About this file

This document is a set of Questions and Answers related to a United States Marine Corps solicitation for heavy equipment leasing. The solicitation (M6739925Q0028) is for a three-month equipment lease from September 1, 2025 to November 28, 2025, totaling 88 days. Key points from the vendor questions include confirmation that the lease is for equipment rental only, without operator services, and that Marines with engineering equipment operator licenses will operate the machinery. The equipment appears to be a reclaimer/pulverizer designed to work with materials like polymer stabilized soil, compacted road base, and concrete. Vendors sought clarification on operator qualifications, insurance coverage, equipment specifications, and delivery location, with the Marine Corps indicating that designated operators have formal training exceeding basic requirements for their military occupational specialty (MOS).

1. Please address the requisite qualifications of those who will be operators of the equipment.

The equipment will be operated by the marines full trained and qualified to operate. This is work that they normally do and this equipment just augments their capability and capacity to accomplish more in tight windows between exercises.

2. Due to it being such a large and rare machine unit. It is suggested that it would be operated by a personnel from the vendor to actually do The work with the reclaimer. So I wanted to know if this is actually something that can be done or is it going to be unit rent only?

This would be an equipment rental only. Ordering this with an operator would turn this into a construction contract.

3. Will the DoD have adequate insurance coverage during the rental term? Will Blue Jaguar (or our subcontractor) be named in COI?

Please refer to FAR 52.225-8 Liability and Insurance-Leased Motor Vehicles. It was mistankingly not placed in the Solicitation but will be added to the final documentation.

4. Could you clarify what type of material this equipment is intended to be used on or what is the work the intend on doing? There are different types of teeth designed for different materials, and we want to ensure that the correct configuration is used for this project.

The material varies from polymer stabilized soil, compacted road base or concrete in some areas.

5. could you please confirm whether there is an operator specifically trained and certified to operate a reclaimer/pulverizer? Since a pulverizer is a rare machine, we want to confirm that the proper operator qualifications are in place.

The USMC does not currently have a reclaimer/pulverizer in its inventory, and as such, we are unable to license Marines, specifically on that equipment.

However, the Marines designated to operate it are Engineer Equipment Operators who are already licensed on multiple types of construction equipment.

In addition, these operators have received formal training that exceeds the basic requirements for their MOS.

6. Could you please confirm the precise delivery location for this requirement? Having this clarification will allow us to ensure our proposal fully aligns with the solicitation requirements.

Please see page 4 of the soliciation for the PLACE OF PERFORMANCE AND LOCATION OF WORK.
