SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
QUESTIONS AND ANSWERS
General Matters:
Question (1): Is the Contracting Office sending past performance questionnaires to responders? We previously requested the responders to send the past performance questionnaires and they sent the questionnaires back to the Contracting Office.
Answer (1): Yes, we are sending past performance questionnaires to the responders based on the information provided on the Past Performance List submitted by offerors. Offerors are required to completely fill out the Past Performance Information List as a part of their technical proposal (Volume I).
Question (2): We note that Digital Non Bare Earth and Bare Earth Surface Models and Contour Line data is required, however the lots specified for pricing on the SF1449 continuation sheets do not contain a location to enter pricing for producing these products. Could you please advise where we should enter prices for producing LiDAR-derived products?
Answer (2): The cost of providing Digital Non Bare Earth and Bare Earth Surface Models and Contour Line date shall be incorporated in the price of Task 2. Please also make sure to provide the breakdown costs such as labor, overhead, G&A, transportation, etc.
Question (3): The RFP document states that it is possible to submit a response electronically via email, however that due to government computer firewalls, we should ensure that the Contracting Office receives all documentation.
Could you please advise whether it is possible to email PDF attachments to you and if so is there a file size limit applicable?
Answer (3): Yes, you can submit your offer electronically via e-mail. PDF attachments are acceptable. Due to Government computer firewall security, any e-mail(s) with "zip" files will be automatically rejected. So, please DO NOT send any zip files. Any e-mails with large volume (more than 1MB) of attachments might be rejected. You may submit your offer via several e-mails. In that case, please specify the number of e-mails and attachments.
Question (4): "The Contractor is required to be authorized to perform/operate in the country of Japan in accordance with DFARS252.225-7042 entitled, "Authorization to Perform." Please could you advise what is involved in obtaining this Authorization to Perform?
Answer (4): The offeror shall represent that it has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed. For Japan, it would be business license/permission to operate business in Japan. As specified in the submission requirements (page 9), offerors may be required to submit a copy of their business license/permission upon a request by the Government.
Technical Matter
Question (1) Is there recency of LiDAR data requirement? As an example, LiDAR and Imagery Data must be not more than XX days old.
Answer (1): The LIDAR/Imagery to be “collected” during the performance of this contract. We do not want previously acquired LIDAR/Imagery to be processed and delivered.
Question (2): Should we submit a performance plan and schedule to include the aviation planning charts as a part of our proposal?
Answer (2): Flight lines are not required for "Task 1, Digital Aerial Image Acquisition (Sequences of events, detailed timelines, and estimated completion dates for the Task 1)" and "Task 2, LIDAR Data Acquisition" as long as items listed contain enough details.
Question (3): Can you please quantify if you require a waveform LiDAR unit to be used to ensure accurate product;
or if you require fully digitised (256 value) waveforms for each pulse for subsequent analysis? We currently assume the former as we only generally observe full-waveform in its uncompressed form used in scientific research applications.
Answer (3): The Contractor shall meet the accuracy standards stated in 2.2.6.4 Accuracy Requirements for LIDAR-derived elevation data. As long as the products meet the accuracy standards, the Government has no other guidelines.
Question (4): There are several statements about Bit, like "2.1.1.1.2 (d)Bit Depth: The sensor shall capture 24-bit for three RGB and VIR colors. " Does this mean R, G, B should have 8 bit by each?
Answer (4): Yes.
Question (5): PSW states "2.2 TASK2 : The Contractor shall conduct full wave form LIDAR Data Acquisition simultaneously with the Digital Aerial Image Acquisition described in Task1 to create new color orthophoto imagery". Does this mean we must take aerial photograph and LIDAR data with one aircraft that has two camera hole at the exact same time? Could you accept to use two aircrafts to take aerial photograph and LIDAR survey separately during 5 months that stated by section 1.7.2?
Answer (5): The Government is requesting to acquire the LIDAR Data and the aerial imagery simultaneously.
Question (6): Could you borrow us the MCIPSC camp hangar during this mission?
Answer (6): I am not sure what MCIPSC is; however, I am assuming that the question is asking if the Contractor can use a hangar owned by Marine Corps Installations Pacific (MCIPAC).
The Contractor cannot borrow a hanger from MCIPAC.
Question (7): Are you going to extend the schedule; section 1.7.2 if this mission includes Option Areas?
Answer (7): No.
Question (8): According to Appendix C "Spatial Extent of Survey Areas", is the target area shown with blue line (NOT red poligon)?
Answer (8): Yes, the area of target is shown in blue.
Question (9): Are there any differences between Survey area C.4 and the other areas?
