SECTION C-1

DESCRIPTION OF SERVICES

C-1.0 SCOPE. This PWS defines the responsibilities of the Contractor in providing corrosion control and repair services of Government owned equipment processed through the Camp Kinser, Okinawa, Corrosion Repair Facility (CRF). This PWS identifies tasks in the repair process that shall be utilized for corrosion repair of equipment inducted in to the CRF. In performance of these services, the Corrosion Prevention and Control (CPAC) Program Management Database shall be used by the Contractor as the primary source of corrosion related information on all equipment processed within the CRF. The CPAC Program Management Database provides a complete list of the various types of vehicles, equipment and components that require corrosion repair services. The CPAC Program Office will provide training to the Contractor on the use of the CPAC Program Management database upon request and when new versions are released.

C-1.1 EQUIPMENT CONFIGURATION. The Contractor shall perform repair services at the Corrosion Repair Facility (CRF), building 616, Camp Kinser, Okinawa, Japan (Appendix A). The Contractor shall provide all labor, training, management, supervision, tools, and equipment to include the use of High Volume Low Pressure (HVLP) spray equipment, materials and supplies except as indicated in paragraph C-3.4., and deemed necessary to perform corrosion restoration and repair of Government owned vehicles, equipment, and components. The performance of body repair shall conform to the Original Equipment Manufacturer (OEM) specifications and the applicable technical criteria referenced in paragraph C-1.2, Applicable documents. The listing of Marine Corps eligible equipment and the most current Corrosion Category Code is contained in the CPAC Program Management Database. For equipment not listed in the CPAC Program Management Database, reference paragraph C-1.3.1.1.1 of this PWS. Aviation Ground Support Equipment, to include commercially procured assets, will be repaired in accordance with NAVAIR specifications referenced in Appendix H Publications.

C-1.2 APPLICABLE DOCUMENTS. The Contractor shall ensure all repairs are accomplished in accordance with the associated equipment Technical Manuals (TM) and in accordance with the latest issuance of TM 4750- OD/1 Painting, Coating, Underbody, and Registration Marking. The Government shall provide access, or make available Federal Government documents, applicable equipment technical data, Original Equipment Manufacturer (OEM) specifications required in the performance of this PWS.

C-1.2.1. REGIONAL MARINE CORPS INSTALLATION SUPPORT AGREEMENTS. These documents are specific to each installation where a CRF occupies an installation as a tenant command. It specifies regionally specific requirements for facility management, tenant command support services, Safety, Hazardous Material (HAZMAT) procedures, and other installation support requirements.

C-1.2.2. REGIONAL MEMORANDOM OF UNDERSTANDING AND AGREEMENTS (MOU/MOA).

These document(s) define non-contractual sharing of resources, or outline standing coordinating instructions that have been previously agreed upon to facilitate daily operations.

C-1.2.3. CPAC PMO POLICY CLARIFICATION LETTERS. These documents published by the CPAC Program Office give amplifying technical instructions and other policy related to CPAC that shall be adhered to where applicable.

C-1.3 REQUIREMENTS.

C-1.3.1. WORKLOAD PLANNING AND MANAGEMENT:

C-1.3.1.1. Historical Workload Estimates. The base figures contained in the CPAC Program Management Database provide a representation of the Government’s historical annual requirement estimates as categorized by the combination of the equipment size category and degree of services required. The Contractor shall access the CPAC Program Management Database as the primary source of information to identify and plan workload estimates based upon the actual registered Government requirements by Corrosion Category Code, type and size classification of equipment. The current Requirements and Production Report within the CRF Module of the CPAC Program Management Database provides a listing of equipment repaired through the CRF by fiscal year which should be used in estimating future annual workloads.

C-1.3.1.1.1. Equipment Size Categories.

C-1.3.1.1.1.1. USMC Equipment: All USMC equipment is identified in one of the following size categories:

Ultra-Light; Light; Medium; Heavy and Oversized. The Query functions within the CPAC Program Management Database provide a listing of equipment by size and configuration and shall be used in workload planning and management activities by the Contractor. The five size categories are defined in Appendix B.

C-1.3.1.1.1.2. Army and Navy Equipment: CLINs 0001AB, 0001AC, 1001AB, 1001AC, 2001AB, 2001AC, 3001AB, 3001AC, 4001AB and 4001AC are for corrosion service on Army and Navy equipment. The size category of each piece of equipment will be provided upon induction, and will be based on USMC comparable equipment.

C-1.3.1.1.2. Corrosion Category Codes. The definitions of Corrosion Category Code (CCC) as listed in Marine Corps Order 4790.18C. apply in developing performance work estimates. The Contractor shall interpret CCCs as a general definition in terms of how the Government assessed the equipment, and estimated the severity of corrosion.

The Contractor shall not construe that the definitions are limiting, or signify a complete specific description of work to be performed. The CCCs are a tool for both the Contractor and Government for resource and workload planning purposes. The Contractor shall complete all corrosion related repairs required to return the equipment to a CCC 1 condition.

C-1.3.1.1.3. Capacity Coordination. The equipment inductions by various size categories and CCC assessment criteria will vary depending on the equipment owner and Government scheduling. The Contractor shall continually coordinate with the Government to forecast work estimates in order to meet the PWS requirements.

