives ALL required documents on time, including acknowledgement of receipt from the Government, and in strict accordance with FAR 52.212-1(f).

(1) Volume I – Technical Approach

(a) The Offeror shall describe their approach to the PWS requirements. At a minimum, the offer shall include a written plan with their methodology and details as to how the Offeror proposes to perform in accordance with the Performance Work Statement (PWS). The Technical proposal shall not include any pricing data. Each Offeror’s Technical Approach shall clearly and concisely describe its response to the solicitation’s requirements. Offerors are cautioned against general, vague, or unsubstantiated statements which prevent or render difficult the Government’s evaluation of the proposal. Statements such as “we understand” “will comply” “standard procedures will be used” or “noted and understood” without supporting narrative to define compliance are generally insufficient responses. A quote that merely re-states the objectives of the solicitation but fails to provide the required approach to meeting the solicitation’s objectives, is not acceptable. Moreover, the Government will generally not assume that an Offeror possesses a capability, understanding or commitment that is not specifically delineated and supported in its quote. The Offeror shall prepare a technical offer with their best efforts to demonstrate their abilities to satisfy or exceed the Government’s technical requirements. The Offeror shall also submit a redacted copy of their Technical Approach which must be free from typographical and grammatical errors and contain accurate information.

(2) Volume II - Past Performance

(a) The Offeror shall provide past performance references, to include identification of recent (within the past 3 years) and relevant (for the same or similar type of services), and other references (including contract numbers and points of contact). See Attachment I, Past Performance Information List.

(b) The Contractor may provide Attachment II, Past Performance Questionnaire, to all past performance references to complete and return via email to the point of contact below, Capt Justin R. Moore, to be received no later than the closing date of this solicitation.

(3) Volume III – Price

(a) The Offeror shall submit a pricing worksheet in accordance with the CLIN structure of the solicitation.

The Government intends to award the contract with FFP CLINs meaning the submitted price shall be inclusive of all contractor expenses and other direct costs. The prices in the quote shall be valid for a period of 30 calendar days from the date specified for receipt of offerors unless another time period is specified in an amendment to the solicitation.

(b) Pricing information shall be submitted for the duration of the contract, total of 5 years plus a 6-month extension. The offeror shall submit pricing for the base and the option years accordingly. The prices provide shall be all inclusive and final.

ADDENDUM TO FAR 52.212-2:

52.212-2— ADDENDUM TO 52.212-2 EVALUATION – COMMERCIAL ITEMS (NOV 2021)

The provision at 52.212-2, incorporated by reference, applies with the following changes/additions:

(a) This is a commercial item requirement using Simplified Acquisition Procedures under FAR part 12 and 13.5, respectively. Evaluation will be conducted using simplified procedures in accordance with FAR 13.106.

(b) The Government will award to the responsible offeror whose quote, conforming to the solicitation will be most advantageous to the Government, price and other factors considered. In determining the most advantageous quote, Technical and Past Performance when combined are more important that Price.

1) Technical Capability-

The Technical evaluation will be based upon the offerors submissions described in the “Technical Capability” section of FAR 52.212-1 ADDENDUM TO INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (MAR 2023). Offerors will be evaluated on the suitability of their written plan, and ability to convey a clear and comprehensive approach to meeting the requirement.

In accordance with the Instructions to Offerors, Technical Approach Section, and PWS Section 3.1 offerors will be evaluated on their written narrative describing experience and past examples of music directing services.

In accordance with the Instructions to Offerors, Technical Approach Section, and the PWS Section 3.2, offerors will be evaluated on their written narrative describing experience and past examples of musician services.

In accordance with the Instructions to Offerors, Technical Approach Section, and the PWS Section 3.3, offerors will be evaluated on their written narrative describing experience and past examples of religious education services.

Evaluations will be rated using the combined technical/risk rating method as described in the DFARS PGI Subpart 215.3- Source Selection.

Blue OUTSTANDING Proposal demonstrates an exceptional approach and understanding of the requirements and contains multiple strengths and/or at least one significant strength, and risk of

Purple GOOD Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength or significant strength, and risk of unsuccessful performance is low to moderate.