Answer (9): There is not any difference between Survey area C4 and the other areas. The contractor will be required to perform the services for all the areas identified in C1~C6.
Question (10): Section <1.1> says "~an area of 465.5 square kilometers.", however the amount area of C.1-4 is
342.7 square kilometers (refer to Table 1-1). What is this gap between them?
Answer (10): Sorry for the confusion. The statement “United States Marine Corps (USMC) camps on Okinawa, Japan consisting of an area of 465.5 square” indicates the total area of USMC areas on Okinawa. The area of interest for the specific contract is 342.7 square kilometers (table 1-1).
Question (11): Section <1.4.1.1Deliverables> pointed "Full Wave Form LIDAR raw data", could you tell me the definition of RAW DATA?
Answer (11): LIDAR Mass point data.
Question (12): Could you tell me the definition of Full Wave LIDAR?
Answer (12): It is the new technology of full-waveform laser scanning systems. The Contractor shall have a complete understanding of this new technology.
Question (13): Section <1.7.2 Schedule of , Table 1-2> states "Aerial Survey; Within 5 months after Survey Plan Approval (Fall months preferred)". What will happen if we cannot complete all the mission during 5 months? Do we need to still continue the mission until completion or whatever the data capture progress, we need to finish the mission in the middle way of completion?
Answer (13): The Contractor shall be able to make plans in order to complete the project as specified. The coordination shall be made when the project is delayed due to the weather condition or other unavoidable causes.
Question (14): Is it possible for you to postpone the maneuvers when the day perfectly fits for the survey? (If the control is affected too much, it will be very difficult to complete this mission during 5 months.)
Answer (14): The coordination shall be made when the project is delayed due to the weather condition or other unavoidable causes.
Question (15): Are you thinking about the extension of time for completion due to the bad weather?
Answer (15): The coordination shall be made when the project is delayed due to the weather condition or other unavoidable causes.
Question (16): Section <2.1.2.1.1> states " The Contractor is required to plan flight lines to ensure complete coverage of the survey areas to include a 100 meter area outside the secured perimeter of the survey areas described in Table 1-1.", does this mean the target area must include a 100 meter area outside of the blue line shown by Appendix C?
Answer (16): The Contractor shall make sure to have 100m buffer outside of the area specified in Table 1-1.
Question (17): Section <2.2.1.1.3 (g)> mentions the Contractor need to use Class 3B or better LIDAR system. In Japan, we usually use Class 4 LIDAR system which irradiation strenth can be adjusted for safety use and the deliverables are same as PWS states. Can we use Class 4 LIDAR system for this mission?
Answer (17): The Contractor shall meet the specification stated in in the PWS.
Question (18): Section <2.2.2.1.2 (e)> says "Aircraft bank angle shall not exceed 15 degrees". Is it necessary for this mission?
Answer (18): The Contractor shall meet the specification stated in in the PWS.
Question (19): Section <2.2.4.1.1> states "GPS ground station data shall be collected for four hours". In Japan, we usually collect the data before and after 15 minutes each flight. Is it necessary for us to collect 4 hours data?
Answer (19): The Contractor shall meet the specification stated in in the PWS.
Question (20): Could you tell me what GPS satellite lock means exactly? We could not understand what we should do for.
Answer (20): A GPS receiver must be able to get a lock on satellites.
Question (21): Section <2.2.6.1.1 General (a) Check Points> states "The check points usually shall be ten times better than the data they are checking". We could not understand it means we must have test 10 times per check point or you ask us to have 10 times better accuracy at check points than other data? Could you tell me what exactly we need to do for this and what is the deliverables?
Answer (21): Yes. Accuracy testing and Check points are specified in the PWS.
Question (22): Does Section <2.3.3.4.3> means we can compress or resampling mosaiced imagery data to fit within
700 MB?
Answer (22): Yes.
Question (23): Section <2.2.7.4.2 (c)> mentions "~at the horizontal (x, y) location of each checkpoint described in section 2.2.6.5.4.4". There is no section 2.2.6.5.4.4. in this PWS.
Answer (23): Correction: 2.2.6.4.5
Question (24): When the contractor set up the ground station GPS, could you postpone the maneuvers for safety reason or could MCIPSC staff accompany us?
Answer (24): No sure what the question is. The Contractor shall coordinate with the COR for the safety of field staff.
Question (25): Section <2.2.7.4.2> states "The Contractor shall propose the methodology of accuracy test for Topographic contour line data". However, in Japan, we usually do not have an accuracy test for Topographic contour line data. We usually just show the interval of the Topographic contour line. Hence, could you tell me what exactly we need to do for and what we should write them on as a report?
Answer (25): The Contractor shall research for an accuracy test in order to present the preferred methodology to the Government.
