About this file

The document is a Questions and Responses file for a Horizontal Machining Center solicitation (M6700425Q0051) by the United States Marine Corps Depot Maintenance. Key details include a requirement for a dual pallet horizontal machining center with specific technical specifications: 110" X travel, maximum table load capacity of 15,000 lbs, 2 Automatic Pallet Changer (APC), and full machine enclosure. The machine will be installed at Marine Corps Depot Maintenance Barstow, with a 12-inch thick foundation slab.

The solicitation includes critical logistics and procurement details. A mandatory site visit is scheduled for Wednesday, 23 July 2025, at 9:00 a.m., with RSVPs required by Tuesday, 11 July 2025, at 5:00 p.m. Vendors must submit reference drawings, include rigging and installation costs in their proposal, and provide attendee information for background checks. The government expects delivery within 120 days after contract award, significantly shorter than the vendor's initial 16-18 month estimate. Prospective offerors must coordinate site visit details with Contract Specialist Anthony Brunson via email.

Horizontal Machining Center with Single Table Vendor’s Questions and Requiring Activity Responses

1. On the characteristics, the X travel is 110'' but the workpiece Diameter is 118in which leads us to believe you would actually need at least 120'' of travel. Is this correct?

No, 110” X travel is sufficient and will meet the Government’s need.

2. Delivery of this machine once contract has been awarded would be 16 to 18 months current. Is this timeframe feasible?

The estimated delivery timeframe is 120 days after award.

3. The machine that is specified is a single pallet machine it is not possible to have more than one pallet it would be possible to add sub plates to allow for faster set up, but you would lose Y machining area equal to the thickness of the sub plate.

The required machine will need to be dual pallet. The machine’s functionality will require the two additional pallets included in the package.

4. Will we need to include rigging cost to set the machine in place and install?

Yes, rigging and installation will need to be included in the proposal.

5. We would like to send reference drawings to you so that the end user can verify they are able to move this machine into the building where they are planning for it to be installed.

Yes, reference drawings should be included in the proposal.

6. We also would like to make sure that the existing foundation is at a thickness that would support the machine.

The slab at the installation site is 12 inches thick with #5 rebar 24”OC EW Top.

7. What is the maximum table load capacity of the machine, and will it include jigs and fixtures. Our standard is expected to be less than 8 tons. If you do not know, we will proceed with the optional capacity of 15 Tons.

The maximum table load capacity of the machine will not exceed 15,000 lbs. This includes jigs and fixtures.

8. We see that the specifications ask for a 3 APC. We have never seen a 3 APC. Can we quote a 2 APC or a 4 APC, which do you think would be best?

Quoting a 2 APC will be fine. The required machine will need to be a 2 APC and two additional pallets.

9. Does this machine require a full enclosure? It is not defined.

Yes, this machine requires a full enclosure.

10. Under the work holding Section Number #2 specifies a single table machine. Then further down number #4 it specifies pallet changer with three pallets. Could you please confirm if this request is for a single pallet machine with no pallet changer? (This is how we interpreted the specification, but we need clarification)

The machine needs to be a dual pallet machine.

11. What is the foundation thickness where the machine will be placed?

The slab at the installation site is 12 inches thick with #5 rebar 24”OC EW Top.

12. The machine that is specified is a single table machine. The next item lists a pallet changer w/3 pallet. Can this be clarified?

The required machine needs to be a dual pallet machine. The functionality will require the two additional pallets included in the package.

13. We would also need a site visit in order to understand things like foundation requirements, location of the machine, size of doorways, and space available for the machine. What are the steps for scheduling the site visit?

The Government intends to conduct a site visit for all prospective offers on Wednesday, 23 July 2025, at 9:00a.m. at Marine Corps Depot Maintenance Barstow. Offerors will need to RSVP for site visit NLT Tuesday, 11 July 2025 5:00 pm to Anthony Brunson (Contract Specialist) anthony.brunson@usmc.mil. Offerors will need to provide the individuals attending. A Real ID is required for background checks to obtain a Day Pass to board Marine Corps Logistics Base Yermo Annex.