Green ACCEPTABLE Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.

Yellow MARGINAL Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.

Red UNACCEPTABLE Proposal does not meet requirements of the solicitation and, thus, contains one or more deficiencies and is unawardable, and/or risk of performance is unacceptably high.

2) Past Performance

For purposes of evaluation and determination of responsibility, and in accordance with FAR 13.106-2(b)(3), this assessment will primarily be conducted through the past information and questionnaire submitted in accordance with the Instructions to Offerors, Past Performance Section (a) and (b). Additionally, Federal Awardee Performance and Integrity Information System (FAPIIS) / Contractor Performance Assessment Reporting System (CPARS) may be included with other authorized methods described. Past performance, for purposes of this evaluation, will be assessed using the Performance Confidence Assessment Rating Method and rated as described in DFAS PGI SubPart 215.3 Source Selection at the discretion of the contracting officer based on the totality of information available. A past performance determination of “No Confidence” will exclude the offer from consideration for award.

3) Price:

Competition is anticipated for this requirement and price evaluation will be conducted primarily using price competition as defined in FAR 13.5, FAR 15.403-1(c)(1)(i) and FAR 15.403-3 (two or more competitive quotations). Price analysis may be further substantiated using market research results. In case where price competition is not evident, and/or only one quote is received, we will conduct price analysis in accordance with FAR 13.106-3(2) and prescribed DFARS techniques at 215.371-1 through 215.371.3.

Options. All vendors are to submit their annual pricing in accordance with the CLIN structure and to include their total pricing for all years of services being offered. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

A written notice of award or acceptance of a quote, or otherwise furnished to the successful offeror within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), unless a written notice of withdrawal is received before award.

PERFORMANCE WORK STATEMENT:

Performance Work Statement (PWS) for the

MCIPAC Religious Services Support

1.0 General

1.1 Introduction and Background. Marine Corps Installations Pacific-Marine Corps Base Camp Butler (MCIPAC- MCBB) is the base support service for United State Marine Corps (USMC) ground forces on Okinawa. As such, MCIPAC-MCBB provides religious worship opportunities (in accordance with the Free Exercise of Religion) for services members and their families on the various Marine Corps Camps across Okinawa, Japan.

1.2. Scope of Work and Objective. The Contractor shall provide religious services support services as delineated throughout section 3 of the performance work statement.

1.3 Period of Performance. The period of performance (POP) of this contract is one base year plus four option years beginning in fiscal year 2023. Tentative dates are listed below:

1.3.1 Federal Holidays. The contractor shall not be required to provide services on federal holidays unless the holiday is particularly specified otherwise in this PWS.

* When a federal holiday falls on Sunday, the following Monday will be observed as a holiday by the U.S.

government. When a federal holiday falls on a Saturday, the preceding Friday will be observed as a holiday.

In addition to these federal holidays, if the President of the United States issues an executive order closing the federal government, that date shall also be considered a recognized federal holiday (Reference Executive Order 11582 of February 11, 1971, and 5 U.S.C. 5546 and 6103(b) and other similar statues insofar as they relate to the pay and leave of employees of the United States).

1.3.2 Typhoon Conditions. Japan-based military installations close when Tropical Cyclone Condition of Readiness 1C (TCCOR 1C or TC-1C) is declared by Military Weather Station authorities. The Contractor will be required to depart military bases, remain indoors, and monitor radio/television to determine when the TCCOR changes to TCCOR SW (Storm Watch) or TCCOR AC (All Clear). When TCCOR SW is declared by Military Weather Station authorities, the Contractor will restart the service within 2 hours unless that occurs after normal business hours, services shall begin the next normal workday at 7:30am.

2.0 Place of Performance

This requirement is for the Contractor to send religious service personnel to Okinawa, Japan for performance aboard MCBB. Each required position has different performance locations which are delineated under the respective task in Section 3 of this performance work statement.

3.0 Technical Requirements (Description of Work / Tasks)

3.1 MUSIC DIRECTORS

3.1.1 Description. The Music Director works in conjunction with the designated Service Chaplain and shall be responsible to lead the choir and community vocals for the specified religious services on Marine Corps Base (MCB) Camp Butler which includes Camp Foster, Camp Courtney, Camp Kinser and Camp Hansen on Okinawa, Japan. The duties and services of the Music Director include but are not limited to the following sections.

