Section SF 30 - BLOCK 14 CONTINUATION PAGE
ADDITIONAL Q&A
Q: … the quantity quote for line item 001, the requests asks for a bid on a max quantity of 12 for the preventative maintenance of the listed vehicles, will there only be 12 total vehicles being serviced, or 12 services for the 120 or so vehicles listed, so is this quote for 12 services or Max 1440 services?
A: Please see revised CLINs.
Q; line item 002: max quantity of 1? Will there only be one hour authorized for repairs?
A: Per hourly rate for repairs that are not included in the preventative maintenance. Multiple hours may be used after a per hour rate is established.
Q: line item 003: to accurately give a quote for parts, is there an accurate inventory of all vehicle and their current condition, are all vehicle up and running with no repairs need at this time? Is there an estimate for each vehicle that needs repair?
A: This price will be determined at the time of repair and provided through the estimate given to the COR. For quoting purposes leave this CLIN blank.
Q: Is this a fixed price bid for all services, parts and labor?
A: Yes. Parts will be a fixed price at the time of repair.
Q: Question on 52.216-19, will no parts be purchased by either the contractor or the government under 25.00? How will items under 25.00 be purchased?
(b maximum order of 500.00, if a required part is over 500, does this vehicle not get repaired?
A: In a typical situation there will not be a task order for less than $25.00, since they will be for multiple machines for multiple repairs and parts. 500 refers to quantity.
Q: 3.5 with the time limit of 14 days for repairs, does this exclude vehicle waiting on parts on back order?
A: Certain circumstance will be arranged with the COR.
Q: 52.216-22 (b) Will there be a maximum price for the parts to be purchased by the contractor during this contract time period? this number can vary by a significant amount.
A: See "CLIN MINIMUM/MAXIMUM QUANTITY AND CLIN VALUE" and "CLIN DELIVERY/TASK ORDER MINIMUM/MAXIMUM QUANTITY AND CLIN ORDER VALUE" for details.
Q: 52.222-42 is the equivalent labor rate quoted 26.50 what the government is using for a guideline? the going rate for this type of repair is 120.00 per hour + cost of doing business...…...
A: "This Statement is for Information Only: It is not a Wage Determination"
Q: CLIN MINIMUM/MAXIMUM QUANTITY AND CLIN VALUE line item 002 maximum quantity is 500, what is the unit of this value, will it be no more than 500 hours, or individual repairs? this is conflicting if the quote requested is for fixed price for the PWS described, particularly if the service interval is fowled by the (IAW) Manufacturer Specifications) statement. This will vary greatly dependent on hours on each vehicle.
A: 500 hours is what is expected to be used on repairs. This is not hours used during preventative maintenances.
Q: 3.1 Service calls. Will these be limited to on base only, or expanded to the training area, will a tracked recovery vehicle be supplied by the government if the recovery is off base in the training area during winter snow conditions?
A: All vehicles that require Corrective Maintenance (CM) will be recovered out of the training areas by the MT section and staged in base camp either at Bldg. 1040 or the Exercise Allocation Pool (EAP) lot in lower base camp for later repair.
Q: 3.5 will a repair estimate only be required for ATVs and not snowmobiles and motorcycles?
A: Estimates will be required for all repairs above and beyond the preventative maintenance.
Q: 4.0 Will the work space being provided be indoors inside building 1040, and is a vehicle lift installed in this facility? If not will the government consider vehicles being transported to the contractors local repair facility at the cost of the contractor on a weekly rotating basis?
A: Space will be provided as required. There is no vehicle lift, however there is a 2 ton winch for vehicle lift as required and a sub floor (the pit as we call it) where maintenance can be conducted under the vehicle without the need for a lift.
Q&A Question: “Can this subtask in the requirements be explained more in detail? 3.6.1.2. Conduct the seasonal transition to and from Mattracks as directed by the CORs.”
Answer: As part of the Commercial Off The Shelf (COTS) fleet, we maintain UTVs that will be outfitted with the Mattracks M3 UR HD track system (little more than taking wheels off, adding brackets, and the tracks are attached to the hub). These selected vehicles will be outfitted with tires from May-November and transition to Mattracks November-May in order to drive on snow and deep powder during winter exercises. Any experienced mechanic should be able to accomplish this, and we have step by step instructions on our computers here for reference.
Question: “…is the equipment list accurate?”
