M6739918C0001 was awarded to HPA LLC in 2018.

4. How many FTEs were on the previous contract? Has the PWS Changed?

The PWS only changed to include the correct of hours in operation and that Monthly invoices must be submitted.

5. What is the historical # FTE/PTEs required to support this contract?

The requirement is found in the PWS in Paragraph 4 and its subparagraphs.

6. What labor categories have been used on the incumbent contract?

FAR Clause 52.222-42 Statement of Equivalent Rates for Federal Hires is included in the solicitation and provides the following Service Contracting Act positions: Food Service workers, Janitor, Dishwasher, Forklift operator, Laborer. This statement is for information only and it not a wage determination.

7. What did you like about the previous contract? Dislikes?

This information is not publicly available.

8. What is the estimated budget for this opportunity?

Proposals must be submitted based on the requirement set forth in the PWS.

9. Will the government please provide a little more detail on the historical headcounts? Do numbers fluctuate during certain months?

The government cannot provide an exact schedule for

Operational Security purposes at this moment. The

COR will provide a monthly schedule to whomever is awarded the contract per section 11 of the PWS

10. The government indicates that there is no

GFE, but then indicates that it will provide a forklift, which is GFE. Please advise? Please also list all of the GFE?

IAW FAR 45.101, the forklift is not considered GFE however, it is considered government property that is available for Contractor use. All items will remain in the chow hall and will not be transferred to Contractor for their exclusive use. A forklift is available at Camp

Wilson’s warehouse for the contractor to utilize when offloading trucks. Maintenance of the forklift will remain the Government’s responsibility. The forklift is also utilized by Active Duty Service Members when needed.

Pots & Pans located in the dishwashing room belong to the training units. The Contractor is only responsible for Cleaning/washing per section 4.1.5 of the PWS

11. Will the government provide the food/beverages to be cooked? Cleaning supplies? Etc.?

Reference section 4.5.3 Cleaning Supplies. Proposals are required for Messmen Attendant Services only.

12. What are your Key Performance Indicators? Performance Requirements Survey chart can be found on the last page of the PWS below paragraph 11.

13. If we have a teaming agreement with a subcontractor, does the subcontractor's experience count as experience for the prime?

14. Would you please provide how many personnel are needed for the subject solicitation, or how many personnel the incumbent utilized?

Historical headcounts are provided in section 4.4.1 of the PWS in order for the contractor to determine the number of personnel they’ll need for these services.

15. Can you provide the headcounts for the previous 2 years broken down by month?

Fiscal Year total headcounts are provided in the PWS in paragraph 4.4.1.

16. Is the contractor responsible for transporting food from the galley to the mess hall?

Active Duty Service members transport food from hot boxes to lines for serving.

17. Can you provide a breakdown of breakfast counts and dinner counts for previous years?

Fiscal Year total headcounts are provided in the PWS in paragraph 4.4.1.

18. How is ice transported to the cold serving line?

Active Duty Service members will transport ice to the field feeding site. Per section 4.2.4, the contractor shall fill the serving lines with ice.

19. What typical items are served on the cold serving line?

Salads, fruit, yogurt, milk, juices & pastries. The contractor is only responsible for cleaning and serving.

The Marines are responsible for replenishing the serving lines.

20. Are Headcount/Cashier Services part of the requirement?

It is not a requirement

21. Can you provide pictures of the Camp Wilson

Expeditionary Field Feeding Site to include all areas both front and back of the house, dining areas, and warehouse

22. Any information provided during the site visit. No additional information was provided. A walkthrough of the Field Feeding site, Pot room, trash area and warehouse was conducted.

23. How many days did they provide services in each of the past 3 years?

Reference section 4.4.1 of the PWS for average daily, monthly and fiscal year head count.

24. Why has the meal count dropped for each of the past 3 years?

COVID affected the training schedule. Less units participated in the Major exercises.

25. Can you provide pictures of the facility and perimeter?

See Attachment A.

26. Can you provide the list of all attendees at the site visit?

The government cannot provide a list of attendees at the site visit.

27. Is there a current CBA in place? There is not a current CBA.

28. Does the contractor need to supply manpower from 0530 to 1830 or can there be split shift practices utilized?

It’s up to the contractor as long as services are provided in accordance with the PWS.

29. Can you provide a base blueprint or diagram showing distance from the mess hall (dining facility) to the storage building #5403?

The government does not have a blueprint. Pictures are provided in Attachment A.

30. CLINS Pricing; Please Confirm that we are bidding a single Fixed Monthly billing Price and that monthly CLIN amount is what we

34. Employee Seniority – Under either a Wage

Determination, or a Collective Bargaining

Agreement (CBA) the contractor is required to honor the seniority of the employees so that they receive their proper benefits.

a. Because of this contractual requirement we request that you please provide a list of the current employees under this contract to include their Job Classes and Hire dates, so that we can calculate the correct costs of the benefits to be provided.

There is no CBA. There is a wage determination listed in the Solicitation.

The government does not maintain or keep current contractor employee information. This is proprietary information.

35. Are the contractor’s employees permitted to have a complimentary meal during their work shift?

No. Field rations are for service member consumption only.