3.1.2Tasks and Responsibilities. The Music Director shall:

Be responsible for music execution for the services to include volunteer coordination and training, lesson preparation, multimedia planning, leading rehearsals, and any program development elements to provide a proper and professional Mass experience. Is responsible for the complete end-product or services.

Maintain liaison with the Service Chaplain before, during and after all services, and be prepared to direct music for all planned musical selections in a professional and proficient manner as required.

Direct one rehearsal during the week and another rehearsal 30 minutes prior to the start of the scheduled special services. For rehearsals, coordinate with the Service Chaplain and services musicians and vocals. Schedule music planning meetings, as needed, and work with the other Music Directors and Musicians to improve the quality of music.

Direct, plan, and lead a choir to deliver songs for regular rehearsals, regular services, special rehearsals, and special services as described in Section 3.5.5.

Be present 30 minutes prior to the start of all services, remain in the Chapel for the duration of the services and notify the Service Chaplain prior to departure once the services have concluded. Both regular and special services commencement times are subject to unforeseen change and advance notice. The Service Chaplain will be responsible for ensuring the Contractor receives at least 24-hours advance notice before such changes are made.

Utilize music from Government supplied sources.

Ensure all worship music and media used is compliant with copyright laws. Will not copy materials unless authorized to do so with a copyright license. Shall ensure that copyrighted material is not used illegally.

Assist the substitute Service Chaplain in the selection of music for all services when the Service Chaplain is absent.

Be familiar with the requirements of the individual chapel Service aboard military bases.

Perform all stated work at the chapel or at suitable locations elsewhere on the camp assigned. If the use of Religious Program facilities is required, contractor must arrange for facility use in accordance with General Information Section 5, Use of Government Facilities.

Be responsible, if needed, for recruiting new choir members and musicians to sing/play for the scheduled Services.

Recruit and train an Adult Choir or Praise Team consisting of a minimum of four volunteers. Prepare the choir to provide a weekly Choir Special as part of the weekly regular worship Service and additional selections for special Services as scheduled. Music Specials may include the entire choir, smaller ensembles, trios, duets, or solos.

Periodically recruit additional volunteers for children and youth choirs as needed by the faith community.

Coordinate, in accordance with local policy and procedures, all support requirements for the program with the Supervisory Chaplain. The requirements must be submitted in a timely manner to avoid logistical delays or program cancellations.

Be responsible for the care and use of the Chapel musical instruments and equipment during the execution of their contract. Care of the Chapel musical instruments does not include maintenance or repairs ordinarily provided by a non-musician. Will notify their Service Chaplain of needed maintenance and/or repairs. Government owned equipment must not be removed from Service Religious Program facilities without written authorization from the Senior Installation Chaplain.

Receive training and become proficient with Chapel sound boards/systems. Training will be provided by the Chapel staff.

3.1.3 General Requirements. Music Director requirements are below.

The Music Director shall have at least one year experience which demonstrates their knowledge and ability to lead a choir in singing a variety of worship music styles including traditional and contemporary songs which are currently sung in the specified religious Services throughout the United States. Pastoral letter of reference or equivalent is required.

At a minimum, shall have a High School diploma, GED Certificate.

Must have strong written and oral communication skills and be able to efficiently plan and organize, communicate, and manage diverse program requirements. Contractors shall read/comprehend, write, and speak English fluently in order to fulfill the requirements.

3.1.4 Government Coordination. The Service Chaplain or the Contracting Officer Representative (COR) shall:

Provide to the contractor all the necessary musical equipment (i.e., organ, piano, printed music etc.) required by this contract in good working order and in a timely manner.

Coordinate and conduct all necessary practices, rehearsals, and training within the guidelines of this contract.

Coordinate Musical Tempos and instrument volumes with the contractor, if required for the Service

Coordinate with the contractor and provide up to 14 days lead time for musical selections requiring advance preparation for the Contractor.