Answer: Please see the updated equipment list. (Items listed with “DRMO” is equipment to be cannibalized/completely down/to be replaced/etc. determined by COR and vendor)

52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (OCT 2018)
(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.
(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, and telephone number of the offeror;
(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
(5) Terms of any express warranty;
(6) Price and any discount terms;
(7) "Remit to" address, if different than mailing address;
(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);
(9) Acknowledgment of Solicitation Amendments;
(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and
(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.
(f) Late submissions, modifications, revisions, and withdrawals of offers:
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.
(i) Availability of requirements documents cited in the solicitation. (1)(i) The GSA Index of Federal Specifications, Standards and Commercial Item Descriptions, FPMR Part 101-29, and copies of specifications, standards, and commercial item descriptions cited in this solicitation may be obtained for a fee by submitting a request to--GSA Federal Supply Service Specifications Section, Suite 8100, 470 East L'Enfant Plaza, SW, Washington, DC 20407, Telephone (202) 619-8925, Facsimile (202) 619-8978.

The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation ``Unique Entity Identifier'' followed by the unique entity identifier that identifies the Offeror's name and address. The Offeror also shall enter its Electronic Funds Transfer (EFT) indicator, if applicable. The EFT indicator is a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the Offeror to establish additional SAM records for identifying alternative EFT accounts (see subpart 32.11) for the same entity. If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one. By submission of its offer in accordance with the instructions provided in clause FAR 52.212-1, Instructions To Offerors, the offeror agrees to the terms of this solicitation.
First, the quotes will be ranked in order from lowest to highest based on the price. The lowest priced quotation will then be evaluated and receive a rating of Acceptable or Unacceptable based on the criteria below. In order to be rated as Acceptable, the Technical quote must meet the government's minimum requirements as described in the schedule. Quotes deemed Unacceptable are those that fail to meet the Government's minimum requirements.
Past performance will then be evaluated and assigned a rating of Acceptable or Unacceptable. In order to be rated as Acceptable, the past performance must present a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
If the lowest priced offeror’s Technical quote and past performance are rated acceptable, the government will then evaluate pricing to determine fair and reasonableness per FAR 13.106-3.
If the lowest priced quotation is evaluated to have an acceptable technical quote, acceptable past performance, and fair and reasonable prices, per FAR 13.106-3, the Government will complete a responsibility determination IAW the criteria specified in FAR 9.104-1. If found responsible, the Government may stop the evaluation process at this point as that quote represents the best value to the Government. Award shall be made to that offeror without further consideration of any other offers.
If the lowest priced quotation is assigned an unacceptable rating, or if the price is determined not fair and reasonable or if the Quoter is found to be non-responsible, the next lowest priced quote will be evaluated. This process will continue (in ascending order) until an offeror is evaluated to have an acceptable technical rating, fair and reasonable prices and the offeror is deemed responsible or until all offers have been evaluated.
The Government reserves the right to evaluate all quotes. The award will be made to the offeror whose proposal represents the best value to the government on a LPTA basis, factoring in price and non-price factors – Technical Capability and Past Performance.
Factor 1: Technical
Each offeror’s technical proposal will be evaluated by their presented ability to execute the performance work statement and will be defined as Acceptable or Unacceptable as defined below:
Technical Acceptable/Unacceptable Ratings
Rating
Description
Acceptable
Proposal meets the minimum requirements of the solicitation.
Unacceptable
Proposal does not meet the minimum requirements of the solicitation.
Factor 2: Price
In order to be considered for award, price must be determined fair and reasonable and balanced (or if unbalanced pricing exists that it does not pose an unacceptable risk to the government) using one or more techniques set forth in FAR 13.106-3.
Factor 3: Past Performance
The Government will conduct a performance risk assessment the offeror’s record of past and current performance, as well as that of its proposed subcontractors and team member as it relates to the probability of successfully performing the requirements of the solicitation. The past performance evaluation will consider the offeror's demonstrated recent (within the past three years) and relevant (providing the items identified in the schedule) record of performance in supplying supplies that meet the solicitation’s requirements. Offerors are advised that in conducting the past performance assessment, the Government may use data provided in the Offeror’s proposal and data obtained from other sources.
Past performance will be rated on an “acceptable” or “unacceptable” basis.
Past Performance Evaluation Ratings
Rating
Description
Acceptable
Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below.)
Unacceptable
Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance.