C-1.3.1.2. Monthly Production Requirement. The Contractor shall be capable of repairing and restoring a monthly production objective of 80 Principle End Items (PEI) with a minimum production requirement of 60 PEIs consisting of both CCC 3 and 4 items. The Contractor shall consider the use of a staggered work force to reduce operational constraints and to: (1) Complete a work stage without delay and (2) To prepare equipment for the next work day to keep the production line loaded throughout the month.

C-1.3.1.2.1. Repair Cycle Time (RCT). The Contractor shall provide equipment corrosion repairs on inducted equipment within Thirty (30) days of the equipment induction date. Induction is defined as when the equipment is recorded on the Request for Service/Induction Form by the Government and accepted by the Contractor, unless specifically approved otherwise by the Contracting Officer's Representative (COR) in writing and documented in the CPAC Program Management Database, CRF Module. An example of the Request for Service/Induction Form is depicted in Appendix D and is electronically available in the CPAC Program Management Database.

To ensure monthly production requirements are achievable, the Contractor shall be able to accept for induction equipment made available by the Government to ensure the completion of all available equipment within the Repair Cycle Time (RCT). The Government will initially receipt/accept equipment from the using unit and then coordinate and schedule induction into the workflow with the contractor to meet expected delivery schedules utilizing the CPAC Program Management Database. In the event the Contractor is not able to complete an item within the required thirty (30) day RCT, the Contractor shall notify the COR immediately to determine if delay is a result of the Government or Contractor.

C-1.3.1.2.2. Accelerated Repair Cycle Time. The Contractor shall at times be required to reprioritize equipment in the repair process to expedite the repairs of identified equipment by the COR to support III MEF operational requirements. The COR will provide the Contractor with a schedule reprioritizing equipment currently in the repair process to accommodate repair of the identified equipment. For equipment placed in a lower priority by the COR to complete higher priority equipment, the Government will document the delay in the CPAC Program Management Database, CRF Module to allow for additional repair time beyond the original 30 day RCT.

C-1.3.1.3. Equipment Repair Services.

C-1.3.1.3.1. Request for Service Form. The Contractor and Government Quality Assurance (QA) Representative shall jointly receive and induct equipment into the CRF using the approved Request for Services/Induction Form in Appendix D. The Request for Services/Induction Form will document all requested repair services for each piece of Government equipment. Upon induction the Government QA Representative will identify those areas to be repaired and or treated on the Induction Form. The Contractor shall identify any recommendations for additional services and repairs on the Request for Services/Induction Form that was not identified during the initial joint acceptance inspection. The Contractor shall not proceed with the additional work until the Request for Services/Induction Form has been amended by the COR to reflect acceptance and or rejection of the Contractors recommended services and repairs.

C-1.3.1.3.1.1. Capture of Man-hours of Work Performed. The Contractor shall record the actual hours of labor performed during the equipment repair cycle using the Request for Services/Induction Form. The Contractor shall provide the completed Request for Services/Induction Forms to the COR to facilitate the Government’s reporting and oversight requirements. The Contractor shall not consider the repair cycle complete until the COR has accepted the completed Request for Services/Induction Form. No later than 31 October of each fiscal year, the Contractor shall report hours of labor executed during the performance period by fiscal year into the enterprise-wide Contractor Manpower Reporting Application (eCMRA) in accordance with instructions provided in Section C-4.3 of this contract.

C-1.3.1.3.2. Order of Services: The Government will deliver the equipment to the CRF so that it can be accepted by the COR and inducted by the Contractor. The Contractor shall apply the basic performance steps involved in the process of completing the repair cycle for the service areas identified on the Request for Services Form as listed below. Upon completion of each performance step, and prior to moving to the next step, the Contractor shall receive approval from the Government QA Representative who will document the completion of QA on the CRF Induction Form. When the Government QA Representative is unavailable, the Contractor shall complete and document the inspection requirements prior to proceeding to the next step in accordance with TM 4750-OD/1. The Contractor shall complete each performance step in accordance with TM 4750-OD/1, Chapter 2, normally in the following order of precedence; 1) Steam Clean and Wash Rack, 2) Body Work, 3) Surface Preparation, 4) Zinc application, 5) Primer Application, 6) Abrasion Resistant Coatings and Bed Liner Application, 7) Base Coat Application, 8) Camouflage Pattern and Registration Marking, and 9) Under Coat Application. The Government will deliver all vehicles, equipment and components to the Contractor for induction at the CRF location with a Request for Services Form/ CRF Induction Form. Equipment will be delivered with required collateral equipment required to operate within the CRF following acceptance. Collateral equipment required to operate and deliver the equipment safely to the CRF (i.e., fire extinguisher, spare tires, certain SL-3 gear, and seats) shall accompany the equipment at induction. The Contractor shall remove, stow, and reinstall equipment, as required, to facilitate movement to areas required for undercoat and paint. The Contractor shall disassemble equipment to gain access to inaccessible areas requiring the removal of corrosion prior to recoating. Armor on equipment, MTVR bumpers and beds, and ring mounts are examples of items that require disassembly to remove corrosion.