Provide information regarding routine music requirements and Service schedule five (5) days prior to the event.

Provide Notification of time and location changes at least twenty-four (24) hours prior to the commencement of the Service.

Coordinate with the Contractor and provide up to fourteen (14) days lead time should the Contractor’s Services be needed at another MCB Camp in Okinawa.

Review performance of the Contractor and submit performance reports.

3.1.5 Dates, Times, and Performance Location(s).

The Music Director will direct, plan and lead music for regular religious Services, special religious Services, and group rehearsals/practices for those regular and special Services. Regular religious Services normally last approximately 60 minutes but may go as long as 90 minutes. Special Services will normally last between 60 and 120 minutes. Rehearsals and practices for regular and special Services sessions will normally last no more than 60 to 90 minutes. Such rehearsals/practices shall be scheduled in coordination with the Chaplain/COR.

Musical services for events such as weddings are not considered 'special services' under this contract. Should contractor personnel perform services in support of that kind of event, any reimbursement must be negotiated between the interested parties and is not considered under this contract.

3.2 MUSICIANS

3.2.1 Description. The Musician works in conjunction with the Service Chaplain and shall be responsible for playing piano/keyboards for the scheduled rehearsals, religious services, and any other special services, on MCB Camp Butler, which includes Camp Foster, Camp Courtney, Camp Kinser and Camp Hansen located on Okinawa, Japan. The duties and services of the Musician include but are not limited to the following sections.

3.2.2 Tasks and Responsibilities.

Be responsible for playing piano/keyboard for the scheduled religious services to include attending rehearsals, preparing service instrument and equipment requirements, and any other program musical playing elements to provide a respectable experience. The Musician is responsible for the complete end-product or service.

Play piano/keyboard music for group rehearsals/practices, regular services, and special services as described in Section 3.1.5

Utilize music from Government supplied sources.

Maintain liaison with the Service Chaplain before, during and after all Services, and play music for all planned musical selections in a professional and proficient manner as required.

Be present 30 minutes prior to the start of all services, remain in the Chapel for the duration of the service and notify the Service Chaplain prior to departure once the service has concluded. Both regular and special service commencement times are subject to unforeseen change and advance notice. The Service Chaplain and/or COR will be responsible for ensuring the Musician receives at least 24-hours advance notice before such changes are made.

Must play keyboard/piano based on the music selected by the specified service Music Director and Service Chaplain for the scheduled religious services.

Must ensure all worship music and media used is compliant with copyright laws. Will not copy materials unless authorized to do so with a copyright license. Shall ensure that copyrighted material is not used illegally.

Must attend one rehearsal, scheduled by the specified Service Music Director, during the week and another rehearsal 30 minutes prior to the start of the scheduled religious services.

Must attend music planning meetings, as needed, and work with the other Music Directors and Musicians to improve the quality of music.

Must coordinate, in accordance with local policy and procedures, all support requirements for the program with the Command Chaplain in charge. The requirements must be submitted in a timely manner to avoid logistical delays or program cancellations.

Must be responsible for the care and use of the Chapel musical instruments and equipment during the execution of their contract. Care of the Chapel musical instruments does not include maintenance or repairs ordinarily provided by a non-musician. Will notify their Service Chaplain of needed maintenance and/or repairs. Government owned equipment must not be removed from Service Religious Program facilities without written authorization from the Senior Installation Chaplain.

Will receive training and become proficient with Chapel sound boards/systems. Training will be provided by the Chapel staff.

3.2.3 General Requirements.

Must have strong written and oral communication skills and be able to efficiently plan and organize, communicate, and manage diverse program requirements. Contractors shall read/comprehend, write, and speak English fluently to fulfill their PWS requirements.

Candidate at a minimum must have a High School diploma, GED Certificate.

All the Choir Musicians must have minimum one-year experience, must be proficient at playing an instrument (piano/organ), and must be able to read music.

All Musicians must be familiar with the style of music required by their specific religious service. This may include being familiar with hymns in the Hymnal for Worship and Celebration or selections of licensed music, at the discretion of the Service Chaplain in charge of the Service, required to play for a church choir or praise team.

Must furnish a resume and/or references validating education and experience requirements.

