DESCRIPTION OF SERVICES

1.0 BACKGROUND INFORMATION: The current focus of MCIPAC is to aggressively archive the goals of Defense Policy Review (DPRI) Initiative including Futenma Relocation Facilities (FRF) through various innovative projects. LIDAR derived elevation data and orthophotography will serve as the crucial data for project conceptualization, design, visualization, analysis, and execution. For instance, LIDAR derived DEMs are topographic models of the bare earth terrain from which vegetation, buildings, and other man-made features have been removed. High-quality DEMs are critical information and ideal answers for planning construction of renewable energy facilities such as solar powered car port or buildings, solar panel farms, and wind turbines, to placing access roads and power transmission lines. LIDAR derived DEMs and DSMs will not only provide the base of current conditions but also help demonstrate the visual impact of a planned facilities and other potential impact of the projects along with digital orthophotography. Digital elevation models provide important information of the bare and non-bare earth surface, which allow engineers to design energy efficient facilities, roads and utilities lines while planners analyze site suitability of those new construction projects.

1.1 OBJECTIVE: The key objective of this contract is to simultaneously acquire imagery and full wave form

Light Detection and Ranging (LIDAR), and process imagery and full wave form LIDAR data covering the United States Marine Corps (USMC) camps on Okinawa, Japan consisting of an area of 465.5 square kilometers (See Table 1-1). Services required are in support of the overall mission of USMC Installation Pacific (MCIPAC) and Camp Smedley D. Butler (MCB Butler), Facilities Engineer Division (G-F), Okinawa, Japan. The mission of G-F is to provide planning, engineering, construction surveillance, billeting, real estate, environmental, fire protection, energy conservation, utilities management, and real property maintenance and repair support to organic units and Marine Expeditionary Units.

1.1.1 SURVEY AREAS: Image acquisition shall be in areas classified as urban and non-urban (installation with training areas) based on the different settings of the installations (Table 1). The Contractor shall ensure there is not gap between 3. Central Training Area, Camp Hansen and 4. FRF Are of Interest (Oura Bay). One purpose is to obtain and generate more precise facility data for applications in urban installations. Another is to obtain and/or derive essential information from acquired data to support resources management practices in the training areas.

1.1.1.1 Urban Installations: The imagery and data for urban installations shall be acquired and processed to provide more accurate information for common features in urban installation such as buildings, utility facilities, and man-made drainage systems to support utilities network modeling, energy management, planning and engineering purposes. (Example: a new set of LIDAR elevation data and digital orthophoto imagery created under this contract will be used to identify utilities and facilities on the installations.)

1.1.1.2 Non-urban Areas: In addition to urban installation areas, imagery and data shall be acquired and processed by focusing on characteristics in forested/vegetated natural areas such as tree covers, other vegetation, and streams for energy conservation, utilities management, natural and cultural resources management purposes for the training areas, which MCIPAC contains a larger amount as training areas. (Example: natural topographic features such as stream banks and ridgelines in the Central Training Area (CTA) and Jungle Warfare Training Center (JWTC) shall be clearly seen on imagery or/and digital bare-earth topographic data to be used for watershed management.)

1.2 SCOPE OF WORK: This is a firm fixed price contract for providing image acquisition services and data processes. Services performed under this contract include, but are not limited to, aerial survey, simultaneous acquisitions of digital color aerial photography and the full wave form Light Detection and Ranging (LIDAR) data, orthophoto imagery production, LIDAR-derived elevation modeling, topographic contour line data production, and other associated data processing for the installation areas listed in Table 1-1.
