About this file

This document is a Questions and Responses file for an Industrial Controls Upgrade project for the United States Marine Corps Depot Maintenance. The opportunity involves upgrading Programmable Logic Controllers (PLCs), Digital/Analog Input/Output Cards, Cabinet Climate Control, and associated programming across multiple control cabinets for blast and paint process systems. Key details include a requirement to upgrade control panels for seven different cabinets (including Blast Booths 1-6, Paint Spray Booths, and Paint Drying Ovens), with a strict three-day replacement timeline for each panel and an overall project completion window of 140 days.

The document reveals significant information gaps, as many requested technical details are "not available," including current HMI/PLC program backups, electrical and mechanical drawings, existing PLC configurations, and third-party device communication lists. Vendors are encouraged to conduct site visits to gather necessary information. The solicitation (M6700425Q0072) has a response date of 15-September-2025 at 11:00 AM, and involves existing Allen-Bradley and IDEC hardware. Critical requirements include maintaining existing panel enclosures, ensuring cabinet temperatures do not exceed 120 degrees Fahrenheit, and replacing hardware suites sequentially to minimize equipment downtime.

PLC Upgrade Vendor’s Questions

1. Can the following be provided:

· Current HMI/PLC Program Backups Not available

· Existing Control Panel Dimensions and Layout See photos

· Required Control Panel Enclosure Material (e.g. carbon steel, stainless steel, polycarbonate etc.) Existing panels to be used

· Current electrical drawings (with Bill of Materials) Not available

· Current mechanical drawings (with Bill of Materials) Not available

· Current layout See photos

· Current PLC and HMI programs Not available

· Existing control panel images See photos

· Existing PLC configuration details Not available

· List of any third-party device list with the type of communication Not available

· Existing SCADA software details (Model and communication) Not available

· High level architecture of the existing system Not available

· I/O List / Summary sheet Not available

· Existing panel Electrical Schematic drawings. Not available

2. Also, in the performance work statement the completion time for each control panel is (3) days. Is that a strict schedule/timeline or is there flexibility as long as the project is completed within 140 days? 3 days is the limit as equipment cannot be down for extended periods.

3. Do you have electrical prints for the existing panels? No

4. Do you have existing device lists for each panel, specifically the PLC and IO cards? No

5. Your scope states that the HMI’s are to be re-programmed? Do you have the model numbers for the Allen-Bradley and IDEC HMI’s? See photos

6. Will the existing panels continue to be used? If so, are new electrical prints part of this project scope? Existing panels will be used. Documentation of new system required.

7. Lastly, you mentioned reverse engineering the PLC programs for the upgrades. Can you share the PLC programs during the bid process, specifically Blast Booth 1 and 2? Not available

a. The PLC programs would be very helpful to estimate the project.

8. In the case that an HMI is outdated to the point that it is incompatible with the new PLC hardware should the vendor quote a direct replacement? IDEC or Allen Bradley preference? Yes but to my knowledge all are compatible.

9. Do maximum ambient temperatures exceed 120 degrees Fahrenheit? Should high temperature hardware be provided? With requested AC units, the temperature inside the cabinets should not exceed 120 degrees Fahrenheit.

10. Are the current PLC and HMI programs available for review by vendor? No

11. Do any/all the control cabinets exist in a wash-down or outdoor environment? No

12. Is customer amenable to replacement of multiple hardware suites concurrently or should each hardware suite be replaced one at a time? One at a time for three days each.

13. Do you have any information on the existing PLC modules (both the processors and I/O cards)? Part numbers, pictures, or backups of programs would be helpful. See attached drawing. Site visits are allowed.

14. Could you please share any available drawings, bill of materials, and photos of the current system? The photos are especially helpful in case any cabinet changes were made over time that may not be reflected in the drawings. No drawings. Site visits are allowed.