3.2.4 Government Coordination. The Service Chaplain or the Contracting Officer Representative (COR) shall:

3.3 COORDINATOR OF RELIGIOUS EDUCATION (CRE)

3.3.1 Description. Marine Corps Installations Pacific-Marine Corps Base Camp Butler (MCIPAC-MCBB) is the base support service for the United State Marine Corps (USMC) ground forces on Okinawa. As such, MCIPAC- MCBB provides religious worship opportunities (in accordance with the Free Exercise of Religion) for Service members on the various Marine Corps Camps in Okinawa. Navy Chaplains conducts Services and lead these programs. A number of trained volunteers are necessary to maintain these programs. Throughout DoD chapels, Coordinators of Religious Education (CREs) are contracted to facilitate the recruiting, training, and organizing of chapel volunteers. The common practice throughout the DoD is to contract two categories of CRE: Protestant and Catholic. Additional categories are possible where additional faith groups are represented. For instance, some chapels have Muslim or Jewish CREs. The distinction indicates that the Contractor has experience in Religious Education particular to that religious group.

3.3.2 Tasks and Responsibilities. The Coordinator of Religious Education works in conjunction with the Service Chaplain and shall be responsible for the overall management, logistical support, and program events/activities for the Religious Education ministries, Sacramental Preparation, and Rite of Christian of Christian Initiation for Adults (RCIA) on MCB Camp Butler which includes Camp Foster, Camp Courtney, Camp Kinser and Camp Hansen located on Okinawa, Japan. The duties and services of the Coordinator of Religious Education include but are not limited to the following sections.

Will be responsible for general coordination and enhancement of religious education programs and events. This position will include religious education program/event administrative and logistical coordination, and any program development elements to provide respectable religious education experiences.

Must plan, resource, and execute the annual Vacation Bible School (VBS) for the specified religious service. An after-action report, per local guidance, will be required upon completion of the event.

May be reasonably required to coordinate activities with the individual(s) responsible for other programs and events.

Based on Annual Ministry Plan requirements, local Command Religious Program resourcing and programing, and Command Chaplains requirements to meet the needs of Chapel parishioners and customers, identify and align administrative and logistical support for all Protestant religious education ministry needs. This must be done in accordance with local policy and procedures. These may include:

• Sunday Schools

• Bible Studies

• Men of the Chapel (PMOC)

• Women of the Chapel (PWOC)

• Youth of the Chapel (PYOC)

• Single Adult Ministries

• Vacation Bible School (VBS)

• Other Protestant Parish programs/events requiring religious education

Recruit, train, assign, and supervise teachers and volunteers in the Religious Education Program.

Provide communication and information flow with teachers, parents, and families of the students, including a program family handbook with a calendar of events, weekly bulletin announcements, Parent-Teacher meetings, and a Parent Preparation Meeting for parents of children receiving Sacraments, and other activities as required to complete the CRE’s mission.

Coordinate student programs and activities, including but not limited to; supporting a Vacation Bible School program between 1 June and 31 August every year, keeping the CRE informed of the status of programs, future scheduling, and any problems that may arise.

Ensure accurate records of attendance are maintained for Catechism classes.

Provide timely submission and follow up on necessary paperwork for the procurement of supplies, literature and curriculum needed for the program.

Attend regularly scheduled base chapel staff meetings and other meetings as required.

CRE Services shall be coordinated between other CRE’s and Chaplains and may include weekends and holidays due to the nature of religious ministry.

Based upon approved religious education programs and events established by the Service Chaplains and the Chapel Advisory Council, propose an annual Religious Offering Fund (ROF) budget and Appropriated Funds (APF) budget.

Provides, in coordination with Supervisor Chaplain and Service Chaplain, teachers and volunteers, researched items needed for purchase to include location of purchase (on-line site with cart ready for checkout or physical company with cart ready for checkout), product SKU number/model number, amount needed, cost per unit and grand total cost.

Operate as a customer Service representative for the Chapel (answering questions, providing information and guidance, etc.).

Create or collect religious education program/event advertisements (external and internal) and coordinate them with the Service Chaplain to ensure publicity documents are timely submitted.