36. There is not a pricing matrix attached in the solicitation documents that would include any subclins. Our assumption is that all costs are to be included in the CLINS provided in the

Supplies and Services Pricing. Section 4.7 of the PWS references several Special

Requirements, including contingency requirements and additional site feeding requirements. In the event Special

Requirements services are provided by the contractor, are the costs to be included within each annual CLIN? If so, is there a historical frequency and duration of these Special

Requirements that can be provided to the bidders to help formulate a cost associated with them? Is a Staffing Plan required from the Contractor as part of the bid process

Contingency operations will be as needed in accordance with paragraph 4.7.2 of the PWS, unless due to mission requirements, inclement weather or unforeseen natural disaster, a shorter notice period is necessary. There are no special requirements outside of the PWS. Nothing required outside of the hours of operations as stated in the PWS.

A staffing plan will not be evaluated when selecting a contractor for this requirement. It is the contractor’s responsibility to determine its staffing needs to meet the government’s requirements.

37. Are there drawings of the buildings including serving lines and feeding areas available that could be provided to the bidders?

There are no drawings of the building or serving lines.

Max capacity at one time in the field feeding site is

740.

38. What is the process for non permanent contractor personnel to be allowed on base?

For example a corporate executive coming to participate a quarterly performance review meeting?

Process for being allowed on base is located in the

Solicitation.

39. Is the contractor responsible for doing background checks on any current employees if hired from the incumbent contractor, or is this covered with issuance of a base pass?

The contractor must provide background checks on all employees in accordance with the solicitation.

40. Is a contractor provided Quality Control (not project manager or supervisor) person a requirement of this contract?

From the Government’s perspective, the Quality

Control person could be its own position or the project manager could be designated as the quality control individual. The contractor is responsible for determining staffing in order to meet the government’s requirement.

41. Are any contractor supervisors and or management defined as “Key Personnel”?

IAW paragraph 6.3 of the PWS: Contractor employees performing services will be controlled, directed, and supervised at all times by management personnel of the contractor.

42. Expectation of any equipment that the contractor will be responsible for.

Reference sections 4.1 through 4.1.7 of the PWS.

43. Is recycling to be staffed separately as a full-time position, regardless of the open / closure status of the mess hall, or is it part of the DFA staffing?

Reference section 10, Refuge Area of the PWS.

44. Are meals or drinks allowed for contractor employees? What is the current process for feeding contractor employees?

Employees will have to bring their own food or they can purchase food from the food court, warrior’s club, food trucks, and PX which are all in walking distance of the field feeding site.

45. Availability for storage for contractor staff personal items? Are there lockers or employee restrooms?

Per section 4.5.1 of the PWS, the government will provide an office to the on-site manager.

46. Network for time keeping. Is there internet service currently available in the Mess Hall offices?

See paragraph 4.6.1 of the PWS for computer and internet requirements.

47. Would we be allowed to provide internet in the office area or other location for employee time clocks, employee files, computer, etc. in the mess halls?

48. Is Wi-Fi allowed or only hardwire internet connection?

Wi-Fi is allowed

49. Any office equipment provided by government?

The government will not provide office equipment

50. Does this contract follow the Government fiscal year. 1 October to 30 September?

Yes

51. Can typical Sample Daily Menu’s be provided to the bidders to demonstrate # of hot & cold food items needing to be served, repurposed, etc?

Menu is extremely diverse depending on the mess chief and unit currently training. Specific menus can be found at Operational rations (dla.mil).

52. Can the Government provide the # of Training

Hours required for Contractor Employees each year. Section 2.3.

Personnel safety training mentioned in section 2.3 is a one-day event that takes 5 hours.

53. It is our understanding that pots, pans, serving utensils, etc. are to be returned to the Remote

Feeding Trailers when in use. Does the government provide a vehicle to the contractor to use for this service? Does the contractor currently provide a vehicle for this service or any other need onsite?

The pot room is located no more than 40 feet of the field feeding site. A vehicle is not required to transport these items back to the room.

54. The PWS mentions that Marines may be off post and contractor will need to assume certain duties in their absence. Can the government provide any historical information about the number of occurrences and duration of these occurrences?

When training units are scheduled to depart, the base

Food Service Branch (FSB) Marines will conduct a turn-over with the unit leaving. Once the FSB Marines complete the turn-over, the contractor will assume responsibilities mentioned in section 4.1 through 4.2.

Section 4.4.2 ensures that the contractor continues to be service ready.

The total amount of days where the government is not training averages up-to 105 days per year. In between training evolutions, there can be between 2-3 weeks of no training.

55. How often are rations (4.1.3) offloaded at the rations warehouse? Are there hours of operations for the rations warehouse and is a contractor provided forklift driver expected to be onsite at all times that the rations warehouse is open?

Deliveries are made at Camp Wilson Monday through

Fridayduring working hours 0730-1630. The warehouse will always be open during training exercises. A licensed forklift driver is expected to be onsite throughout the duration of meal preparation, meal serving, and truck deliveries.

56. What is the design capacity and square footage of the primary mess hall?

The max capacity for seating within the mess hall is

57. Statement: Page 2 of Amendment 0002 states

“Offers shall be complete and shall be organized into the following parts: Volume I –