Create a slide deck of religious education advertisements, as needed, to be shown before Services each Sunday and on Chapel social media.

Serve as the central source of information and maintains continuity files: calendar, budget, records, rosters, after-action reports, background checks, and other documents for all religious education programs and events.

Organize and/or assist in Sacramental Preparation Programs in conjunction with the Supervisory Chaplain and Religious Educators; prepares, coordinates, and transmits all records.

Maintain and secure a current roster of all religious education leaders/teachers to include name, phone number, email address, DEROS, and other information as needed. The roster will be retained on a database and privacy information will be protected in accordance with MCB Privacy and Civil Liberties Program.

Track use of all Religious Education (RE) curriculum for each program. Order new curriculum as needed. Keep consolidated roster of all current curriculum with the following: curriculum name, date curriculum began use, date curriculum expires, teachers/leaders using curriculum which has been reviewed and approved by the Service Chaplain, Senior Chaplain and MCB Chaplain.

Review all religious education schedules and settle or propose how to settle scheduling conflicts with the lead program/event Service Chaplain or Parish Advisory Council.

In collaboration with the lead program/event Command Chaplain, will help recruit, screen, and train volunteers for Studies and VBS, as needed. Will prepare and maintain a current roster for the Command Chaplains.

Provide a list of specified volunteers, for religious education ministries the Religious Education Coordinator directly oversees (i.e., VBS), who are over the age of 18 and will be working with children under the age of 18. These volunteers are defined as those volunteers whose contact with youth is extensive, frequent, and over a period of time; to include, but not limited to, one-on-one interaction, extended travel, and/or overnight activities.

Recruit, train, assign, and supervise all teachers and volunteers. Provide a list of specified volunteers, for religious education ministries the Coordinator directly oversees (i.e., VBS), who are over the age of 18 and will be working with children under the age of 18. These volunteers are defined as those volunteers whose contact with youth is extensive, frequent, and over a period of time; to include, but not limited to, one-on-one interaction, extended travel, and/or overnight activities.

Personnel working with children under the age of eighteen (18) must have a background investigation. This is in accordance with Public Law 101- 647, Section 231, Crime Control Act of 1990, and DoDI 1402.5, Background Checks on Individuals in DoD Child Care Services Programs. Background checks for volunteers is the responsibility of the RMT, however, the CRE shall verify that volunteers to the Command Religious Program have completed a personnel background check application within 20 working days prior to volunteering.

Attend, as needed, the Chapel Staff, Parish Advisory Council, and Chapel Financial Working Group (CFWG)meetings.

Schedule facilities with enlisted chapel personnel to support religious education programs. Arrange for audiovisual and other equipment as needed.

Government owned equipment will not be removed from Religious Program facilities without written authorization from the Senior Installation Chaplain.

Submit necessary paperwork to the POIC for the procurement of supplies, literature and curriculum needed for the PREP. At least three weeks before an event, submit necessary paperwork to the POIC for the procurement of commissary goods or catered items.

Weekly (by COB on Tuesdays), submit relevant announcements for the weekly bulletin to the POIC. The announcements document should be emailed to the POIC in a MS Word format (MS Publisher, MS PowerPoint, and PDF are also acceptable.) The preferred format is a half-sheet. The document must be printer-ready when it hits the POIC’s government email inbox. The POIC will print these out and slice the document to size. The document submitted by the CRE should be neat and organized in its presentation; and any graphics/clipart should look appealing; and the information should be timely and understandable. The CRE is not limited to one half-sheet size for announcements, but it is the minimum expected.

Weekly, update MCB Chapel bulletin board and literature racks at various Camp Butler Chapels where the CRE’s principally works.

Weekly, arrange for a chapel member to give relevant announcements during the Saturday and Sunday chapel Services. Should the CRE choose, he/she may also make the announcements himself/herself.

Monthly, attend chapel meeting at Foster Chapel after the chapel Service and interact with congregation members.

Once a year, serve as the Assistant Leader for Vacation Bible School (VBS). Assist the Chapel’s Children’s Ministry Coordinator with the coordination and execution of the one-week VBS during the school summer break. If the Chapel’s Children’s Ministry Coordinator position is vacant, the CRE will serve as the leader for the VBS.

3.3.3 Specific Religious Service Task and Responsibilities.

Catholic Coordinator of Religious Education.

Assist teachers to become trained and certified by the AMS.

Organize and/or assist in Sacramental Preparation Programs in conjunction with the Catholic Chaplain and Religious Education Catechists; prepares, coordinates, and transmits all sacramental records for the Archdiocese of Military Service. Coordinate Confirmation retreat. Maintain Sacramental Record. Record the First Communion and the Sacrament of Confirmation for submission to Archdiocese for the Military Services, USA using the AMS forms.

After the sacraments celebrated CRE will submit all pertinent information to the AMS and to the appropriate parishes.

Protestant and Gospel Service Coordinator of Religious Education.

Monthly, organize a social event for Protestant community members and other members of the community.

(Examples: September - Friday Night Movie Night, October - Trunk-or-Treat, November – Thanksgiving Dinner for the Homeless Outreach, December - Caroling and Hot Cocoa Night, etc.).

3.3.4 General Requirements. Coordinate or Religious Education requirements are below.

3.3.5 Specific Religious Service Requirements.

Catholic Coordinator of Religious Services.

Be a certified Archdiocese for the Military Services (AMS) Catechist or provide documentation of enrollment in the AMS certification process. The policies and statements of this organization will define the ministries and activities of the Catholic community whom the CRE will coordinate for. The ministerial roles, authority, and governance defined by the AMS letter “Minimum Requirements for the Pastoral Care of Catholic Personnel, Most Reverend Timothy P. Broglio, 01 August 2011” (available upon request) apply to Catholic Military Chaplains, Catholic Contract Priests, and CREs serving a Catholic community. Possess a Letter of Recommendation from a Roman Catholic Chaplain stating that he/she is an active practicing member of the Roman Catholic community.

3.3.6 Dates, Times, and Performance Location(s).

Normal Hours of Operation. Must fulfill duties at MCB during scheduled weekly hours. Will perform an average of 25 hours per week. Scheduled changes must be worked in conjunction with the Chapels’ POC and Senior Protestant Chaplain. The primary locations are listed below. The contractor is expected to perform duties IAW local practice guidelines and as directed by the Supervisory Chaplain, Service Chaplain, and the COR.

6.0 Government Furnished Facilities, Equipment, Services and/or Information. Government property identified herein, or by attachment, is subject to the requirements of FAR part 45 and DFARS 245, pursuant to the enumerated property clauses incorporated in this contract.

The Government will provide all necessary supplies and materials to the Contractor. Nevertheless, the Contractor may submit requests for Service -related material that he /she feels will enhance the Service. Such requests shall be submitted to the appropriate Chaplain/COR, who will be solely responsible for approving or disapproving them. All requests are subject to availability of Government Funds and thus may not be approved. Failure on the part of the Government to approve any such request does not relieve the Contractor from performing duties stipulated in this contract.

If the contractor would like to request additional materials to support their required tasks, the contractor shall work with the Community Coordinator, in accordance with local policy and procedures, to complete Religious Offerings Fund (ROF) and Appropriated Funds (APF) funding request documents and submit them to the appropriate persons for all funding requirements specific to this contracted position. In addition, ensure that they are properly completed and submitted in a timely manner.

Music Directors and Musicians may submit requests for the procurement of additional music, supplies, instruments, or other items required for music program.

Items purchased with Government Funds at the request of the Contractor remain in the Property of the Government.

The Chapel will provide a workspace, supplies and equipment required to accomplish the contract. This includes religious music materials and equipment. Contract personnel shall have availability and access to Government furnished equipment for performing Services required by this contract. Items are not to be removed from the facilities.

6.1 Use of Government Facilities

Government Facilities will be available on Camp Butler from 0730 – 1630 M-F and 0800-1430 on Saturdays 0630- 2000 on Sundays.

If the Contractor requires use of government facilities for their assigned tasks, they shall follow local policy and procedures. Contractor will ensure facility requests for all services and rehearsals occurring in Religious Program facilities are filled…
